Each speaker will be limited to two minutes unless that time is extended by the Chair. There was no public comment. REGULAR AGENDA 18-014BH Recommendation to discuss Board of Health/City Leadership Relationship Building (debrief of Feb. 9, 2018 Boardmeeting and next steps). Chair Robson proposed that the Board create a survey to send to those staff from the City Council and Mayor’s Office who attended the February 9th Board of Health Meeting. Chair Robson provided a rough draft outlining potential survey questions, a copy of which was received and filed as part of the permanent record, and requested that Boardmembers review these questions and submit their comments and edits back to him as soon as possible so that the survey could be sent out prior to the next Boardmeeting. Chair Robson made a motion to finalize the survey and send it out to the attendees of the February 9, 2018 Board of Health and Human Services meeting. Kelly Colopy, Director of Health and Human Services, informed the Board that the ordinance for recreational was still being drafted. She indicated that currently there were 5 or 6 medical collectives currently open in the City. Staff involved with this process are still looking at potential social equity opportunities for all communities in the City. Ms. Colopy mentioned that Morgan Venter, the Department’s Marijuana Education Coordinator, was developing marijuana education campaign materials for distribution to communities and for posting on social media and in the various marijuana collectives. Ms. Colopy mentioned that collectives have been receptive to the posting of these educational posters. Boardmember St. Bernard requested additional information regarding the issues of second-hand smoke from marijuana use, and how this might be addressed. Ms. Colopy indicated that she would look into the ordinance currently related to tobacco and vaping, and would get back to the Board with information. This BH-Agenda Item was approve recommendation. 18-016BH Recommendation to receive and file an update on the status of the City's efforts to reduce the rates of HIV and STD's. Ms. Colopy advised the Board that the HIV Planning Group will meet on Wednesday, March 14th, from 12:00 - 2:00, at the Miller Family Health Education Center. The HIV/STD campaign that had been previously created by the Pasadena Design School will be officially rolled out. The Planning Group will also be working to determine an action plan for the City that provides for a more integrated and coordinated approach among the various service providers. Ms. Colopy also informed the Board that the funding the Department receives for HIV Prevention Services, previously obtained from the State but now received from the County of Los Angeles, is scheduled for approval on the March 20, 2018 City Council meeting. The Department will receive $637,972 per-year, for the next five years. Page 3 of 5 CITY OF LONG BEACH FRIDAY, MARCH 9, 2018 BOARD OF HEALTH AND HEALTH AND HUMAN SERVICES HUMAN SERVICES MINUTES 2525 GRAND AVENUE, ROOM 201, 7:45 AM This BH-Agenda Item was approve recommendation. 18-017BH Recommendation to receive and file an update on the status of the Port of Long Beach On-Dock Rail Support Yard Project, as it relates to the Department's Multi-Service Center for the Homeless. Ms. Colopy informed the Board that an appeal was scheduled for the March 20, 2018 City Council meeting. This BH-Agenda Item was approve recommendation. EXECUTIVE DIRECTOR'S REPORT Ms. Colopy provided a summary of her recent trip to the Big Cities Health Coalition (BCHC) meeting in Washington, DC. The BCHC is made up of the largest 30 urban public health jurisdictions in the nation. The BCHC focus for 2017 will be on three key issues: Violence and Trauma, looking at a public health approach around the issue, and looking at the social determinants of health around this issue; HIV/STD reduction efforts; and Opioids and other Substance Use Prevention, focusing more funding towards prevention as opposed to only the treatment of substance use. Boardmember Betancourt arrived at 8:14 a.m. A brief discussion ensued regarding the increase in HIV/STD rates and possible reasons for these increases. Some of the potential reason discussed included a reduced fear of these diseases, since with the advancement of medications they were all perceived as being treatable; the use of social apps that increase the incidence of casual sexual relations and better data retrieval providing a more accurate accounting of current rates. The Board also discussed local demographics related to STD incidences. Ms. Colopy informed the Board that Memorial Medical Group had officially given notice of its intent to pull out of Community Hospital by July 2018. The City is working to identify how best to utilize the site, however the availability of an Emergency Room on the east side of town could effectively be lost due to the requirement that any services provided at the facility be ambulatory in nature. Ms. Colopy reminded the Board that the Department will be hosting the 5th Annual Public Health Week Conference on April 5, 2017 at the Long Beach Airport Marriott. Staff were currently working on finalizing the various guest speakers for the event. This year’s conference will also focus on some of the successes that have come about through previous conferences, such as the creation of the Office of Equity, the addition of a Behavioral Health Urgent Crisis Center to the City, and the Annual Gay Men’s Health Summit. Page 4 of 5 CITY OF LONG BEACH FRIDAY, MARCH 9, 2018 BOARD OF HEALTH AND HEALTH AND HUMAN SERVICES HUMAN SERVICES MINUTES 2525 GRAND AVENUE, ROOM 201, 7:45 AM CITY HEALTH OFFICER'S REPORT Dr. Anissa Davis, City Health Officer, shared a couple of stories that paint a picture of how the Health Department works as a coordinated entity to address various health and human service needs. The first case involved a 28-year-old patient who was suffering from a severe case of TB. The patient was identified to be living in a motel room along with five other family members. The patient had no medical coverage, and no identification. Staff from the Health Department worked to test each family member for TB, all were negative, and worked together to obtain a copy of the patient’s birth certificate so that the patient could obtain a State of California ID and obtain medical coverage. During this process the hotel burned down, and Health Department staff were able to assist in getting the patient and his family relocated. Health Department staff were also monitoring the patients weight and were purchasing food for the patient to ensure that he could eat properly. The second story involved a case of congenital syphilis. The story described the difficulties with locating and treating the pregnant mother, a 38-year-old drug user with mental health issues. Each of the stories painted a picture of the difficulties that Health Department staff face in helping some clients, and the coordinated effort of the various Health Department Programs that come together to serve the public health of each patient and the community. A brief discussion was held regarding the status of the flu. Dr. Davis indicated that the flu season was waning, and that cases were going down. This season, there have been a total of three flu-related fatalities in the City of Long Beach. ANNOUNCEMENTS There were no announcements. ADJOURNMENT At 8:47 a.m., the meeting was adjourned.
