CALL TO ORDER The meeting was called to order by Vice Chair Adams at 1:01 pm. ROLL CALL Commissioners Elyse Ares, Victor Garate, Chris Karadjov, Jennifer Kumiyama, Present: Deaka McClain, Gretchen Swanson, Kim Vuong and Stephen Adams Commissioners Nubia Flores Cedeno Absent: PRESENTATION Ms. Kellie Irving, Regulatory Compliance & Civil Rights Officer, with Long Beach Transit (LBT) gave an overview of Title II ADA compliance requirements and safety recommendations for public transportation and LBT's response to Covid-19. The motion carried by the following vote: Yes: 8 - Elyse Ares, Victor Garate, Chris Karadjov, Jennifer Kumiyama, Deaka McClain, Gretchen Swanson, Kim Vuong and Stephen Adams Absent: 1 - Nubia Flores Cedeno STANDING COMMITTEE REPORTS Page 2 of 5 CITY OF LONG BEACH THURSDAY, DECEMBER 10, 2020 CITIZENS' ADVISORY TELECONFERENCE, 1:00 PM COMMISSION ON DISABILITIES MINUTES 2. 20-050CA Recommendation to receive and file monthly report by the Accessibility, Transportation & Services standing committee or adopt any recommendations this committee would like to make. Vice Chair Adams reported that this committee has updated it's reporting process and form template. Commissioner Garate reported that the committee met on Tuesday, December 1st. The first order of business was nominations and appointments: Chair, Commissioner Vuong; Vice Chair, Commissioner Garate; Secretary, Commissioner Adams. This committee also coordinated the LBT presentation at the top of this meeting. Also discussed were future items, including pedestrian crossing times at certain street crossings; an accessibility fair; airport protocol for loading and unloading of passengers with mobility disabilities. Commissioner Swanson suggested that the committee reach out to Esmeralda Garcia with the health department to discuss the City's pedestrian safety efforts A motion was made by Commissioner McClain, seconded by Commissioner Swanson, to approve recommendation. The motion carried by the following vote: Yes: 8 - Elyse Ares, Victor Garate, Chris Karadjov, Jennifer Kumiyama, Deaka McClain, Gretchen Swanson, Kim Vuong and Stephen Adams Absent: 1 - Nubia Flores Cedeno Page 3 of 5 CITY OF LONG BEACH THURSDAY, DECEMBER 10, 2020 CITIZENS' ADVISORY TELECONFERENCE, 1:00 PM COMMISSION ON DISABILITIES MINUTES 3. 20-051CA Recommendation to receive and file monthly report from the Youth, Employment & Programs standing committee or adopt any recommendations this committee would like to make. Commissioner Ares reported that this committee met on Tuesday, December 8th. The first order of business was to select a chair: Commissioners Ares and Swanson will co-chair this committee. Secondly, this committee decided to start meeting regularly right after the monthly commission meeting (same afternoon). Moving into the new year, the committee will start submitting reports prior to the commission meetings. A motion was made by Commissioner Kumiyama, seconded by Commissioner McClain, to approve recommendation. The motion carried by the following vote: Yes: 8 - Elyse Ares, Victor Garate, Chris Karadjov, Jennifer Kumiyama, Deaka McClain, Gretchen Swanson, Kim Vuong and Stephen Adams Absent: 1 - Nubia Flores Cedeno NEW BUSINESS 4. 20-052CA Recommendation to receive and file information from commissioners for the public to highlight supportive or informational events scheduled in the area, as well as, various opportunities that one can donate to support an organization or cause. Example of these events include food pantries and giveaways, housing workshops, etc. A motion was made by Commissioner Swanson, seconded by Secretary Vuong, to approve recommendation. The motion carried by the following vote: Yes: 8 - Elyse Ares, Victor Garate, Chris Karadjov, Jennifer Kumiyama, Deaka McClain, Gretchen Swanson, Kim Vuong and Stephen Adams Absent: 1 - Nubia Flores Cedeno Page 4 of 5 CITY OF LONG BEACH THURSDAY, DECEMBER 10, 2020 CITIZENS' ADVISORY TELECONFERENCE, 1:00 PM COMMISSION ON DISABILITIES MINUTES AGENCY REPORTS Commissioner Swanson reported that Heart of Ida passed their soft launch of locally produced, public broadcast television programming (6 hours each week). Commissioner Swanson is hosting a show called 'On the Line.' STAFF REPORT Heather Van Wijk reported or shared the following: --Mayor Garcia kicked off the City's vaccine rollout during a press conference and will occur in two phases; --Digital Inclusion free computers and WiFi application process announced; --Partnering with local agencies for mental health and domestic violence care; --Partnering with local agencies for meal-delivery services; --Long Beach Disability Resources Collaborative monthly meeting; --CACoD will be allowing the public to sit in on meetings starting in January 2021. ANNOUNCEMENTS AND CLOSING REMARKS Commissioner Swanson reported that the Framework for Reconciliation is moving forward; Heather Van Wijk confirmed that the Office of Equity would be presenting at CACoD's January meeting.
