A motion was made by Boardmember Carillo, seconded by Boardmember Brooks, that the minutes of the meeting held January 13, 2017 be approved as submitted. Pier B On-Dock Rail Support Facility Project Boardmember Fong discussed the Environmental Impact Report (EIR) for the Port of Long Beach's Pier B On-Dock Rail Support Facility Project. The Board discussed the potential environmental impacts to the area surrounding the project, and specifically to the staff and clients of the City's Multi-Purpose Center for the Homeless (MSC), which is located directly adjacent to the proposed rail facility. Boardmember Fong indicated that $1.5 million was being made available for mitigation efforts, and suggested that the Board of Health respond to the EIR as part of the 60-day review and comment period, which ends February 13, 2017. Kelly Colopy, Director of Health and Human Services, indicated that the City was evaluating the EIR for the project, and would be responding. The Board discussed responding to the EIR directly in regards to suggested mitigation efforts for the MSC. Boardmember Fong made a motion, seconded by Boardmember Smith, that the Board write a letter to the Board of Harbor Commissioners expressing its concern about the proximity of the MSC to the Pier B Project, and with recommended mitigation measures. Page 3 of 5 CITY OF LONG BEACH FRIDAY, FEBRUARY 10, 2017 BOARD OF HEALTH AND HEALTH AND HUMAN SERVICES HUMAN SERVICES MINUTES 2525 GRAND AVENUE, ROOM 204, 7:45 AM EXECUTIVE DIRECTOR'S REPORT Kelly Colopy, Director of Health and Human Services, provided the Board with an update on recent Department news and activities including: Measure H, the proposed ¼ cent sales tax increase. Proceeds from the Tax will be used to generate ongoing funding to prevent and combat homelessness within Los Angeles County, including funding mental health, substance use treatment, health care, education, job training, rental and housing subsidies, case management and services, emergency and affordable housing, transportation, outreach, prevention, and supportive services for homeless children, families, foster youth, veterans, battered women, seniors, disabled individuals, and other homeless adults. Ms. Colopy also mentioned that the City had conducted its Biannual homeless count and had 420 volunteers participating in this year’s count. The data are currently being compiled and results should be available by the end of April. Ms. Colopy informed the Board that the City Council had shown its support of Senate Bill 54 (De Leon), The California Values Act, and Senate Bill 31 (Lara), the California Religious Freedom Act. These two legislative proposals protect the safety and well-being of all Californians by ensuring State and local resources are not used to support deportations, separate families, collect information about an individual's religious beliefs or affiliations, and ultimately hurt California's economy. The City of Long Beach will support the State’s decision on these matters. A discussion ensued regarding potential ramifications, such as a loss of federal funding if California does not comply with federal decisions. The Board was also informed that the Health Department had applied for an Office of Traffic Safety grant in the amount of $300,000 to conduct a drug impaired driving educational campaign. With the passage of Long Beach Measure MA, and CA Proposition 64, the marijuana supply will increase in the City of Long Beach. It is important that the City educate drivers of the dangers, health and safety impacts, laws, and consequences of driving under the influence of marijuana. Ms. Colopy announced that the Office of Equity had officially opened, and that the new Equity Coordinator, Katie Balderas, officially started on January 17, 2017, and that the Violence Prevention team had also relocated to the Health Department that same week. Lastly, Ms. Colopy announced that there had been a significant increase in HIV and STD rates in California, and more specifically in the City of Long Beach, between 2011 and 2015, with Chlamydia rates increasing 35.8 percent, Gonorrhea rates increasing 126%, and Syphilis rates increasing 169%. A discussion ensued regarding possible reasons for these increases, including unsafe sexual practices and the use of web-based apps to meet partners. The City, through the Innovation Team, has engaged the assistance of the Pasadena Design School, Design Matters, to identify root causes and develop an educational campaign to address the issue.
