A motion was made by Vice Chair Mungo, seconded by Member Price, to approve recommendation and forward to the City Council. The motion carried by the following vote: Yes: 3 - Lowenthal, Mungo and Price 4. 15-0951 Recommendation to review FY 15 City Prosecutor Savings. A motion was made by Member Price, seconded by Vice Chair Mungo, to approve recommendation to appropriate any unspent FY 15 year-end General Fund Surplus in the City Prosecutor’s Office up to $250,000 for PATH and other City Prosecutor programs. The motion carried by the following vote: Yes: 3 - Lowenthal, Mungo and Price 5. 15-0952 Recommendation to review FY 16 One-Time Funds. Chair Lowenthal spoke. Vice Chair Mungo spoke. OCEAN BOULEVARD COMMITTEE MINUTES COUNCIL CHAMBER, 4:00 PM A motion was made by Member Price, seconded by Vice Chair Mungo, to approve recommendation to forward to the City Council to appropriate a total of $2,666,000 for Capital Infrastructure Programs to be divided by nine for City Council Districts from the following sources: [1] $950,000 of Supplemental Funds for Streets and Sidewalks; [2] $675,000 of unallocated FY 16 Temporary Surplus; [3] $341,000 of General Fund FY 15 State Mandate Reimbursement Funds; [4] $300,000 of FY 16 General Fund Beginning Funds Available; [5] $200,000 of FY 16 Uplands Beginning Funds Available; and [6] $200,000 of funds for Document Imaging Project. Yes: 3 - Lowenthal, Mungo and Price Vice Chair Mungo spoke. Councilwoman Price spoke. A dialogue ensued between Vice Chair Mungo and Councilwoman Price. Charles Parkin, City Attorney, spoke. A motion was made by Member Price, seconded by Vice Chair Mungo, to approve recommendation to use FY 16 General Fund Beginning Funds Available to appropriate $50,000 for Rancho Los Alamitos Plan Check; appropriate up to $30,000 for Municipal Band to match one to one additional funds raised above $85,000; if the matching funds are not fully utilized, the balance of funds will be used to improve any park location hosting Municipal Band concerts. The motion carried by the following vote: Yes: 3 - Lowenthal, Mungo and Price Chair Lowenthal spoke. Lea Eriksen, Budget Management Bureau Manager, spoke. A motion was made by Member Price, seconded by Vice Chair Mungo, to approve recommendation to use $200,000 FY 16 General Services Beginning Funds Available for the Document Imaging Project. Lea Eriksen, Budget Management Bureau Manager, spoke. Vice Chair Mungo spoke. A dialogue ensued between Vice Chair Mungo and Lea Eriksen, Budget Management Bureau Manager. A motion was made by Vice Chair Mungo, seconded by Member Price, to receive and file. The motion carried by the following vote: Yes: 3 - Lowenthal, Mungo and Price 7. 15-0954 Recommendation to review FY 16 Tidelands Funds related to Marine Safety staffing. Lea Eriksen, Budget Management Bureau Manager, presented the staff report. A motion was made by Member Price, seconded by Vice Chair Mungo, to approve recommendation to fully restore the proposed Fire Department’s reduction of 1.0 FTE Marine Safety Sergeant Boat Operator in the Tidelands Operation Fund, and to offset the cost of $140,000 by reducing Tidelands Funds in the City Manager Department by $25,000; the Parks, Recreation and Marine Department by $46,000; and the Economic and Property Development Department by $69,000 and forward to the City Council.
