CALL TO ORDER
Chairman Thompson called the meeting to order at 1:35 p.m.

Gerdes to approve the minutes as submitted. The motion carried 4-3. Board
Members Hamilton, Powers and Arnold were not present during the vote.
HEARING PROCEDURE
SWEARING OF WITNESSES
Chairman Thompson referred to Ordinance No. 5232, asked for all persons who plan to give
testimony, to stand, raise their right hand and be sworn in by Myeesha Ayala.

LLC, C/O RAYMOND CHACON, OWNER, SB CASE NO.

SUBSTANDARD BUILDING CASE
Chairman Thompson called for the owner or representative to appear on behalf
of the case and Raymond Chacon, owner, appeared on behalf of the case.
It was moved by Board Member Witten and seconded by Board Member
Whitehead to conclude the hearing, adopt the findings of the Building Official
as the Board's findings determine that the Single Family Dwelling located at
1990 Lemon Ave, Long Beach CA 90806, is substandard and a public
nuisance, and order the owner to rehabilitate the structure as per findings dated
July 9, 2020 by January 21, 2021. Also, order the owners to maintain the
structure in a safe, clean and secure manner until the rehabilitations are
complete. The motion carried 4-3. Board Members Arnold, Hamilton and
Powers were not present during this case.
3 BEAC CASE NO. 7906-12-20: 741 ARTESIA BLVD; NED BASSIN,
OWNER, CE CASE NO. CEAC272186
ADMINISTRATIVE CITATION APPEAL CASE
Chairman Thompson called for the owners or representatives to appear on
behalf of the case and Ned Bassin, 79950 E. Cramer Ct., Long Beach, CA
90808, owner and Luiz Garcia, tenant of 741 E. Artesia Blvd, appeared on
behalf of the case.
Board Members Hamilton and Arnold both logged into the meeting by 1:51

Aldo Renteria, Spanish speaking translator provided on behalf of the City for
the tenant, was present and translated the meeting for Luiz Garcia, tenant for
741 E. Artesia Blvd.
It was moved by Board Member Witten and seconded by Board Member
Hamilton that the appellant is the current owner and responsible party of the
subject property located at 741 E. Artesia Blvd and the violations did exist on
the date the citation was issued. The appeal is denied. The motion carried. 6-1.
Board Member Powers was not present.

It was moved by Chairman Thompson and seconded by Board Member
Gerdes to adjourn the meeting at 2:26 p.m. The motion carried.
