Each speaker will be limited to three minutes unless that time is extended by the Chair. Attachments: 15-023BS Spectrum clean-sealant v2.pdf Spectrum Film Form Sealant Warranty 03.13.15.pdf CM Gloss-Matte (Sealer-Stain).pdf Gloss & Matte (Film Forming Sealers).pdf · Lorbeer spoke about his absence from the March meeting, he read through the minutes, and comments regarding reduce cost of Spectrum contract, reduce frequency; understands approach, but does not take into account bumped up frequency considerably, started with 28 cleanings per year, added another 8 cleanings (every week July - September) due to complaints from business owners; additional water created stagnant water, West Nile virus, mosquitoes, etc; if increase cleanings, need to keep water from going on side streets by picking up water, will be more expensive and slower; need to wait and determine frequency of summer cleanings; cost per cleaning approximately $2,500; if only do original Stroll & Savor additional four cleanings, will then save 8 x $2,666 = $16,000 · Forsberg asked if the sealant manufacturer was present · Imil Desphy, CEO of IMRAE spoke about the sealant product · Forsberg asked who uses horizontal application on sidewalks · Desphy spoke about various locations with surface sealant on stairs (landings), warehouses and schools · Commissioner Lippke asked if the sealant is slippery · Desphy spoke about providing a list of those who use sealant · Lorbeer spoke about uncertainty whether or not sealant will work, but seems to be working after 6 months at Legends; guaranteed not to be Page 4 of 10 CITY OF LONG BEACH THURSDAY, APRIL 16, 2015 BELMONT SHORE PARKING BAY SHORE LIBRARY, 195 BAY SHORE AND BUSINESS AVENUE, THIRD THURSDAY, 9:00 AM IMPROVEMENT AREA ADVISORY COMMISSION MINUTES slippery, test project is working; estimate 2-5 years life expectancy; if lasts less than 2 years what will be guarantee? · Terry stated that if sealant starts to peel, fade or damaged by solvent, Spectrum Facility Maintenance will touch up at no cost over 2 year period · Lorbeer asked about possibility of system-wide failure whether or not reseal entire area at no cost · Terry said Spectrum will reseal at not cost is the entire area fails; three warehouse facilities use 25,000 square feet of sealant, still holding strong with regular heavy vehicle and forklift traffic · Lorbeer spoke about $2,666 per cleaning, reduction of number of cleanings, will save $16,000 · Forsberg asked if cleaning with solvent requires collection of water · Terry said if any agent other than water is used, required to collect · Forsberg spoke about complaints last year, if contract requires to collect water, would rather clean each week May - October, twice/month in winter, rather than sealant · Lorbeer spoke about uncertainty whether or not need to do both; if use only water, no need to collect water; need to do both (sealant/frequency), $25,000 small price to pay for making sidewalk clean · Forsberg verified that just water usage did not require collection · Lorbeer spoke about he and City staff spent hours walking La Verne Ave related to standing water last year · Commissioner Ramelow commented that if doing both was affordable, she would like to do both, looks so much nicer · Lorbeer agreed with Ramelow, monitor over the summer regarding frequency · Lippke would like to inspect the pilot test area · Commissioner Starr inspected the pilot test area and thought it looked great, recommends doing both · Lorbeer spoke about Commissioner Jeffer supporting sealant · Dede Rossi would like cleaning every week, sidewalks very dirty; weekends so busy with lots of people on the street; recommends both sealant and increased frequency; doing dog poop campaign; May - October best; requested concierge person, look behind alley · Forsberg asked if Conservation Corps of LB could attend to dog poop · Rossi requested to have shifts each day, possibly Spectrum or CCLB · Lorbeer spoke about doing the best possible to help keep it clean · Rossi asked about recycled water; the trees are blooming nicely, only receive water from steam cleaning; BigBelly’s with trash only capability or Page 5 of 10 CITY OF LONG BEACH THURSDAY, APRIL 16, 2015 BELMONT SHORE PARKING BAY SHORE LIBRARY, 195 BAY SHORE AND BUSINESS AVENUE, THIRD THURSDAY, 9:00 AM IMPROVEMENT AREA ADVISORY COMMISSION MINUTES also recycling · Starr agreed that there is need for more frequent cleaning, dogs urination in addition to poop · Rossi spoke about dog urine worse than poop · Forsberg spoke about the drought, whether or not recapturing water is included in the current contract · Lorbeer spoke about should have information available for future need; can do in same time frame · Terry spoke about recapture cost estimate, increased labor due to lengthening cycle; fills up twice equals approximately 1,200 - 1,500 gallons per week · Forsberg said he will vote against sealant, wants to expand contract to cleaning frequency each week · Lorbeer spoke about the Spectrum contract adjusts every year Marsha Jeffer arrived at 9:52AM · Lorbeer spoke about cleaning through October, and every week cleaning, added Stroll and Savor cleanings; could add cleanings each month A motion was made by Commissioner Ramelow, seconded by Commissioner Jeffer, to approve recommendation. Attachments: 15-027BS New Parking Meter Project Status.pdf · Lorbeer introduced Seyron Foo, City of Long Beach Management Assistant · Seyron Foo spoke about the meter installation process, timeline, unveiling at Promenade, Harvey Milk Park on Monday, April 20, 9AM; starting in downtown, then Belmont Shore no later than May 15; will take about 1 ½ weeks, 368 meters; install 500/week; Public Works and IPS will do the installing; there will be no impact to parking/traffic; no disruptions; pre-pay feature will allow prepay 2 hours in advance before Page 6 of 10 CITY OF LONG BEACH THURSDAY, APRIL 16, 2015 BELMONT SHORE PARKING BAY SHORE LIBRARY, 195 BAY SHORE AND BUSINESS AVENUE, THIRD THURSDAY, 9:00 AM IMPROVEMENT AREA ADVISORY COMMISSION MINUTES 10AM enforcement; includes all forms of payment; pilot testing of dome mounted sensors for one month on Ocean Blvd downtown · Lorbeer spoke about the dome mounted sensors are in other cities, some commissioners were concerned about digging up street · Foo spoke about the negotiated deal so no extra charge for dome mounted; pilot only on Ocean Blvd, south side Magnolia - Chesnut; heavier trucks on Ocean, better evaluation than 2nd St · Jeffer asked when will Belmont Shore get the meters installed · Foo said Belmont Shore will get new meters no later than May 15; no sensor installations until after the 30 day pilot, then will install sensors; staff will evaluate · Jeffer commented that Belmont Shore does get lots of big and heavy trucks on 2nd St · Lorbeer asked about the rate of $0.75 per hour effective time, whether or not the old rate with the old meters will remain until installation of new meters · Foo said that once new meters are installed, the new rate will be in effect; enforcement hours and rate will appear on new screens · Jeffer asked if the in-ground sensor installation is more expensive than new dome mounted sensors · Foo spoke about the City absorbing the cost of ground installation if necessary · Lorbeer asked about grace period for citations, etc · Foo spoke about working closely with parking enforcement, communicating daily; grace period will be one day, for example, each section will be for that one day of installation; since clearly displayed instructions will inform, and allow coin usage, only one day grace; first five minutes will be displayed after pressing the green button · Jeffer asked if five minutes is enough · Lorbeer asked if one presses the green button, then add money, will the total time equal five minutes plus the time entered · Foo answered that the five minute grace time will add to time entered; once the sensors are installed, staff will then explore time zeroing, etc · Lorbeer asked if the green button will work regardless of sensors · Foo said the green grace button will work without the sensors; if more than two hours are needed, it will be okay to add more time; after sensors are installed, City staff will be able to evaluate time usage, therefore be able to set appropriate time limits · Lorbeer spoke about the parking study and sensor data will be able to Page 7 of 10 CITY OF LONG BEACH THURSDAY, APRIL 16, 2015 BELMONT SHORE PARKING BAY SHORE LIBRARY, 195 BAY SHORE AND BUSINESS AVENUE, THIRD THURSDAY, 9:00 AM IMPROVEMENT AREA ADVISORY COMMISSION MINUTES accurately determine time limits; he also asked about outreach efforts · Foo spoke about his outreach efforts, and he met with the BSRA, BSBA, DLBA, DT Residents Council, Gazette; information brochures will be distributed to business · Lorbeer asked Rossi about window posters Commissioner Lippke left at 10:20AM · Forsberg spoke about making all rates the same as the street, including parking lot meters; possibly agendize this · Lorbeer spoke about not being comfortable with raising the parking lot rates unless it is needed for expenditures like the median project; if the median project reaches a cost of $2MM, the City could possibly issue a bond; pay stations could potentially collect same data; back row meters will no longer be compound rate; employees don’t really use back row meters as originally intended · Foo spoke about the BSRA appreciated his presentation, especially prepay, display informing about holidays, etc · Lorbeer spoke about being careful to inform patrons about prepay only with new meters A motion was made by Commissioner Forsberg, seconded by Commissioner Jeffer, to approve recommendation.
