A motion was made by Member Tejani, seconded by Member Brooks, to approve recommendation. The motion carried by the following vote: Yes: 13 - Darshi Balasuriya, Sylvia Betancourt, Ralph Brooks, Jose Carillo, Reena Curtis, Jody Rawles, Barbara Schwerin, Silene St Bernard, Nasir Tejani, Susan Temple, Lydia Vaias, Milton Smith and Christopher Robson Excused: 2 - Menchie Caliboso and Troy Ha PUBLIC PARTICIPATION: Members of the public are invited to address the Board on items of interest to the public within the Agency Board jurisdiction. Each speaker will be limited to two minutes unless that time is extended by the Chair. There was no public comment. REGULAR AGENDA Chair Robson took a moment to welcome incoming Boardmember Barbara Schwerin, and asked that she provide the Board with a brief introduction and that the current Boardmembers, in turn, introduce themselves. 2. 19-002BH Recommendation to discuss the 2020 Health and Human Services Department Annual Budget. Kelly Colopy, Director of Health and Human Services, spoke to the Board about the City’s 2020 Budget Process and informed the Board that the 2020 Budget was on an accelerated schedule due to the implementation and go live date of the City’s new Enterprise Resource Planning (ERP) System, LB Coast. Ms. Colopy informed the Board that the Health Department was moving forward with a Vector Control Assessment Questionnaire which is anticipated to be sent out to approximately 20,000 property owners in the unassessed areas of the City the week of January 18, 2019. It will provide information to property owners on the vector control program and determine their relative support for new or enhanced programs to control mosquitoes and other vectors in Long Beach. Boardmember Smith inquired about the use of funds from the Mayor’s Fund for the Homeless. Ms. Colopy informed the Board that the funds derived from donations to the Mayor’s Fund are used to provide direct assistance and to fund areas or items not covered by the Homeless Services Program’s primary funding streams. Funds from this account cannot be utilized to fund positions or projects. Ms. Colopy informed the Board that the Mayor’s Fund would be transitioned to the nonprofit Long Beach Community Foundation, which will allow future donations to be tax-deductible. Ms. Colopy informed the Board that the $30,000 in one-time funding proposed by the Second District Council Office of Jeannine Pearce in the 2019 Budget request will likely be funded. A brief discussion ensued regarding strengthening the understanding that Health and Human Services is part of the public safety triangle. Boardmember Vaias inquired as to whether it would be possible to obtain support from the Long Beach Police and Fire Departments to that end. Vice Chair Smith discussed the 2018 Board of Health and Human Services Annual Report, and the need to schedule one-on-one meetings with the Council Districts once the report was complete. A motion was made by Vice Chair Smith, seconded by Boardmember Vaias to form a subcommittee to prepare a draft of the 2018 Annual Report. Subcommittee members include Chair Robson, Vice Chair Smith, and Boardmembers Betancourt, Brooks, and Balasuriya. A motion was made to form a subcommittee consisting of Boardmembers Robson, Smith, Betancourt, Brooks and Balasuriya, to prepare a draft of the 2018 Board of Health and Human Services Annual Report for review by the Board at the February Boardmeeting. Ms. Colopy informed the Board that staff from the GreenLightLB Program were currently designing the curriculum for the Responsible Cannabis Vending classes. This BH-Agenda Item was approve recommendation. 4. 19-004BH Recommendation to receive and file an update on the status of the City's efforts to reduce the rates of HIV and STDs. Dr. Anissa Davis, City Health Officer, informed the Board that staff were currently working on the Quarterly Activity Report. Otherwise there was no new information to provide at this time. This BH-Agenda Item was approve recommendation. 5. 19-005BH Recommendation to receive and file an update on Community Hospital. There was no new information to provide on this item. This BH-Agenda Item was approve recommendation. 6. 19-006BH Recommendation to receive and file a report from the Director of Health and Human Services. Ms. Colopy provided the Board with updates on the following items: • Remodeling of the Health Department’s main lobby is nearing completion. Inspections are scheduled for next week and the grand opening of the remodeled lobby should occur in early February. • The City Manager’s 2019 Management Retreat was held on January 10th. The keynote address included presentations on implicit bias and equity. • Ms. Colopy has elected the 2019 Chair of the Big Cities Health Coalition (BCHC), and shared with the Board a recent article she wrote for the BCHC Blog titled “Now is the Time to Tell Policymakers that Trauma Matters to Our Health”. This BH-Agenda Item was approve recommendation. 7. 19-007BH Recommendation to receive and file a report from the City Health Officer. Dr. Davis briefly mentioned the fact that for the first time in nearly a decade, there were no human cases of West Nile Virus in Long Beach. Dr. Davis also mentioned that flu season to date is significantly less than what was seen at this time last year. This BH-Agenda Item was approve recommendation.
