A motion was made by Member Brooks, seconded by Member Curtis, to approve recommendation. The motion carried by the following vote: Yes: 9 - Darshi Balasuriya, Sylvia Betancourt, Ralph Brooks, Menchie Caliboso, Reena Curtis, Troy Ha, Jody Rawles, Silene St Bernard and Lydia Vaias Excused: 3 - Christine Petit, Milton Smith and Christopher Robson Absent: 1 - Jose Carillo PUBLIC PARTICIPATION: Members of the public are invited to address the Board on items of interest to the public within the Agency Board jurisdiction. Each speaker will be limited to two minutes unless that time is extended by the Chair. There was no public comment. REGULAR AGENDA 18-042BH Recommendation to receive and file a report from the Public Health Emergency Management Program. Boardmember Betancourt arrived at 8:06 a.m. Sandy Wedgeworth, Public Health Emergency Management (PHEM) Program Director, provided the Board with presentation on the Public Health Emergency Management Division. The goal of the PHEM Program is to build the capacity of Health Department staff and the community to respond to public health emergencies, including natural disasters, disease outbreaks and bioterrorism events. Ms. Wedgeworth explained that Public Health, Police and Fire work together to form a Public Safety Trinity, all working together closely to respond to and manage an incident. Ms. Wedgeworth introduced Gabriela Hurtado, MCM Coordinator, who provided information on an upcoming Flu Point of Dispensing (POD) Drive-through Exercise scheduled for October 27th. Such POD exercises Page 2 of 6 CITY OF LONG BEACH FRIDAY, JULY 13, 2018 BOARD OF HEALTH AND MILLER FAMILY HEALTH EDUCATION CENTER HUMAN SERVICES MINUTES 3820 CHERRY AVENUE, 7:45 AM allow the Health Department to practice and test the City of Long Beach Mass Dispensing Plan, which provides mass prophylaxis in response to a bioterrorist or epidemic outbreak within 48 hours. The POD will also allow the Health Department to test the accuracy and efficiency of the dispensing operation, the number of people vaccinated per hour, the flow of the drive-through operation and use of proper communication channels using the Incident Command System. Ms. Hurtado also provided information on the Medical Reserve Corps (MRC), which uses volunteers to assist in serving vital roles in ongoing public health needs, such as immunization clinics, health education and outreach and mobile field hospital services. The MRC coordinates the skills of practicing and retired physicians, nurses, other health professions and interested citizens to assist in the event of a public health emergency. This BH-Agenda Item was received and filed. 18-043BH Recommendation to discuss the Health Department's 2019 Proposed Budget. Kelly Colopy, Director of Health and Human Services, discussed the Health Department’s 2019 Budget. Ms. Colopy discussed the recent Covenant Manor Incident and the response from the various Health Department staff who were engaged in incident management. The Public Health Emergency Management Program coordinated shelter operations. Additionally, staff from Environmental Health, were engaged in clearing the shelter site for occupation, and Hazardous Materials staff were involved at the incident site. Public Health Nursing staff assessed the medical needs of all residents and provided support where necessary. Homeless Services staff were also engaged, providing assistance to the one Covenant Manor resident that was unable to return to her unit due to damage incurred combatting the fire. Ms. Colopy noted that the City provides no funding to support any of the services provided by the Health Department in response to these types of incidents. The Budget subcommittee provided an update on their previous meeting and recommended that the Board take the following actions in advocating for the Health Department in the City budget: 1.) Submit a letter to the Mayor, City Council and City Manager; 2.) Request one-on-one meetings with the Mayor and Councilmembers; 3.) Provide public testimony during the Budget hearings; and 4.) Submit an op-ed article with main points to garner public understanding and support. Boardmembers discussed who among them would meet with the Mayor and each Council District. Kelly Colopy, Director of Health and Human Services, informed the Board that the Adult Use Cannabis Ordinance was adopted at the July 10th City Council meeting. This BH-Agenda Item was received and filed. 18-045BH Recommendation to receive and file an update on the status of the City's efforts to reduce the rates of HIV and STDs. There was no new information to share on this item. This BH-Agenda Item was received and filed. There was no new information to share on this item. This BH-Agenda Item was received and filed. 18-047BH Recommendation to receive and file an update on the City's efforts to maintain services at Community Hospital. Ms. Colopy advised the Board that the City was continuing negotiations with a potential new operator of the Long Beach Community Hospital, the Molina, Wu, Network, LLC. This BH-Agenda Item was received and filed. 18-048BH Recommendation to receive and file a report from the Director of Health and Human Services. There was no Director's Report this month. This BH-Agenda Item was received and filed. 18-049BH Recommendation to receive and file a report from the City Health Officer. There was no City Health Officer's report this month.
