CALL TO ORDER
At 9:05AM Vice Chair Jeffer called the meeting to order.

CHAIR REPORT
1) LBT September 2014 Status Report: Kevin Lee comment: “Nothing out of the ordinary here. It falls in line with
previous numbers.”
2) Security Camera Update
· Per Tech Services, waiting for Traffic Division approval to hang cameras on traffic signals.
3) Alley Lighting Project Update
· According to SCE and City staff, the lights have been installed.
4) Park Avenue ground cover
· American Heritage Landscape will replace the ground cover
· Foot traffic prevented dymondia ground cover enough time to “take”
5) Sprinklers/Irrigation issues
· Several City departments have been addressing the issue of standing water on La Verne Avenue
· Parks Recreation and Marine have addressed median irrigation valves and controls that also affect the
sidewalk tree wells
6) Median Landscape Project
· The ad hoc subcommittee recently met to discuss moving forward with a comprehensive plan - nothing
to report at this time

Dave Newell spoke about bank moratorium and parking issues.
Commissioner Schneiter spoke about bank after hours parking issues.
Max Alavi asked about City staff working with bank sign issues.
Commissioner Lippke spoke about limited time parking issues and process for adjusting curb
painting.
Dede Rossi said she would follow up with the limited time parking concerns.

1. 14-059BS Recommendation to approve the minutes for the meeting held
September 18, 2014.

September 1, 2014 through September 30, 2014.

Schneiter, to approve recommendation. The motion carried by the

REGULAR AGENDA
4. 14-062BS Recommendation to approve the transfer of $2,200.46 of collected
parking meter revenue in from the Bay Shore Library Parking Meters to
the Bay Shore Library.

Commissioner requested accounting of how the library parking meter funds
have been allocated.
A motion was made by Schneiter, seconded by Lippke, to approve
recommendation. The motion carried by the following vote:

5. 14-063BS Recommendation to approve the American Heritage Landscape LP
proposal for trimming the trees on the sidewalks of 2nd Street in the
Belmont Shore Parking and Business Improvement Area at a cost not to
exceed $3,275.

Commissioner Forsberg confirmed that all trees on 2nd Street would be
trimmed.

PUBLIC PARTICIPATION
Alavi asked about the 24 minute parking time limit.
Schneiter spoke about no change in limited time parking with new meters.
Newell asked if the parking limit time will be changed from two hours to three hours.
Schneiter spoke about potential parking options in the future.
Newell spoke about Newport Beach parking regulations.
Schneiter spoke about the Commission agreeing to extend limited parking to three hours.
Lippke compared events at Newport Beach to Belmont Shore.
Jeffer spoke about three hour limit proposed as not an official vote of the Commission.
Alavi asked about phone applications for new parking meters.
Schneiter spoke about limited usage, added expenses and battery life with phone applications.
Alavi asked if new meters would have phone applications software.
Schneiter said new meters would include phone applications software if needed in the future.
Ramelow asked when City Council will discuss new meters.
City staff spoke about potential November 18, 2014 parking meter Council discussion.
Rossi asked if the Commission would consider adding two more Big Belly trash compactors on
2nd Street.
Jeffer spoke about recommending agendizing new Big Belly trash compactors to Chair Lorbeer.
Schneiter asked if the Big Belly trash compactors have proven beneficial.
Rossi spoke about the benefits of the Big Belly trash compactors.
Alavi spoke about cleaning the parking lot behind Super Mex.
Rossi spoke about the Super Mex parking lot ownership, and that efforts are under way by the

ADJOURNMENT
At 9:35AM Commissioner Schneiter motioned to adjourn the meeting, Commissioner Starr
seconded the motion, and the vote was unanimous to adjourn the meeting.
