At 7:55 a.m. the meeting was called to order. Chair Smith presiding.

1. 20-001BH Recommendation to approve the minutes of the Board of Health and
Human Services meetings held Friday, December 13, 2019.

A motion was made by Member Vaias, seconded by Member
Tejani, to approve recommendation. The motion carried by the
following vote:

PUBLIC PARTICIPATION: Members of the public are invited to address the Board on
items of interest to the public within the Agency Board jurisdiction. Each speaker will be
limited to two minutes unless that time is extended by the Chair.
Edwin Cockrell spoke on HIV in Long Beach and the need for improvement in HIV services, as well
as the need for increased immunization outreach.
STAFF REPORTS
2. 20-002BH Recommendation to receive, discuss and file a report from the Director
of Health and Human Services.
Kelly Colopy, Director of Health and Human Services, provided the board with a
brief update on the following:
• The first Flu death in Long Beach was recently reported. The individual was
under 50 years of age, with underlying health conditions.
• The first HIV/STD Planning Group Meeting was held for 2020. As part of the
2020 budget process, the Mayor directed the Health Department to identify
$250,000 in the budget to focus on HIV/STD related work. The Department will
be hiring an individual to lead the HIV/STD Strategy. Funding will also be used to
maintain existing DIS staff and will fund an education/communications campaign.
• Shannon Parker, Homeless Services Officer, resigned. The Department will be
posting for the position in the near future.
• Dr. Cliff Okada started with the Department has the new Public Health
Physician working in the Department’s HIV Programs.

• Youth Strategic Plan. Two youth from each council district have been trained
and will be conducting focus groups throughout the City.
• The Mayor’s State of the City will be held on Tuesday, January 14, 2020.
• Nelson Kerr, Environmental Health Bureau Manager, is retiring in mid-February.
• FY 21 Budget Discussions have begun.

3. 20-003BH Recommendation to receive, discuss and file a report from the City
Health Officer on Communicable Disease Control activities.
There was no City Health Officer report this month.
This BH-Agenda Item was laid over.
REGULAR AGENDA
4. 20-004BH Recommendation to discuss Board goals and infrastructure.
Members are moving forward with their individual subcommittees. They plan to
reach out to each of the Council offices to have them understand that when
discussing health ideas or policies they should reach out to the Board as the
educational/advisory body on such subject matters. The intent is for the Board to
maintain lines of communication in order to remind the Council Districts of the
Board’s presence and availability as a resource. Committees will provide
updates at the February 2020 meeting.

5. 20-005BH Recommendation to discuss the Board of Health and Human Services
Annual Report.
Chair Smith shared a draft copy of the 2019 Board of Health Annual Report. The
Board reviewed the document and provided input and edits. It was discussed
that the report should contain a reminder that the Board of Health and Human
Services is an appointed advisory body to provide input on matters of public

health; however, the Board had not been engaged on several items of note in
2019 that where moved forward without Board of Health input. The Board
requested that their updated Bio’s be included as part of the 2019 report. Chair
Smith also requested that Boardmembers provide feedback to the rest of the
Board whenever they have a meeting with a Council district, so that the
information regarding that meeting can be captured. The Board will provide their
final edits to Chair Smith by January 21 for incorporation into the final draft. The
final draft will be reviewed and approved at the February 2020 meeting.

ONGOING BUSINESS
6. 20-006BH Recommendation to receive and file an update from the Toxic Tour
Subcommittee.
Due to scheduling complications over the Holidays the subcommittee has no
update this month.
This BH-Agenda Item was approve recommendation.
7. 20-007BH Recommendation to receive and file an update on the status of the
City's implementation of the legalization of cannabis.
A brief discussion ensued regarding any funding received by the Department to
perform the work it conducted related to the cannabis legalization process. The
ongoing focus from a Health Department perspective continues to be prevention.
This BH-Agenda Item was approve recommendation.
8. 20-008BH Recommendation to receive and file an update on Community Hospital.
Plans to reopen Community Hospital are ongoing and moving forward with an
expectation that the facility be open in July 2020.
This BH-Agenda Item was approve recommendation.

• Kelly Colopy announced that the Point in Time Homeless Count will be conducted the morning of
January 23, 2020.
• The Department will be holding its 2020 Public Health Week Conference on April 9th, at the Long
Beach Marriott.
• Boardmember Rawles announced the first Moonlight Mash Bicycle Ride will take place this
evening. The events are held on the first full moon of every month and bring people together to
strengthen our community, learn how to ride safely at night, and have fun.
