A motion was made by Boardmember Carrillo, seconded by Boardmember Smith, to approve the minutes of the February 10, 2017 Board meeting. Each speaker will be limited to two minutes unless that time is extended by the Chair. Thre was no public comment. REGULAR AGENDA Kelly Colopy, Director of Health and Human Services, took a moment to introduce Katie Balderas, the Health Department's Health Equity Manager. Ms. Balderas took a moment to introduce herself and provide a little background on her previous experience. Vu on The Brown Act. Linda Vu, Deputy City Attorney, provided the Board with a presentation on the Brown Act, a copy of which was received and filed as part of the permanent record. The Brown Act (Act) provides a set of general principles that ensure that Board and Commission actions are public and transparent. The Act applies to legislative bodies, including advisory committees, created by ordinance of the Long Beach City Council, and their subcommittees created by formal action of the advisory committee. The presentation defined what does, and does not, constitute an official meeting and provided clarification regarding when and where meetings can be held. The presentation also provided guidance on agenda creation, the public’s right to attend meetings and to make comment, and touched on the penalties for violation of the act. Ms. Vu provided a brief question and answer session. A brief discussion ensued regarding how the Act applies to remote or virtual meetings. Page 3 of 5 CITY OF LONG BEACH FRIDAY, MARCH 10, 2017 BOARD OF HEALTH AND HEALTH AND HUMAN SERVICES HUMAN SERVICES MINUTES 2525 GRAND AVENUE, 7:45 AM EXECUTIVE DIRECTOR'S REPORT Kelly Colopy, Director of Health and Human Services, provided the Board with an update on issues affecting the Department, and public health in general, including the Federal Government’s repeal and replacement of the Affordable Care Act, which includes defunding the Prevention and Public Health Fund (PPH). The PPH fund constitutes approximately 15-17 percent of the Centers for Disease Control (CDC) annual budget, and provides funding to the State, which then is allocated to the County and City level to support prevention and public health programming. Medicaid expansion would also be changed to require recertification of participants every six-months. The Federal Government is also recommending to reduce the Department of Housing and Urban Development (HUD) budget by $6 billion, which would directly affect the Community Development Block Grant (CDBG), Home Investment Partnership (HOME), and Emergency Shelter Grant (ESG) Program funding we utilize to provide affordable housing and homeless services. Ms. Colopy indicated that the Section 8 Rental Assistance Program would not be decreased, however there would also be no increase in funding, which does not allow for increasing costs. Ms. Colopy discussed the passage of Measure H, which is anticipated to provide $355 million per year to provide funding for homeless services. The City of Long Beach amounts to approximately 5 percent of the County’s homeless population, which would equate to approximately $18 Million in funding to the City of Long Beach. A fifty-member Board has been established to determine the funding allocation. Ms. Colopy reminded the Board that the Department’s 4th Annual Public Health Conference will be held on April 13th at the Long Beach Airport Marriott. Boardmember Marks inquired about whether the Board would be sought for input regarding education on Marijuana use. Ms. Colopy responded that the City had received an increase in tobacco education funding to provide for an education campaign regarding tobacco, and messages may also be appropriate for marijuana use, and that the Department has also applied for a grant from the Office of Traffic Safety to create a drugged driving awareness program. Boardmember Marks also inquired about the progress of an STD awareness campaign. Ms. Colopy responded that a team of six would be meeting with ArtCenter College of Design, through their Design Matters Program, to work on the design of an innovative campaign around STD/HIV awareness. The Department hopes to roll this out in the fall of 2017. Los Angeles County Supervisor Hahn’s office has also shown an interest in this subject and in partnering with the City to work towards reducing STD rates in Long Beach. Boardmember Marks inquired about the status of the Board’s Leafblower Ordinance Report. Ms. Colopy indicated that the report had been submitted to the Mayor and City Council and that it remains with the Mayor and Council pending further action.
