CHAIR REPORT 1) Library Bus Stop Removal and Reconfiguration. · Nothing to report this month. 2) Security Cameras. · Tech services reports all cameras should be operational this Friday. Dede Rossi spoke about currently installed cameras are operational; the remainder will be installed mid January 2015. 3) Flagpole Damage and Repair. · Flagpole at Glendora Avenue was blown over during windstorm in December. · Requested flagpole be salvaged and stored for repair/replacement. · Requested staff investigate potential repair/replacement options. 4) Sidewalk Steam Cleaning Schedule and Workscope changes. · No new complaints over past two months. · Spectrum will provide recommendations for future workscope changes. 5) Upgrading Parking Lots to Smart Meter Pay Stations. · Action delayed until after completion of Parking Study. City staff spoke about bi-weekly installation meetings through April 2015. 7) 2nd Street Median Landscape Upgrade Project. · Nothing to report this month. 8) Expansion of Big Belly trash recycling program. 9) Tot Lot bathroom issue. Commissioner Ramelow spoke about the history of people using the restaurant bathrooms and the need for public bathrooms. Chair Lorbeer requested that City staff include an agenda item for next month to consider creation of new public bathrooms in the area of the "Tot Lot". PUBLIC PARTICIPATION: Members of the public are invited to address the Commission on items of interest to the public within Commission jurisdiction. Each speaker will be limited to three minutes unless that time is extended by the Chair. Public participation will be heard without discussion or action on the issues raised. Dede Rossi spoke about the BSBA efforts to verify employment. Commissioner Forsberg asked if someone terminates employment can they still use the bus pass. Rossi said that passes are cancelled once employment is terminated. Attachments: 15-007BS Parking Study RFP Scope of Work.pdf Belmont Shore Parking Study RFP Scope of Work 2014 DRAFT.pdf Chair Lorbeer discussed the number of studies in the past, new councilwoman requested a new study Michael Conway spoke about recent request for study; prepared Scope of Work including a map. He has been seeking input from stakeholders in ordre to issue a RFP, then will make recommendations to Council and City Manager's office. He has reached out to residents, now business community. Will request consultant to consider previous studies as reviewed, inventory all available spaces, control strategies (time restrictions, ect), cost of each space, number of occupied spaces, and wants feedback for occupancy study times, zoning regulations modifications, conduct utilization reviews, include smart meters in study, creation of preferation parking district, parking structure possibility, Page 4 of 8 CITY OF LONG BEACH THURSDAY, JANUARY 15, 2015 BELMONT SHORE PARKING BAY SHORE LIBRARY, 195 BAY SHORE AND BUSINESS AVENUE, THIRD THURSDAY, 9:00 AM IMPROVEMENT AREA ADVISORY COMMISSION MINUTES parking management plan before the study. Consultant will also need to reach out to all stakeholders regarding any changes to make sure all considerations met. Then finalize the plan, and provide rough summary of plan so study will adequately reflect stakeholder requests. He will also address the BSBA. Commissioner Jeffer asked about any reference to living quarters spaces. Conway answered that living quarter spaces would be somewhat beyond scope of study. Lorbeer spoke about taking inventory of all parking in study area; residential garages are single most parking resource in area. He stated that this is important because residential neighborhood designed base on 1920’s needs, weekend homes (vacation community), not what is today. Commissioner Schneiter spoke about need to include residential space inventory. Lorbeer spoke about preferential parking area consideration per current rules. Conway spoke about Coastal Commission considerations, same rules throughout the City. He said it would be okay to count residential spaces. Lorber asked about cost. Conway was not yet sure about cost of study. Lorbeer asked about source of funding for the study. Conway study would be funded by the Commission. Commissioner Jeffer asked about the study being sent to the Commission. Conway spoke about the study delivery. Lorbeer spoke about the property tax money not mentioned, the tax purpose is to help parking problems, should include property owners relative to CFD assessees. He spoke about the three sources of funds under purview of Commission. Conway spoke about the need to get information related to how the source of funds impacts study. Lorbeer spoke about describing who are stakeholders, important source of funds would be property owners, won’t change the study. Schneiter spoke about better options for recommendations. Lorbeer discussed the map showing the entire Belmont Shore area, not just business district, but the BSPBIAAC ordinace only allows usage in the business district. He spoke about the need for the City Attorney to opine on the legality of the expenditure. He spoke about potential cost savings by requesting the consultant to inventory space after sensors are installed before study is launched. Conway questioned whether or not the sensor data collected would be robust enough. He also spoke about parking structures were considered 25 years ago, and traditional structures are not economically feasible, but now new technology should be considered (“stack” parking structure); location is crucial. He also mentioned that Council District 3 is interested in a shuttle, therefore it should be included in the scope. Commisisoner Lippke would like electric vehicle charging stations. Conway spoke about the struggle of how to manage stations on public rights-of-way, coordinaing the cost, and formatting Citywide. Schneiter spoke about past studies coming to similar conclusions, would like to see new consultant. He feels the study would be a waste of assets unless residential garage requirements are enforceed. Commissioner Forsberg spoke about considering diagnol parking. Schneiter spoke about the biggest parking spaces in thte beach lot, and that DaveRoseman was great for helping to create spaces in Belmont Shore, adding 100 spaces on Ocean Blvd, which was a single lane in the past. Conway said that diagonal parking was in consideratiton. Schnieter spoke about diagonal parking on Ocean Blvd would add a significant number of parking spaces. Commissioner Ramelow spoke about the difficulty of enforcing residential garage compliance. Schneiter stated that garage enforcement is in place now. Forsberg asked if garages are used for storage, are long driveways counted. Conway said that the consultant would possibly look at long driveways as two spaces. Robert Simms lives on Ocean Blvd, spoke about the need for a pre and post study. He also spoke about the “highway” on the beach pathway, increased traffic, need to get rid of the pathway. He also felt that diagonal parking is not good idea, that it will shine lights into houses, excessive fumes, distraction of the view, and the City should focus on quality of life for Belmont Shore residents, not focus on bringing more tourists. Melinda Cotton spoke about the City having in place an inspection process, but not sure if there is diligent enforcement. SCE has built poles that restrict garage access, and there are any aspects of a proper study. She spoke about the City code allowing for taking over a parking space for a living area. She spoke about Lucille’s & Roe’s closing opened spaces, but new businesses will impact more, and that Yankee Doodles needs to be sure adequate spaces will be available, and that residents are doing what they can to help with the parking challenges. Commissioner Starr asked if the new parking meters will be installed only on the street, not in the parking lots.
