APPROVAL OF MINUTES 17-026BH Recommendation to approve the minutes of the Board of Health and Human Services meeting held Friday, June 9, 2017. A motion was made by Vice Chair Robson, seconded by Member Marks, to approve recommendation. Each speaker will be limited to two minutes unless that time is extended by the Chair. There was no public participation. REGULAR AGENDA 17-027BH Recommendation to discuss the Board of Health and Human Services role and activities. Boardmembers Curtis and Smith joined the meeting at 7:56 a.m. Boardmembers Rawles and Caliboso joined the meeting at 8:00 a.m. A discussion was held regarding the determination of the Board’s primary role. The Board acts as an advisory body on public health issues and advocates on public health issues and the Health Department’s annual budget. Ginger Lee, Collective Impact and Operations Officer, mentioned that Board advocacy related to the Department’s Budget would be an appropriate role, and that Kelly Colopy, Director of Health and Human Services, was working on some specific budget talking points for the Boardmembers. The Board discussed arranging meetings with each City Council district to determine how the Board could best assist the City. It was also discussed that the Board should strengthen relationships with the Council districts, and that future meetings could potentially be held at various locations around the City to increase the potential for community input and participation. The Board determined that two subcommittees should be created to further discuss and plan these meetings. A Budget Advocacy Subcommittee was created, comprised of Boardmembers Petit, Robson and Curtis, to review and develop budget talking points and to draft a Health Department budget letter for review and approval at the August Board meeting. The Board discussed the benefits of having the City Health Officer attend Board meetings to provide a City Health Officer report on current public health issues. This BH-Agenda Item was received and filed. ONGOING BUSINESS 17-028BH Recommendation to receive and file an update on the Health Department Strategic Plan. Ginger Lee, Collective Impact and Operations Bureau Manager informed the Board that the Department had hired Julie Leung as the new Accreditation and Planning Coordinator. Ms. Leung will be heading the Strategic Plan Update. Community meetings have been held, and staff were looking to schedule three additional community meetings with the faith-based community, African-American and older adult groups. Boardmember Brooks suggested speaking with the Long Beach Ministers Alliance and Boardmember Petit suggested speaking with the Long Beach Advocates for Change. Boardmember Marks requested that the Board be provided with a copy of the current Strategic Plan draft in advance of the next scheduled meeting so that the Board can provide their input. The Board requested that Ms. Leung attend the August Board of Health Meeting and provide an update on the most recent changes to the Strategic Plan. This BH-Agenda Item was received and filed. 17-029BH Recommendation to receive and file a report on the current status of the Affordable Care Act and SB 562 (Lara/Atkins), the Healthy California Act. There was no new information to report on this item. This BH-Agenda Item was received and filed. There was no new information to report on this item. This BH-Agenda Item was received and filed. 17-031BH Recommendation to receive and file a report on the current status of the City's efforts to reduce the rates of HIV and STD's. Ms. Lee informed the Board that Kelly Colopy, Director of Health and Human Services, and Dr. Anissa Davis, City Health Officer, attended a meeting with the Pasadena Design School to review and provide feedback on five proposales submitted for the HIV/STD Awareness Campaign. This BH-Agenda Item was received and filed. 17-032BH Recommendation to receive and file a report on the current status of the Port of Long Beach On-Dock Rail Support Yard Project, as it relates to the Department's Multi-Service Center for the Homeless. There was no new information to report on this item. This BH-Agenda Item was received and filed. EXECUTIVE DIRECTOR'S REPORT Ms. Lee informed the Board that the presentation on the Office of Equity, originally scheduled for the July 18, 2017 City Council meeting had been canceled, and instead would now be added as part of the Health Department’s Budget Presentation on August 22nd. Ms. Lee indicated that Ms. Colopy was currently working on budget talking points to provide to the Board. Ms. Lee informed the Board that the My Brother’s Keeper National Summit will be held July 26 - 28, 2017 at the Hotel Maya in Long Beach. The event is by invitation only for My Brother’s Keeper Community Challenge Leaders. ANNOUNCEMENTS There were no announcements.
