APPROVAL OF MINUTES 1. 17-041BH Recommendation to approve the minutes of the Board of Health and Human Services meeting held Friday, August 11, 2017. The motion carried by the following vote: Yes: 10 - Ralph Brooks, Menchie Caliboso, Jose Carillo, Reena Curtis, Troy Ha, Mel Marks, Silene St Bernard, Kelley Tenny, Christopher Robson and Christine Petit Excused: 2 - Milton Smith and Sabira Tejani Absent: 2 - Jody Rawles and Renee Simon PUBLIC PARTICIPATION: Members of the public are invited to address the Board on items of interest to the public within the Agency Board jurisdiction. Each speaker will be limited to two minutes unless that time is extended by the Chair. Alfred Mata, from Public Health Advocates, spoke briefly providing an update on the progress of the Healthy Default Drinks in Kids Meals initiative. REGULAR AGENDA 2. 17-042BH Recommendation to discuss the Health and Human Services Department 2018 Budget. Chair Petit provided a brief recap of the previous Board meeting discussion and actions on this item, and informed the Board that the budget letter reviewed and approved at the August meeting had been mailed out on August 15th. Boardmembers have had communication with all nine of the Council Districts, and meetings had been held with six of them. Boardmember Robson indicated that a meeting with Council District 1 was scheduled for later in the day, but no meeting with District 9 had been established at this time. Kelly Colopy, Director of Health and Human Services, provided an update on the Budget adoption and indicated that the Health Department had been provided with an additional $100,000 in on-time funds for Department services, and that the Budget Oversite Committee was looking to un-restrict some of the General Fund revenue that the Department receives to allow for more flexibility with its use. Ms. Colopy informed the Board that an additional $100,000 in one-time funding had also been provided for the My Brother’s Keeper Initiative. Ms. Colopy indicated that the focus of her budget presentation was on the Health Department being one of the core services within the City focusing on prevention, Page 2 of 6 CITY OF LONG BEACH FRIDAY, SEPTEMBER 8, 2017 BOARD OF HEALTH AND HEALTH AND HUMAN SERVICES HUMAN SERVICES MINUTES 2525 GRAND AVENUE, ROOM 201, 7:45 AM and investments in prevention and the health and success of young children equate to lower criminal costs and lower homeless costs in the future. Chair Petit indicated that she had also attended the Budget presentation and spoke during public comment, referencing the Boards budget letter, and spoke on the Board’s advocacy for the Health Department’s budget. Boardmember Curtis joined the meeting at 8:16 a.m. Boardmember Curtis provided a brief overview of her meeting with Council District 5, which touched on issues of air quality, childhood lead poisoning prevention, community needs that would result from increased housing due to the construction of apartments in the District, the future needs of older adults and the sustainability of the Office of Aging. A discussion ensued regarding the various community needs as identified by each of the Council districts the Boardmembers met with. Chair Petit discussed the need for education related to grants, how they work in relation to Health Department Programs, and the desire for Councilmembers to be informed on when a grant in sun-setting. This BH-Agenda Itemwas approve recommendation. 3. 17-043BH Recommendation to discuss Board of Health/City Leadership Relationship Building. Chair Petit discussed some of the priorities identified by the Council districts, which include homelessness, West Nile Virus and Zika, the lack of mental health care services, senior services, opioid addiction, air quality and language access. Boardmember Brooks indicated the District 9 priorities also included homelessness and HIV/STD rates, as well as healthcare access, air quality, My Brother’s Keeper, housing affordability and Section 8 rental assistance. Chair Petit discussed the next steps, including inviting Council Members to a future Board meeting, and increasing awareness of the Board as a resource available to advise on public health matters. A discussion ensued regarding the potential framework for these future meetings and the development of an agenda. Boardmembers suggested focusing the meeting on strategy, and not on the budget, and suggested leading with a positive success story. Chair Petit moved that the Board move forward with an agenda highlighting a success story and leading the conversation with strategy, making the conversation City-wide. Chair Petit suggested reconvening the Strategy Subcommittee to draft an agenda for review and approval by the Board at the October 2017 Board meeting. Boardmember St. Bernard discussed concerns regarding a disconnect between Page 3 of 6 CITY OF LONG BEACH FRIDAY, SEPTEMBER 8, 2017 BOARD OF HEALTH AND HEALTH AND HUMAN SERVICES HUMAN SERVICES MINUTES 2525 GRAND AVENUE, ROOM 201, 7:45 AM Animal Care Services and the Health Department, citing concerns that many diseases are zoonotic, spreading from animals to people, and that the signs of an outbreak are typically identified in animal populations prior to human outbreaks. Boardmember Curtis discussed the possibility of a joint use committee with the Long Beach Unified School District to re-introduce sex education classes to students, and a brief discussion ensued. This BH-Agenda Item was approve recommendation. ONGOING BUSINESS 4. 17-044BH Recommendation to receive and file and update on the Health Department Strategic Plan. There was no new information on this item. This BH-Agenda Item was approve recommendation. 5. 17-045BH Recommendation to receive and file a report on the status of the Affordable Care Act and SB 562, the Healthy California Act. There was no new information on this item. This BH-Agenda Item was approve recommendation. 6. 17-046BH Recommendation to receive and file a report on the status of the City's implementation of the legalization of marijuana. Kelly Colopy informed the Board that Morgan Venter had been hired as the Department’s Marijuana Education Program Coordinator. Ms. Venter will be working on marijuana education and awareness campaigns and on the drugged driving awareness campaign. Ms. Colopy also informed the Board that the Department had received Office of Traffic Safety funding to implement the drug-impaired driving campaign. This BH-Agenda Item was approve recommendation. Ms. Colopy informed the Board that the Department was currently in negotiation with Los Angeles County regarding continued funding for HIV/STD programs, and in discussion with Los Angeles County on ways to build capacity. Ms. Colopy shared with the Board copies of HIV/STD awareness campaign presentations created by the Pasadena Design School. This BH-Agenda Item was approve recommendation. 8. 17-048BH Recommendation to receive and file a report on the status of the Port of Long Beach On-Dock Rail Support Yard Project, as it relates to the Department's Multi-Service Center for the Homeless. There was no new information on this item. This BH-Agenda Item was approve recommendation. EXECUTIVE DIRECTOR'S REPORT Ms. Colopy spoke briefly regarding All Children Thrive, an innovative movement for wholesale systems transformation that involves parents and community members in co-developing new strategies, identifying emerging solutions, and accelerating and supporting learning, innovation and improvement so that all children can pursue healthy and successful futures. Ms. Colopy announced that the Department will be hiring a facilitator to train Department and City staff on authentic community engagement and facilitation. It is anticipated that this work will begin in the late Spring of 2018. Ms. Colopy also informed the Board that the My Brother’s Keeper (MBK) Alliance will be providing grant funding for a MBK Youth Leadership Program that will train youth to become health mentors under the MBK Program. CITY HEALTH OFFICER'S REPORT Dr. Anissa Davis spoke briefly on outreach efforts in North Long Beach regarding elevated Chromium Six levels. Dr. Davis reported that door-to-door outreach was conducted at over 350 households in North Long Beach, and that a community meeting has also been scheduled for September 13th, from 6:00 to 7:30 p.m., at Mc Kinley Elementary School. Dr. Davis notified the Board of the City’s first West Nile Virus (WNV) death for 2017. To date there Page 5 of 6 CITY OF LONG BEACH FRIDAY, SEPTEMBER 8, 2017 BOARD OF HEALTH AND HEALTH AND HUMAN SERVICES HUMAN SERVICES MINUTES 2525 GRAND AVENUE, ROOM 201, 7:45 AM have been three human cases of WNV in Long Beach, with this one fatality. Outreach has been provided to 80 households in the area on taking precautions to prevent mosquito breeding locations, and mosquito bites. Outreach was also provided to an additional 95 households regarding the Aedes Egypti mosquito, which has the potential to transmit the Zika virus. To date, the mosquito has been identified in North Long Beach, California Heights and El Dorado Park Estates. Dr. Davis informed the Board of a Hepatitis A outbreak currently occurring in San Diego and Santa Cruz Counties. Over 400 cases in San Diego County had been reported to date, where typically there are around 100 cases per year. The outbreak is occurring primarily in the homeless and intra-venous drug user population, and among those who provide care and services to this population. Local outreach is being conducted to advise local service providers of the potential threat. The Department is developing an immunization campaign for those most at risk and will immunize all homeless services staff as a precaution.
