The meeting was called to order at 1:05 PM.

PUBLIC PARTICIPATION
Emily Quest, CD7 resident, spoke regarding the bus zones for buses that cater to children with
special needs at Garfield Elementary (Hill & Baltic). Ms. Quest says these buses do not have
space in their zoned parking because parents continue to park in these bus zones, meaning the
children on the buses can't get out at their designated spots. Ms. Quest wanted to make CACoD
aware and will continure to reach out to the police department and the school.
Frances Emily Dawson Harris, CD1 resident, commended CACoD on this year's DEAM Event
and felt the vendors were very informative and helpful. Ms. Harris also shared concerns with
METRO.

1. 17-072CA Recommendation to approve minutes from the October 12, 2017 meeting of
the Citizen's Advisory Commission on Disabilities.
A motion was made by Vice Chair McClain, seconded by
Commissioner Hernandez, to approve recommendation. The
motion carried by the following vote:
Yes: 6 - Ciara Calsita, Richard Hernandez, Chris Karadjov, Daryl
Crouse, Deaka McClain and David Gauthier
Excused: 1 - Jessica Marquez
Absent: 1 - Jamone Pili
STANDING COMMITTEE REPORTS
Youth, Employment & Programs: Commissioner Calsita gave update, discussed moving forward
with creating a disability resource guide.
Accessibility, Transportation & Services: Vice Chair McClain gave update, stated that Ms. Harris,
CD1 resident, had attended committee meeting and shared about the the federal post office
projects she is working on. Commissioner Karadjov also stated that accessibility in the downtown
post office was discussed. The ad-hoc discussed asking CACoD to draft a letter of
recommendation (TBD later in meeting).

AD-HOC COMMITTEE REPORTS
Community ADA Checklist Ad-Hoc - Commissioner Calsita reported that CLB recently adopted an
ADA checklist and her ad-hoc will review/make any necessary recommendations.
Calendar Ad-Hoc - Chair Gauthier and Vice Chair McClain recapped the various October events
that CACoD supported.
DEAM Ad-Hoc - Vice Chair McClain recapped the event. Commissioner Hernandez suggested
that the ad-hoc start planning earlier next year

2. 17-073CA Reccomendation to receive and file information from City staff related to the
City's current Disabled Parking (blue curb) Ordinance applied in residential
areas and approve any recommendations CACoD would like to make to the City
Council.
City Traffic Engineer, Eric Widstrand, presented on state and local (Chapter
10.34 of the Long Beach Municipal Code) requirements and the City's
application process related to blue zones (disabled parking spots) in residential
areas of the City.
Discussion and Q&A followed regarding the following: City's list of relevant
locations (how often it is updated), the necessity of medical certification during
the City's application process given that this is done extensively at the State level
before a placard or plate is issued (unnecessary replication of efforts), the
decision process that inlcudes where to put blue zones and how many
(depending on number of applicants in a general area), the possibility of allowing
residents to apply for blue zones even if they don't drive the vehicle (ex: child with
a disability who relies on a caregiver), and better clarity on what the application is
asking of the resident.
Public comment from Emily Quest spoke, CD1, Frances Emily Dawson Harris
spoke, CD1 and Wilma Blue spoke, fist time visitor from San Fernando Valley.
A motion was made by Secretary Crouse, seconded by
Commissioner Pili, to approve recommendation. The motion
carried by the following vote:

3. 17-074CA Recommendation to discuss and approve letter of recommendation to
Mayor Garcia regarding specific accessible playground features at our
City parks.
There was a lot of discussion regarding Measure A park improvements and what
the commission would ultimately like to recommend to Mayor Garcia regarding
future accessibility improvements.
A motion was made by Secretary Crouse, seconded by
Commissioner Pili, to laid over. The motion carried by the
following vote:

4. 17-075CA Recommendation to discuss and approve a letter of recommendation to
the city council to support the accessible mail box project spearheaded
by City resident Frances Emily Dawson Harris.
A motion was made by Vice Chair McClain, seconded by
Commissioner Calsita, to approve recommendation. The
motion carried by the following vote:

STAFF REPORT
Heather Blackmun reported that the new civic center library will have the following accessibility
components: Ramped entries to the building, elevator access to all floors of the building,
parking levels and the new Lincoln Park, 8 accessible parking spaces located within the
building, wide width stairs from the street to the Library level with visual warning stripes at each
stair, and intermediate handrails, wide width entry doors, even transitions between flooring
material, visual and audible warnings for fire alarm, ALS systems in public meeting rooms,
accessible height counters as all pantries and work areas, wheel chair approach at circulation
desks, all toilet rooms to be accessible, and to include at least 1 accessible stall in multi stall
toilet rooms, adjustable height computer tables in the ICDP Center, cane stop detectors as all
stairs in low clearance locations, and tactile and visual room signage.
Ms. Blackmun also reported that during FY17, 29 sidewalk improvement projects and 167 curb
ramps were installed through the City's ADA Access Request Program. Lastly, Ms. Blackmun
reported that the City has finalized several new accessibility policies that willl officially launch
this month with staff trainings.
