CITY OF LONG BEACH THURSDAY, MAY 11, 2017 CITIZENS' ADVISORY 333 W OCEAN BOULEVARD COMMISSION ON COUNCIL CHAMBER, 1:00 PM DISABILITIES MINUTES Deaka McClain, Chair Daryl Crouse, Member David Gauthier, Vice Chair Richard Hernandez, Member Ciara Calsita, Secretary Chris Karadjov, Member Anthony Bell, Member Jessica Marquez, Member Jamone Pili, Member CALL TO ORDER The regular meeting of the Citizen's Advisory Commission on Disabilities was called to order at 1:05 p.m., Thursday, May 11, 2017, in the Council Chamber, 333 W Ocean Blvd, Lobby Level, Long Beach, CA. ROLL CALL Commissioners Anthony Bell, Daryl Crouse, Richard Hernandez, Chris Present: Karadjov, Jessica Marquez, Jamone Pili, Ciara Calsita, David Gauthier and Deaka McClain FLAG SALUTE Commissioner Pili led the flag salute. PUBLIC PARTICIPATION Page 1 of 8 CITY OF LONG BEACH THURSDAY, MAY 11, 2017 CITIZENS' ADVISORY 333 W OCEAN BOULEVARD COMMISSION ON COUNCIL CHAMBER, 1:00 PM DISABILITIES MINUTES Emily Quest, CD7 resident, spoke about the lack of information and special needs programming available for our City pools, specifically Cabrillo HS. Ms. Quest is also concerned about the lack of shade available at Admiral Kidd Park in the summer. Ms. Quest would also like to know from LBUSD and the City how often the access chairs are used at the public pools. Frances Emily Dawson Harris, CD1 resident, read a poem she wrote called 'O Truncated Dome." Ms. Harris also mentioned she has been speaking to random community members about their feelings towards different truncated domes used throughout the City. Aida Douglas, LB Transit Regulatory Compliance and Civil Rights Officer, introduced herself to the commission. STANDING COMMITTEE REPORTS Accessibility, Transportation & Services Report: Commissioner Bell reported the committee spent time looking at the direction the new committee would be going in, started having a more in-depth conversation regarding truncated domes and impacts these domes may have to different people and various disabilities. Youth, Employment & Programs: No report. APPROVAL OF MINUTES 1. 17-042CA Recommendation to approve minutes from the April 13, 2017 meeting of the Citizen's Advisory Commission on Disabilities. The motion carried by the following vote: Yes: 8 - Anthony Bell, Richard Hernandez, Chris Karadjov, Jessica Marquez, Jamone Pili, Ciara Calsita, David Gauthier and Deaka McClain Abstain: 1 - Daryl Crouse OLD BUSINESS 2. 17-043CA Recommendation to receive and file update regarding new software for the Information Center for People with Disabilities. Moved to committee A motion was made by Secretary Calsita, seconded by Commissioner Bell, to approve recommendation. The motion carried by the following vote: Yes: 9 - Anthony Bell, Daryl Crouse, Richard Hernandez, Chris Karadjov, Jessica Marquez, Jamone Pili, Ciara Calsita, David Gauthier and Deaka McClain Josephine Caron, Library Services, reported that assistive software updates have been installed in the ICPD, the center continues to have assistive hardware available to the community. The same software and hardwrare will be installed in two computers at the Michelle Obama Library, completing this project. Library Services is currently recruiting volunteers with assistive technology skills. Frances Emily Dawson Harris gave her support of the ICPD during public comment. Commissioner Bell suggested this get assigned to the Accessibility, Transportation & Services Committee to look for ways to continue to partner with Library Services. 3. 17-044CA Recommendation to receive and file a report from staff on the City's process for requesting American Sign Language (ASL) interpreters for committee meetings, etc. Page 3 of 8 CITY OF LONG BEACH THURSDAY, MAY 11, 2017 CITIZENS' ADVISORY 333 W OCEAN BOULEVARD COMMISSION ON COUNCIL CHAMBER, 1:00 PM DISABILITIES MINUTES A motion was made by Secretary Calsita, seconded by Commissioner Crouse, to approve recommendation. The motion carried by the following vote: Yes: 9 - Anthony Bell, Daryl Crouse, Richard Hernandez, Chris Karadjov, Jessica Marquez, Jamone Pili, Ciara Calsita, David Gauthier and Deaka McClain Staff liaison, Heather Blackmun, reported that the City contracts with Links, through Goodwill of Southern California, for our American Sign Language interpreters. She advised that a minimum of 48 hours notice is generally required. Ms. Blackmun also reported that the LB Police Department is currently using the Language People app for a pilot project. During public commentt, Frances Emily Dawson Harris suggested getting this information to the public. 4. 17-045CA Recommendation to direct staff to draft a letter to Mayor Garcia and City Council requesting that CACoD be included whnever possble in the planning process of community events to ensure accessibility and ADA compliancy. Ad hoc committee formed A motion was made by Vice Chair Gauthier, seconded by Commissioner Pili, to approve recommendation. Frances Emily Dawson Emily Harris spoke during public comment. There was back and forth discussion amongst the commission on how best to address access concerns at community event concerns through CACoD. It was realized how time intensive this could be if the expectation was that members of CACoD and the Citywide ADA Coordinator be involved in the planning of every community/public event. Commissioner Bell recommended this letter go to the Accessibility, Transportation & Services committee for further discussion and next steps. Commissioner Pili suggested to include the Youth, Employment & Programs committee, too. Aida Douglas, LB Transit, suggested an ADA checklist during public comment. Commissioner Calsita made a motion to form an ad-hoc, that passed. Commissioners Calsita, Karadjov, McClain, and Pili will form ad hoc. 5. 17-046CA Recommendation to decide when CACoD would like to participate as 'Fans in the Stands' for the Summer Games Special Olympics Southern California. The Games take place on Saturday, June 10th and Sunday, June 11th at California State University Long Beach A motion was made by Vice Chair Gauthier, seconded by Commissioner Hernandez, to approve recommendation. The motion carried by the following vote: Yes: 9 - Anthony Bell, Daryl Crouse, Richard Hernandez, Chris Karadjov, Jessica Marquez, Jamone Pili, Ciara Calsita, David Gauthier and Deaka McClain NEW BUSINESS 6. 17-047CA Recommendation to form ad-hoc committee for Disability Employment Awareness Day (DEAM) event in October. STAFF REPORT Heather Blackmun reported back that Chittick Field would be an ongoing discussion for the time being. The LB Housing Authority has not yet sent over the update housing report. Confirmed that CACoD will be receiving a proclamation from Mayor Garcia on Tuesday, July 18th to commemorate the 27th anniversary of the sigining of the ADA.
