A motion was made by Member St Bernard, seconded by Member Curtis, to approve recommendation. Each speaker will be limited to two minutes unless that time is extended by the Chair. There was no public comment. REGULAR AGENDA 6. 18-077BH Recommendation to receive and file a report from the Director of Health and Human Services. Boardmember Betancourt joined the meeting at 7:55 a.m. Due to a scheduling conflict, the Director’s Report was moved up on the agenda. Kelly Colopy, Director of Health and Human Services, provided the Board with an update of Health Department activities occurring over the last month, including: • The final Everyone Home Long Beach Taskforce Meeting was being held at 9:00 a.m. today. The Taskforce is working to craft a set of policy Page 2 of 6 CITY OF LONG BEACH FRIDAY, NOVEMBER 9, 2018 BOARD OF HEALTH AND LONG BEACH HEALTH AND HUMAN SERVICES HUMAN SERVICES MINUTES 2525 GRAND AVENUE, ROOM 201, 7:45 AM recommendations. • A Belmont Shore group conducted a neighborhood march on 2nd Street to call attention to homeless issues impacting their neighborhood. Homeless services staff were on hand to help the other responding Departments manage the situation. • Increased attention from the local press related to the rise in STD/HIV cases, as reported in the recently released 2017 HIV/STD Surveillance Report. Ms. Colopy called attention to an October 11, 2018 Long Beach Press Telegram article on this subject. • Los Angeles County is continuing to look at different HIV/STD treatment funding mechanisms, and how to bill differently with Medi-Cal. They are looking to see if there are better mechanisms for billing in order to generate additional resources to provide these services. • The receipt of two Office of Traffic Safety Grants. A $150,000 grant for the third year of funding of a Pedestrian and Bicycle Safety Program, and a $239,000 grant for the second year of funding of the Cannabis Education Campaign focusing on drug-impaired driving. A brief discussion ensued related to the issues of educating motorists to be more aware of sharing the road with bicyclists, and on safety issues of bicycle lanes being clearly defined. This BH-Agenda Item was received and filed. 2. 18-073BH Recommendation to receive and file a presentation from the Oral Health Program. Maria Sanchez, Registered Nurse working with the Department’s Oral Health Program, provided a presentation to the Board on the Oral Health Long Beach Program, a copy of which was received and filed as part of the permanent record. The presentation provided an overview of the program including funding sources from Proposition 56 taxes which will provide $30 million annually to the State Oral Health Program. These funds will be used to educate, prevent and treat dental disease. The goal of the State Program is to create and expand capacity at the local level to educate and prevent dental disease, including dental disease caused by the use of cigarettes and other tobacco products, and to provide linkages to dental treatment programs and tobacco cessation. The goal of the local Long Beach Program is to improve the overall oral health in the City by building partnerships and an environment that supports good oral health and prioritizes underserved areas and populations. The current grant term is for five years and has two phases. Staff are currently in phase I, the planning phase. This phase includes the engagement of the community, conducting a needs assessment, identifying assets and resources, and developing a local oral health improvement plan/strategic plan. Phase two, the implementation phase, is expected to begin January 1, 2019. There will be no direct clinical services provided by the program. The focus of the Oral Health Long Beach Program will be on prevention. This BH-Agenda Item was received and filed. ONGOING BUSINESS 3. 18-074BH Recommendation to receive and file an update on the status of the City's implementation of the legalization of cannabis. There was no new information to provide on this item. This BH-Agenda Item was received and filed. 4. 18-075BH Recommendation to receive and file an update on the status of the City's efforts to reduce the rates of HIV and STD's. Information on HIV/STD reduction efforts will be included as part of Agenda Item 7, the City Health Officer's Report. This BH-Agenda Item was received and filed. 5. 18-076BH Recommendation to receive and file an update on Community Hospital. There was no new information to provide on this item. This BH-Agenda Item was received and filed. Dr. Anissa Davis, City Health Officer, provided the Board with a copy of the November 7, 2018 STD/HIV Long Beach Surveillance Report, a copy of which was received and filed as part of the permanent record, and provided the Board with an update on the following items: • California State University nursing students provided a HIV/STD Healthy Relationships 101 Presentation to over 100 students at Jordan High School. • The Department’s HIV/STD Surveillance Coordinator presented her educational curriculum to the Long Beach Unified School District Student Health Advisory Council. The curriculum is currently under review by the LBUSD to determine how to include it as an educational opportunity in the LBUSD system. • HIV Prevention staff participated in a health fair at MacArthur Park. • The Department is currently in meetings with the State and LA County to look at the Department’s funding for Disease Intervention Specialists. • Working with College Medical Center to provide provider education to improve reporting rates for syphilis cases identified among mental health patients at that facility. • Announced that STD testing will be offered through the Department’s Mobile Clinic. Previously only HIV testing was conducted, but the Department received additional funding to offer STD testing services. • Announced that the shigella outbreak is over, with no new cases in the last two weeks. A total of nine confirmed and 12 probable cases occurred with this outbreak. • A total of 16 cases have been identified as part of a current typhus outbreak. The Board of Supervisors is asking that Long Beach, LA County and Pasadena coordinate their activities, and a meeting has been scheduled for December 5th to meet to discuss coordination efforts. • Work is proceeding on looking into the creation of a Long Beach Vector Assessment District. A survey is currently being developed which will be released to 20,000 households in Long Beach that are not currently covered by Los Angeles County Vector Control. Funding provided by this potential Long Beach Vector Control Assessment will provide much needed funding for the Long Page 5 of 6 CITY OF LONG BEACH FRIDAY, NOVEMBER 9, 2018 BOARD OF HEALTH AND LONG BEACH HEALTH AND HUMAN SERVICES HUMAN SERVICES MINUTES 2525 GRAND AVENUE, ROOM 201, 7:45 AM Beach Vector Control Program. • Drive-thru Flu Point of Dispensing Exercise was held on Saturday, October 27th, and flu vaccinations were provided to 675 individuals. This BH-Agenda Item was received and filed. ANNOUNCEMENTS • Boardmember Betancourt spoke briefly regarding the South Coast Air Quality Management District’s plan to deploy air sensors on the West side of Long Beach. The SCAQMD’s initiative selected Wilmington, Carson and West Long Beach as one of the 10 sites in southern California to target as part of this effort. A steering committee, made up of community stakeholders, businesses, agencies and universities will work to identify priority sites. Meetings will be held monthly, and an opportunity currently exists to weigh in and help to define the boundaries of West Long Beach or propose sites for air quality monitors to be stationed. • John Kindred, Co-Founder of the Long Beach Environmental Alliance, announced a December 12th meeting of the Coalition for a Smoke Free Long Beach, and mentioned that volunteers, between the ages of 17-20, were needed for the Annual Tobacco Youth Purchase Survey which will be held on Saturday, December 6th.
