Attachments: 15-013BS Spectrum clean-sealant test.pdf Chair Lorbeer informed of Spectrum sealant test site at Legends, and the process. Christian Terry, Spectrum, spoke about the sealer; 1st pressure wash, time lapse for moisture evaporation, then add sealer/wax, adds repellant, stain guard. Imil Desphy, EMSL Analytical, informed of company background (since 2007), concrete products in US, Caltrans approved product; Gene Autry project in Anaheim 2012; product designed to withstand stain; 2 types: penetrating, film forming; BS is horizontal surface, need to protect asset; recommend film forming for Belmont Shore; protects against moisture (ocean air). Lorbeer asked about concern regarding possible slippery surface. Desphy spoke about the new style, has texture, not slippery. Commissioner Forsberg asked if it will be more slippery than regular concrete. Commissioner Schneiter spoke about the surface would be no more slippery than concrete. Desphy said he would make an acceptable level of friction, would not be detrimental. Lorbeer asked about the cost proposal for all of 2nd Street: $25,000. Vice Chair Jeffer asked about the frequency of sealing. Jeffer asked if steam cleaning often will compromise sealer. Terry spoke about adding film forming then use little to no detergents, lower temperature when steam clean when film in place; if gum needs extra cleaning, will at no cost touch up surface. Forsberg asked where has sealant been applied to horizontal surfaces in high traffic area. Desphy gave some examples of hotels, such as the Watermark properties, done 5 years ago. Forsberg asked if steam cleaning was also done in those locations. Desphy was not sure about steam cleaning, haven’t bought products frequently; classified as sacrificial coating, requires re-application. Lorbeer gave a recap of why considering sealant; increased cleaning caused water sitting as an unintended consequence, need to clean more, but need to caution against excessive water; met w/Spectrum to discuss how to improve cleaning w/o downside; used own money to test at Legends; asked Commissioners to take a look at Legends, can bring back to the Commission in a couple of months. Schneiter spoke about the need to state the true cost over a year; also, Thompson water sealant was slippery where he installed it elsewhere. Lorbeer said that this sealant is different than Thompson. Desphy spoke about their products are for professional use only, therefore the product is designed for different purpose determined by industry (concrete companies). Lorbeer spoke about the need to fully determine cost; need to look forward to summer. Forsberg agreed that it is important to check the Legends test area. Lorbeer said to watch the test area for a few months; looks same as regular concrete; sealant was applies November 2014. City staff handed out budget notes. Lorbeer spoke about sidewalk cleaning is as is, Cash Key number will go to zero, multi space meters estimate, his revised version line by line; Commission is operating in the black, will end up with a $167,000 balance. Forsberg spoke about full year expenses for FY 16. Lorbeer spoke about pro rated revenue. Schneiter spoke about Financial Management missed the revenue, expense of credit card usage, idiotic to spend public money as is, giving away a bag of beans, existing meters could have done same as new meters, expense will follow us to the grave. Lorbeer commented that it will be interesting to see if revenue/expenditure will match as years go by. Schneiter recommended to depreciate assets, need to know true expense. Forsberg spoke about pucks needing replacing, therefore cost needs to be anticipated. Lorbeer spoke about the new meters will have infrared technology for dome mounted sensors (testing on Ocean Blvd), not mounted in the ground. Jeffer spoke about Apple pay via cell phone capability. Lorbeer commented that IPS said earlier that the meters would be capable of the Apple pay technology. Foo spoke about the current price of the IPS contract will not include Apple pay. Schneiter spoke about the 1% penetration of Apple pay in Santa Monica. Forsberg asked about the new rates for the street and parking lots. Lorbeer spoke about rate increase for only the street meters; parking lot meter rate increase will be put on a future agenda after release of the parking study. Schneiter spoke about the need to put the lot rate increase on a future agenda. Bob Sims spoke about his dislike for the new meters, would prefer them to accept coins and/or credit cards. Lorbeer explained that the new meters will accept coins and credit cards. A motion was made by Schneiter, seconded by Commissioner Starr, to approve recommendation. Schneiter commented that the proposed plaques look like a tombstone, would like more representative Tori; would not want it like that for himself. Jeffer asked Schneiter what would be more representative. Forsberg asked if the Miller family was consulted. Lorbeer explained that the Miller family was consulted all along and the proposed is what they approved. Commissioner Starr spoke about Dede Rossi spending considerable time Tori's family on this project. Commissioner Ramelow was not clear about actual sizes of plaques. Lorbeer spoke about the relative plaque size to the mural, and recommended that the larger size would be most appropriate. Ramelow spoke about approving the expense, but not necessarily Option A or B. A motion was made by Commissioner Forsberg, seconded by Schneiter, to approve recommendation for expenditure to not exceed $5,000. (Schneiter was excused from the meeting at this point.) Andrew Duncan discussed the history of Belmont Shore BigBellys, and now cleaner streets, less trash overflow, sustainability recycling, reduced operating expenses, return of investment received in less than two years, less frequent collection (9 x per week, once/day, twice on weekend); secure containers, operational transparency. The "heat map" shows the busiest compactors - two locations most busy; looking in past month, map reflects more balanced approach on 2nd St, just recommendation for consideration. Lorbeer spoke about the map showing only 10 units, now have 11 units (the first one installed without software); he asked about the proposed locations, Starbucks and Pomona are busiest locations. He asked if no more are being installed at those locations. Duncan spoke about the map has a couple “stars” that are in the wrong location. Ramelow asked about the Papa Lucci’s location. Lorbeer spoke about the effort to also spread out for people who walk with their trash. Duncan spoke about the Commission would be the best recommendation for locations; still have 80 cement receptacles, therefore there is a need to find another home for them, and reduce the number of those receptacles on the street. Lorbeer spoke about clutter on the sidewalks; there are actually 93 cement trash cans on 2nd St, possibly to be relocated to parking lots, side streets; should not be a reason to not get more BigBellys. Duncan spoke about the map grid on front; wants to work with Conservation Corps to improve efficiency of collection, train staff to not collect when green. Forsberg spoke about reducing labor cost; discussion with Conservation Corps about how much reduction in labor cost before Commission vote to purchase more BigBellys. Lorbeer spoke about the somewhat regular change of Conservation Corps personnel, therefore difficult to work with staff to be more efficient; Conservation Corps can do other tasks instead of trash collection, therefore change scope of work for Conservation Corps. He asked about the cost increase in current proposal. Duncan spoke about the increase from original $4,975 per unit to the current $5,270 per unit. Forsberg spoke about moving this agenda item to the April 16, 2015 Commission meeting after evaluating contract adjustment with Conservation Corps. Lorbeer asked to have the 11th compactor added to the "heat map". The software is included, also suggested full deployment up to 2 more years for all units so all on same service package hence cost savings. Also, Waxie would not charge for installation, which is a usual cost of $150 per unit. Lorbeer spoke about the need to discuss labor and training details with Conservation Corps and Waxie. He also commented that the Commission is in a strong cash position, would like to Receive and File this agenda item. He will be out of town first three weeks of March. Asked that City staff coordinate with Conservation Corps and Duncan, then bring budget & line items that would adjust Conservation Corps contract for FY 16; program is good community program, but not necessarily best for 2nd Street. Julie Maleki introduced Mark Bloeser as the temporary replacement for Ricky Dockery. He lives in Marina Pacifica, works 20 hours per week for CD 4, and will work 20 hours per week for CD 3. His family used to own the Fish Tale restaurant in Los Altos, and a carpet business. There will be the monthly District 3 meeting at the Yacht Club today.
