A motion was made by Member St Bernard, seconded by Member Curtis, to approve recommendation. The motion carried by the following vote: Yes: 9 - Sylvia Betancourt, Ralph Brooks, Menchie Caliboso, Reena Curtis, Jody Rawles, Silene St Bernard, Nasir Tejani, Milton Smith and Christopher Robson Excused: 2 - Darshi Balasuriya and Lydia Vaias Absent: 2 - Jose Carillo and Troy Ha PUBLIC PARTICIPATION: Members of the public are invited to address the Board on items of interest to the public within the Agency Board jurisdiction. Each speaker will be limited to two minutes unless that time is extended by the Chair. There was no public comment. REGULAR AGENDA 2. 18-051BH Recommendation to discuss the Health Department's 2019 Proposed Budget. Boardmember Curtis provided a briefing on her visit with Councilman Andrews Office. Boardmember Curtis met with Lou Baglietto Jr., Special Advisor for Councilman Andrews, who indicated that the Councilman's primary concerns were related to increases in opioid dependence in his district, and concerns related to available Port of Long Beach mitigation funding. He also indicated that he would like to see more services offered in Khmer to the Cambodian community, and indicated that the Councilman would also like to see the Board provide a statement to the City Council at the August 28th Health Department Budget presentation on the need for improved data metrics to bring more Page 2 of 6 CITY OF LONG BEACH FRIDAY, AUGUST 10, 2018 BOARD OF HEALTH AND HEALTH AND HUMAN SERVICES HUMAN SERVICES MINUTES 2525 GRAND AVENUE, ROOM 201, 7:45 AM revenue and more services to the City. Boardmember Betancourt spoke briefly regarding the Port Mitigation Funds, how the funding came about, how the funding was spread out over a 13-year period of time and on the annual process for determining how the money should be spent each year. Boardmember St. Bernard requested clarification on the Boards primary role and responsibilities. A brief discussion ensued. Chair Robson took a moment to welcome incoming Boardmember Nasir Tejani, MD, to the Board. Boardmember St. Bernard provide a briefing on her meeting with Councilman Supernaw. Councilman Supernaw indicated his interest in the creation of a 24-hour Mental Health Hotline, although he saw that function being more in line with the LBPD’s scope of work as opposed to the Health Departments. Boardmember St. Bernard mentioned that the Councilman thought that Health Department representation was included on the Public Safety Commission, and a brief discussion ensued. Boardmember St. Bernard indicated that her overall impression was that there exists an opportunity for education with the Councilman and his office regarding Public Health and the Health Department’s role. Boardmember Caliboso joined the meeting at 8:21 a.m. Chair Robson provided a briefing on his meeting with the Mayor. The Mayor announced that he had doubled the amount of funding provided for the Language Access Program in the FY 19 Budget. Christine Petit, former Boardmember and Executive Director of Long Beach Forward, provided public comment on this item. Ms. Petit indicated that although the Mayor’s Office did double the FY 19 funding for the Language Access Program, it fell short from making the Language Access Program Coordinator position full-time. Ms. Petit suggested continued advocacy towards that effort. Ms. Petit expressed support for the inclusion of a Public Health staff person on the Public Safety Commission. Ms. Petit also mentioned that although the Board can, and does, take a strong advocacy role for the Health Department, it can be strategic and helpful for the Board to go further than where the Health Department can advocate for. Boardmember Robson requested clarification on the date of the Health Department’s budget presentation to Council and indicated that he is available to speak. ONGOING BUSINESS 3. 18-052BH Recommendation to receive and file and updte on the status of the City's implementation of the legalization of marijuana. The Board briefly discussed that status of the education campaign for the school system. They also inquired about inspection and enforcement of dispensaries to ensure they were not selling to minors. Chair Robson requested an update to be scheduled for the September Board meeting on how the funding for the marijuana education campaign was being allocated and utilized, and on whether a letter could be drafted and sent to the Chief of Police requesting clarification of the LBPD’s plan for enforcing the ban on sales to minors. This BH-Agenda Item was approve recommendation. 4. 18-053BH Recommendation to receive and file an update on the status of the City's efforts to reduce the rates of HIV and STDs. Dr. Anissa Davis, City Health Officer, provided an update to the Board on the current statistics for HIV/STD cases in Long Beach. To date there have been 2,262 cases of Chlamydia, 994 cases of Gonorrhea, 170 cases of Syphilis, 24 new cases of HIV and six probable cases of congenital Syphilis. These statistics put the City on track with, or slightly exceeding, last year’s number of cases. Dr. Davis mentioned that education efforts with the LBUSD were ongoing. Dr. Davis also mentioned that she will be presenting at the August 14th City Council meeting on HIV Pre-Exposure Prophylaxis efforts on Long Beach, and at a State HIV/STD meeting on August 16th where she will be providing an overview of STD’s in Long Beach, a copy of her presentation was received and filed as part of the permanent record. Boardmember Brooks took a moment to inform the Board about an August 13th Pop Up Town Social, sponsored by the office of Councilman Richardson. The event will include a Community Health Fair that will run from 4:30 - 7:30 p.m. at Houghton Park, in conjunction with their farmers market. It will offer pulmonary function testing, body mass index screening, onsite WIC registration, rapid HIV testing and more. Dr. Davis also informed the Board that the State is allocating $2 million in Page 4 of 6 CITY OF LONG BEACH FRIDAY, AUGUST 10, 2018 BOARD OF HEALTH AND HEALTH AND HUMAN SERVICES HUMAN SERVICES MINUTES 2525 GRAND AVENUE, ROOM 201, 7:45 AM one-time funding to STD Control. The City will receive $44,000 this fiscal year. Some of this will be used for incentives to encourage homeless individuals to come in for services and treatment. This BH-Agenda Item was approve recommendation. 5. 18-054BH Recommendation to receive and file an update on the status of the Port of Long Beach On-Dock Rail Support Yard Project, as it relates to the Department's Multi-Service Center for the Homeless. There was no new information to report on this item. Chair Robson requested that this item be removed from future agendas, approved by the Board. This BH-Agenda Item was approve recommendation. 6. 18-055BH Recommendation to receive and file an update on Community Hospital. The Board briefly mentioned that Community Hospital operations were being taken over by the Molina, Wu, Network, LLC. It is anticipated that services will open at the location in January 2019. This BH-Agenda Item was approve recommendation. 7. 18-056BH Recommendation to receive and file a report from the Director of Health and Human Services. There was no Director's Report this month. This BH-Agenda Item was laid over. 8. 18-057BH Recommendation to receive and file a report from the City Health Officer. Dr. Anissa Davis, City Health Officer briefly discussed a recent increase in hypodermic needles/syringes being found in local parks and on local beaches. Dr. Davis indicated that the Department would bring more information to the Board in the future regarding potential plans for mitigation efforts. There was also a brief discussion on the recent beach closure due to a sewage spill that occurred on July 29th in the City of Commerce. The total spill was Page 5 of 6 CITY OF LONG BEACH FRIDAY, AUGUST 10, 2018 BOARD OF HEALTH AND HEALTH AND HUMAN SERVICES HUMAN SERVICES MINUTES 2525 GRAND AVENUE, ROOM 201, 7:45 AM estimated at 9,500 gallons. 500 gallons were captured, and 9,000 gallons entered the storm drain and flowed into the Los Angeles River making its way to Long Beach waters. Environmental Health water testing concluded no significant impact to Long Beach recreational water quality, and the beaches were reopened the following day. This BH-Agenda Item was approve recommendation. ANNOUNCEMENTS Christine Petit, Executive Director of Long Beach Forward, announced an upcoming Historical Society of Long Beach event, “A Public Oral History with Councilwoman Renee Simon”, which will be held on August 16th. Ms. Simon, former Board of Health and Human Services member, was the second woman elected to the Long Beach City Council. Ms. Simon “broke barriers by defying the power brokers and refusing to bow to the establishment”. Councilwoman Price will interview Ms. Simon and cover her career as a librarian, distinguished professor, transportation planner and author. ADJOURNMENT At 8:54 a.m. the meeting was adjourned.
