OCEAN BOULEVARD, 1:00 DISABILITIES MINUTES PM PUBLIC PARTICIPATION John Kindrick, co-founder LB Environmental Alliance, is working with LB Memorial Hospital with their 'drug take back,' an event that encourages residents to safely dispose of prescription and over-the-counter drugs. Mr. Kindrick is trying to spread the word that these 'drug take backs' happen twice a year, preventing hundreds of pounds of toxins from going in our drinking water. Mr. Kindrick would also like CACoDto take a position on EVAC chairs in multi-story residential buildings, perhaps recommending an ordinance in the City of Long Beach. Lastly, Mr. Kindrick is concerned about the affects of second-hand smoke related to marijuana. Frances Emily Dawson Harris, CD1 resident, let the commission know that Congressman Lowenthal has drafted a federal bill related to the United States Post Office that the commission voted to approve support for in Feburary 2018. Ms. Harris also spoke to the commission about a 'reliable elevator ordinance' that the Long Beach City Council discussed in June 2017, but has been unable to move on since. This discussion is to be continued. APPROVAL OF THE MINUTES 1. 18-035CA Recommendation to approve minutes from the August 9, 2018 meeting of the Citizen's Advisory Commission on Disabilities. A motion was made by Vice Chair Gauthier, seconded by Commissioner Diamond, to approve recommendation. Commissioner Calsita reported that Mentoring Day had just wrapped up and was a success with 29 mentees participating. A motion was made by Commissioner Pili, seconded by Vice Chair Gauthier, to approve recommendation. Commissioner McClain reported that this committee continues discussing potential recommendations related to Parks and Recreation. OCEAN BOULEVARD, 1:00 DISABILITIES MINUTES PM 4. 18-038CA Recommendation to receive and file and/or approve any additional recommendations from the DEAM 2018 ad-hoc committee. Commissioner McClain reported that DEAM 2018 will be using the same flyer and program as used last year. Commissioner McCalin also explained that by having DEAM on a Saturday this year, the hope was to attract more public participation. Comissioner Bruns reported that the theme is 'All Means All', the colors will be blue and white, Councilmember Rex Richardson will be our guest speaker and Jennifer Kumiyama will be our singer. The schedule was also confirmed - set up 11-12, event from 12 - 2, with the program occuring at 12:45. The accessibility panel that was originally planned for has been postponed. OCEAN BOULEVARD, 1:00 DISABILITIES MINUTES PM 6. 18-040CA Recommendation to receive and file and/or approve any recommendations from the 'Stamped Concrete/Decorative Surfaces' ad hoc committee. Commissioner Pili read the standard the City has in place related to stamped concrete. Commissioner Bruns reported that the use of stamped concrete and pavers differs depending on the City being researched and that the ad-hoc committee would need more time to make a recommendation. Commissioner McClain reported that the ad-hoc would be looking at three specific cities - Seattle, New York and Santa Monica. Both Commissioner Bruns and Diamond spoke to the fact that their is a lot of arguments both for and against the use of stamped concrete and pavers and that it would be very difficult to find a solution that is acceptable to everyone. The ad-hoc will report back in December. A motion was made by Commissioner Pili, seconded by Vice Chair Gauthier, to approve recommendation. The motion carried by the following vote: Yes: 6 - Alice Bruns, Ciara Calsita, Sherry Diamond, Jamone Pili, David Gauthier and Deaka McClain Absent: 3 - Connie Gutierrez, Chris Karadjov and Nubia Flores Cedeno STAFF REPORT Heather Blackmun reported that the City has finalized it's updated 'blue zone policy' in residential areas; the City is reviewing Citywide emergency operations plans and processes related to the disability and access and functional needs populations; as a result of CACoD's parks recommendation, there will be an internal 'universal access' training related to playgrounds; the City Council approved $70,000 in FY19 for Park & Recreation to update their strategic plan.
