Each speaker will be limited to two minutes unless that time is extended by the Chair. There was no public comment. REGULAR AGENDA Chair Petit took a moment to recognize and present Boardmember Marks with a certificate of appreciation on his ten years of service on the Board of Health and Human Services. Chair Petit took a moment to introduce incoming Boardmember Sylvia Betancourt. Boardmember Betancourt provided a brief introduction and the Boardmembers, in turn, took a moment to introduce themselves. Boardmember Rawles joined the meeting at 8:04 a.m. 17-060BH Recommendation to discuss Board of Health/City Leadership Relationship Building. Boardmember St. Bernard presented a copy of a draft letter to the Mayor and City Council extending an invitation for them to attend the February 9, 2018 Board meeting. The Board reviewed the letter, discussed edits, and discussed the proposed topics of discussion for the February 9th Board meeting. The Board decided that the invitation letter would take a broader approach by focusing on emerging public health issues as the topic of discussion, while the agenda would focus on a discussion of the recent Hepatitis A outbreaks occurring in California, and the City’s successes in preventing local outbreaks due to a proactive approach at vaccinations and education. Boardmember St. Bernard indicated that she would call together a meeting of the subcommittee to discuss the February Board meeting agenda and prepare talking points for review at the January Board meeting. Chair Petit spoke briefly regarding the submission of the Board of Health and Human Services Annual Report. Chair Petit indicated that she would pull a report together based on the Board’s 2017 activities, and would submit the report to the Board for review at the January 2018 meeting. This BH-Agenda Item was received and filed. ONGOING BUSINESS 17-061BH Recommendation to receive and file an update on the status of the City's implementation of the legalization of marijuana. Kelly Colopy, Director of Health and Human Services, informed the Board that the City Council had passed a motion placing a six month hold on the opening of any recreational marijuana dispensaries. Ms. Colopy indicated that the Health Department was working on a health education component for recreational marijuana dispensaries that would be displayed at these dispensaries. Ms. Colopy also mentioned that the City is looking at potential recreational marijuana business opportunities to promote economic equity. A brief discussion ensued regarding the potential of bolstering the City’s non-smoking ordinance to include the smoking of marijuana. This BH-Agenda Item was received and filed. 17-062BH Recommendation to receive and file an update on the status of the City's efforts to reduce the rates of HIV and STD's. Ms. Colopy reported that Los Angeles (LA) County had released its new HIV/AIDS Strategy. This strategy includes goals for each of the health regions in LA County, including the City of Long Beach. These strategy goals include reducing annual new HIV infections to 500, increasing the proportion of persons living with HIV who are diagnosed to at least 90%, and increasing viral suppression of persons living with HIV to at least 90%. Key focus areas include increasing PrEP enrollment, increasing targeted HIV testing, increasing viral Page 3 of 6 CITY OF LONG BEACH FRIDAY, DECEMBER 8, 2017 BOARD OF HEALTH AND HEALTH AND HUMAN SERVICES HUMAN SERVICES MINUTES 2525 GRAND AVENUE, ROOM 201, 7:45 AM suppression rates among females, transgenders, African-Americans and American Indian persons. Ms. Colopy also reported that LA County is providing funding to maintain the Department’s prevention programs, and she will be attending a meeting with LA County to discuss establishing a Memorandum of Understanding with the County for future HIV/AIDS related funding and coordination. Dr. Anissa Davis, City Health Officer, briefly mentioned her participation in the District 9 Prayer Breakfast, held on November 20th, where she spoke on STD/HIV Trends in Long Beach and how African-Americans were overburdened. Ms. Colopy informed the Board that the Department is continuing to conduct a capacity survey to identify all organizations in the City that provide testing, treatment and counseling, etc. to identify all the resources available in the City. This BH-Agenda Item was received and filed. 17-063BH Recommendation to receive and file an update on the status of the Port of Long Beach On-Dock Rail Support Yard Project, as it relates to the Department's Multi-Service Center for the Homeless. There was no new information to report on this item. This BH-Agenda Item was received and filed. EXECUTIVE DIRECTOR'S REPORT Ms. Colopy provided the Board with an update on the following items: • The Department will be receiving State Dental funding in January, which will be used for a dental education program. Ms. Colopy will share additional information with the Board as it becomes available. • The Winter Shelter is anticipated to open on December 12th at the old North Long Beach Library location. • The Department has hired a consultant for the opioid report to the City Council requested on October 10, 2017. Boardmember St. Bernard indicated that the study and report should include veterinarians, as they also prescribe pain management medications which are also frequently misused by humans. Page 4 of 6 CITY OF LONG BEACH FRIDAY, DECEMBER 8, 2017 BOARD OF HEALTH AND HEALTH AND HUMAN SERVICES HUMAN SERVICES MINUTES 2525 GRAND AVENUE, ROOM 201, 7:45 AM • Ms. Colopy provided a brief update on issues related to changes in State Realignment funding the Department receives which provides the only flexible source of funding for the Department, and is utilized to cover many of the costs not covered by grant funding. Changes in the State’s carve-out for In-Home Supportive Services (IHSS) caseloads will result in no future increases in realignment funding for the Department, as funding increases will be routed directly to the IHSS program. Furthermore, should realignment funding be opened in the future, funding levels to the Department could potentially decrease. This, in conjunction with potential funding issues at the Federal level due to the revised tax law, could potentially negatively impact future public health funding. Ms. Colopy also mentioned that the City is facing a 2019 budget deficit which will most likely result in additional cuts. The Department is currently looking at the prioritization of the realignment funding it receives, and this item will be placed on a future agenda for discussion. • Community Engagement Facilitator Training is ongoing and feedback has been very positive. Equity conversations Citywide have increased and Departments are beginning to include this focus as part of their conversations. • The City is hiring a consultant to determine the best use for the Community Hospital site and to design an RFP for the locations future use. CITY HEALTH OFFICER'S REPORT Dr. Davis provided the Board with an update on the following items: • The status of the Hepatitis A outbreak in California. To date there have been no Long Beach cases. There have currently been 665 cases in the State, 561 of those in San Diego. There have been 426 hospitalizations and 21 deaths. The Department has issued 470 vaccinations, approximately one-fourth of our homeless population. • 15 Cases of West Nile Virus in Long Beach, with 3 deaths. We anticipate rates will decrease as the weather cools. • Influenza rates have been higher than expected this season. It was noted that the vaccine has proven to be only 10% effective this season. • The California Conference of Local Health Officials is issuing a letter recommending rabies vaccinations for all cats. ANNOUNCEMENTS It was announced that the annual Board of Health and Human Services Holiday Meet and Greet will be held immediately following today's meeting.
