Chairman Thompson referred to Ordinance No. C-5232, asked for all the people in the audience
who planned to give testimony, to stand, and they were sworn in by Myeesha Ayala.
APPROVAL OF MINUTES FROM OCTOBER 20, 2014
It was moved by Vice-Chairwoman Arnold and seconded by Board Member McCarthy to approve
the minutes as submitted. The motion carried 4-0. Board Member Hamilton was not present at
the time of the vote.

Chairman Thompson called for the owner or representative to appear before the
Board and Hao Duc Vuong, 4122 Morning Star Drive, Huntington Beach, CA
92649, Owner, appeared.
Board Member Hamilton arrived at 2:35 p.m.
It was moved by Vice-Chairwoman Arnold and seconded by Board Member
McCarthy to adopt the findings as follows: The witnesses presented by the City
were, in fact, credible. PROPERTY OWNER, as the property owner of record, is
the responsible party for the cited violations. The cited violations did exist on the
date the citation was issued. That Appellant violated section(s) 18.45.050 UHC
1702 (L), 8.76.010(G), 8.76.010(N), 8.76.010(B), 18.42.010 CEC 590.3(B),
18.45.050 UHC 1702(I), 18.04.010(C), 9.65.030, 21.51.227 and 21.41.150 of
the Long Beach Municipal Code, because on September 3, 2014, the conditions
of the subject property were such that there were discarded automotive parts in
the yard areas, illegally parked or stored vehicles existed on the property, the
windows frames on the south side of the building were deteriorated, the fencing
was deteriorated, there were missing and deteriorated window screens, there
was illegal temporary electrical power installations, there was unpermitted
electrical wiring, outlets, switches and lights in the garage, there was trash and
debris on the premises, auto repair activity and the garage was not accessible
for parking purposes. The appeal is denied. The motion carried unanimously.

Angela Reynolds explained that our Board of Examiners, Appeals and Condemnation is now
combined with the Disabled Appeals Board. Two new Board Members have been appointed to
the Board. A Study Session will be held on January 26, 2015 to discuss the types of Disabled
Appeal requests the Board may hear.
SET DATE FOR NEXT HEARING: DECEMBER 15, 2014
MOTION FOR ADJOURNMENT
It was moved by Vice-Chairwoman Arnold and seconded by McCarthy that the hearing be
adjourned at 3:42 p.m. The motion carried unanimously.
