CALL TO ORDER The meeting was called to order by Chair Cedeno at 1:01 pm. ROLL CALL Commissioners Elyse Ares, Victor Garate, Chris Karadjov, Deaka McClain, Present: Gretchen Swanson, Stephen Adams and Nubia Flores Cedeno Commissioners Kim Vuong Absent: PRESENTATION Crystal Hayes, M. Ed., Interim Program Director for College Internship Program (CIP) Long Beach, presented to CACoD this month. CIP offers support services for young adults on the Autism spectrum and with ADHD and other learning differences as they transition to college, employment and independent living. Ms. Hayes gave a general, but robust overview of programming, with a focus on student outcomes. The motion carried by the following vote: Yes: 6 - Victor Garate, Chris Karadjov, Deaka McClain, Gretchen Swanson, Stephen Adams and Nubia Flores Cedeno Abstain: 1 - Elyse Ares Absent: 1 - Kim Vuong STANDING COMMITTEE & AD-HOC REPORTS AND RECOMMENDATIONS 20-041CA Recommendation to receive and file monthly report by the Accessibility, Transportation & Services committee or adopt any recommendations this committee would like to make. Commissioner Garate reported that the committee did meet this month and continued VSAP discussions and recommendations the committee would like to have the County consider for the next election, including signage and additional accessible voting cubicles. The committee also discussed the upcoming NDEAM event that CACoD was hosting. A motion was made by Commissioner Karadjov, seconded by Commissioner Swanson, to approve recommendation. The motion carried by the following vote: Yes: 7 - Elyse Ares, Victor Garate, Chris Karadjov, Deaka McClain, Gretchen Swanson, Stephen Adams and Nubia Flores Cedeno Absent: 1 - Kim Vuong Page 2 of 5 CITY OF LONG BEACH THURSDAY, OCTOBER 8, 2020 CITIZENS' ADVISORY TELECONFERENCE, 1:00 PM COMMISSION ON DISABILITIES MINUTES 20-042CA Recommendation to receive and file monthly report by the Youth, Employment & Programs standing committee or adopt any recommendations this committee would like to make. Commissioner Swanson acknowledged the launch of the City's new disability resources collaborative and encouraged CACoD and the City to continue to look at ways to enhance resource sharing and education. Commissioner Swanson also suggested that CACoD continue to support this new collaborative. Commissioner McClain reported that the committee will take the next few months to research and evaluate through a CACoD lens the City's services, agencies and programs. The intent is to 1) become familiar with how the City outreaches and promotes to the disability community; 2) evaluate level of inclusiveness; 3) look at what other cities are doing in this arena. A motion was made by Commissioner McClain, seconded by Commissioner Swanson, to approve recommendation. The motion carried by the following vote: Yes: 7 - Elyse Ares, Victor Garate, Chris Karadjov, Deaka McClain, Gretchen Swanson, Stephen Adams and Nubia Flores Cedeno Absent: 1 - Kim Vuong 20-043CA Recommendation to approve any changes or updates to the DEAM ad-hoc's program for CACoD's virtual DEAM event on October 15, 2020 (flyer attached). Attachments: DEAM 2020.Flyer HHedit.pdf Commissioner Cedeno reported that outreach and promotion to the public is occurring and recapped the logistics of the event discussed in previous meetings. Chair Cedeno also finalized roles of the commissioners and guest speakers and presenters. A motion was made by Commissioner Swanson, seconded by Commissioner McClain, to approve recommendation. Commissioner Karadjov reported that CSULB classes would be virtual for the Spring 2021 semester. Commissioner Swanson reported that this week is Digital Inclusion Week and the City of Long Beach is doing a lot different activities to promote. STAFF REPORT Heather Van Wijk reported that 1) Census 2020 deadline is now October 31st; 2) the City's updated transition plan has been finalized and posted on www.longbeach.gov/citymanager/ada/ and annual reports will be posted every November 1st starting in 2020; 3) T-intersection curb ramps are being constructed in CD4 and CD5, but all districts will see these ramps soon; 4) November 3 election reminder, drop boxes are out and vote centers have been/will be activated by LA County; 5) City of Long Beach has a new Go Long Beach App; 6) free flu shots are being given by the City of Long Beach through November 21, for more information please call 562-570-4315; 6) the new Long Beach Disability Services Collaborative meets the first Tuesday of every month ay 3:00 pm.
