A motion was made by Member Tejani, seconded by Member Fong, to approve recommendation. The motion carried by the following vote: Yes: 10 - Menchie Caliboso, Reena Curtis, Gisele Fong, Mel Marks, Jody Rawles, Renee Simon, Milton Smith, Sabira Tejani, Kelley Tenny and Christopher Robson Excused: 2 - Silene St Bernard and Christine Petit Absent: 3 - Ralph Brooks, Jose Carillo and Troy Ha PUBLIC PARTICIPATION: Members of the public are invited to address the Board on items of interest to the public within the Agency Board jurisdiction. Each speaker will be limited to two minutes unless that time is extended by the Chair. There was no public participation. REGULAR AGENDA The Executive Director's Report was moved forward in the meeting agenda due to Ms. Colopy's committment to speak as part of an Equity Panel at the Long Beach Community Action Partnership. Page 2 of 5 CITY OF LONG BEACH FRIDAY, JANUARY 13, 2017 BOARD OF HEALTH AND HEALTH AND HUMAN SERVICES HUMAN SERVICES MINUTES 2525 GRAND AVENUE, ROOM 204, 7:45 AM EXECUTIVE DIRECTOR'S REPORT Kelly Colopy, Director of Health and Human Services, provided the Board with an update on Department activities including; notification that the first meeting of the Veterans Affairs Commission would be held later that day, and introduced Gina Overholt, the Veterans Affairs Coordinator for the Commission. Ms. Colopy informed the Board that the Violence Prevention Program and Office of Equity will be officially relocating to the Health Department as of Tuesday, January 17th. Ms. Colopy indicated that the Department will be applying for Prop. 47 funding, which focuses on mental health and substance use diversion programs in the criminal justice setting, and that the Homeless Services Division is looking for 400 volunteers for this year’s Homeless Count, which will be conducted on January 26th. Ms. Colopy also mentioned that the Mayor had announced that a year-round shelter would be opened sometime in 2017. Ms. Colopy also informed the Board that the Department is currently preparing for the inspection and licensing of marijuana dispensaries, and in response to the passage of legislation approving recreational marijuana use, will be applying for an Office of Traffic Safety (OTS) grant that will focus on the creation and implementation of a drug-impaired driving education campaign. 17-002BH Recommendation to receive and file a copy of the October 4, 2016 Mayor's Study Session presentation on homelessness. Page 3 of 5 CITY OF LONG BEACH FRIDAY, JANUARY 13, 2017 BOARD OF HEALTH AND HEALTH AND HUMAN SERVICES HUMAN SERVICES MINUTES 2525 GRAND AVENUE, ROOM 204, 7:45 AM Teresa Chandler, Human Services Bureau Manager, provided the Board with a presentation originally provided as part of the October 4, 2016 Mayor's Study Session on Homelessness, a copy of which was received and filed as part of the permanent record. The report provided an overview of the homeless situation in Long Beach and touched on the efforts to address homelessness such as the Long Beach Continnum of Care, a coordinated system of care to provide housing and services, the City's Multi-Service Center (MSC) and the services provided at the MSC facility. The presentation also discussed the various partner agencies working to address homelessness, including the Long Beach Housing Authority, and the Long Beach Police Department's Quality of Life Unit. Ms. Chandler stated that the MSC provides services for an average of 1,100 individuals and families each month, for a total of 14,829 client contacts per year and responded to requests for outreach and engagement of an average of 90-100 contacts per month. The presentation provided an overview of the funding sources for homeless services, available housing options in Long Beach and some of the successes of the programs between 2013 and 2015, including reductions in family homelessnes, chronic homelessness, and veteran homelessness. The presentation also provided information on key community strategies defined under the 10-Year Plan to End Homelessness and their implementation, and the challenges the program faces. The final part of the presentation provides information on how the community can help in the effort. Ms. Chandler also mentioned that a Homeless Summit, co-hosted by the Health and Human Services Department, the Homeless Coalition, the Downtown Long Beach Business Association, the Apartment Association and the Long Beach Human Relations Commission will be held in April, 2017, and that a FUSE Fellow was currently researching best practices across the nation and creative financing models for homeless services programs. Page 4 of 5 CITY OF LONG BEACH FRIDAY, JANUARY 13, 2017 BOARD OF HEALTH AND HEALTH AND HUMAN SERVICES HUMAN SERVICES MINUTES 2525 GRAND AVENUE, ROOM 204, 7:45 AM ANNOUNCEMENTS Boardmember Fong announced the the Port of Long Beach is currently in the Environmental Impact Report (EIR) process for the Pier B Support Rail Yard Facility Project, and that the project's footprint is directly adjacent to the Multi-Service Center (MSC). Boardmember Fong indicated that environmental impacts, such as air quality, will negatively impact MSC staff and individuals seeking services at that facility. Boardmember Fong indicated that the comment period under the EIR are open until mid February, 2017, and suggested that the Board consider weighing in on this project and ask the Port for further mitigation measures for the MSC facility. The Board requested an update on this project and it's potential impacts to the MSC. Boardmember Fong suggested that the Board draft a letter to the Port, to be reviewed at the February Board of Health Meeting.
