ROLL CALL Commissioners Victor Garate, Chris Karadjov, Jennifer Kumiyama, Deaka Present: McClain, Gretchen Swanson, Kim Vuong, Stephen Adams and Nubia Flores Cedeno Commissioners Elyse Ares Absent: Page 1 of 5 CITY OF LONG BEACH THURSDAY, JANUARY 14, 2021 CITIZENS' ADVISORY TELECONFERENCE, 1:00 PM COMMISSION ON DISABILITIES MINUTES PRESENTATION Deputy City Manager Teresa Chandler and the City's Equity Officer Katie Balderas presented the initial report from the Racial Equity and Reconciliation Initiative. The Racial Equity and Reconciliation Initiative - Initial Report was shared with Mayor Robert Garcia and City Council on August 3, 2020 to coincide with the release of the Fiscal Year 2020-2021 budget. The report details actions to address anti-Black racism, advance racial equity, and create a vision for Long Beach’s future where race does not determine social and economic outcomes. The initial report represents the fourth step in the Framework for Reconciliation following acknowledging, listening and convening with stakeholders to shape policy and ideas. APPROVAL OF THE MINUTES 1. 21-001CA Recommendation to approve minutes from the December 10, 2020 meeting of the Citizen's Advisory Commission on Disabilities. Attachments: December 2020.CACoD Minutes.pdf A motion was made by Chair Cedeno, seconded by Commissioner Garate, to approve recommendation. The motion carried by the following vote: Yes: 7 - Victor Garate, Chris Karadjov, Jennifer Kumiyama, Gretchen Swanson, Kim Vuong, Stephen Adams and Nubia Flores Cedeno Absent: 1 - Elyse Ares STANDING COMMITTEE REPORTS Page 2 of 5 CITY OF LONG BEACH THURSDAY, JANUARY 14, 2021 CITIZENS' ADVISORY TELECONFERENCE, 1:00 PM COMMISSION ON DISABILITIES MINUTES 2. 21-002CA Recommendation to receive and file monthly report by the Accessibility, Transportation & Services standing committee or adopt any recommendations this committee would like to make. Commissioner Garate reported that this standing committee met on January 11th at 1:00 pm. First order of business was discussion about the vaccine rollout and ensuring that the points-of-distribution are ADA compliant; the second order of business was the discussion of crosswalk timing and whether there is an opportunity to extend the time at certain locations; the third order of business was discussion of ADA compliance at Long Beach Airport and the assistance people with disabilities receive when boarding/de-boarding planes. A motion was made by Commissioner Kumiyama, seconded by Commissioner Swanson, to approve recommendation. The motion carried by the following vote: Yes: 7 - Victor Garate, Chris Karadjov, Jennifer Kumiyama, Gretchen Swanson, Kim Vuong, Stephen Adams and Nubia Flores Cedeno Absent: 1 - Elyse Ares 3. 21-003CA Recommendation to receive and file monthly report from the Youth, Employment & Programs standing committee or make any recommendations this committee would like to make. Commissioner Swanson reported that the standing committee met on December 11th. The order of business was to get to know each other, review the history of this standing committee and create 2021 goals moving forward. Part of these goals includes getting to know other commissions who have similar missions as CACoD and scheduling a future presentation called "Future Trends for Equity in Public Places." A motion was made by Commissioner Garate, seconded by Vice Chair Adams, to approve recommendation. The motion carried by the following vote: Yes: 7 - Victor Garate, Chris Karadjov, Jennifer Kumiyama, Gretchen Swanson, Kim Vuong, Stephen Adams and Nubia Flores Cedeno Page 3 of 5 CITY OF LONG BEACH THURSDAY, JANUARY 14, 2021 CITIZENS' ADVISORY TELECONFERENCE, 1:00 PM COMMISSION ON DISABILITIES MINUTES Absent: 1 - Elyse Ares AGENCY REPORTS Chair Cedeno reported that LB Forward, in partnership with State Council of Developmental Disabilities, is offering an IEP training on January 14th at 6:00pm; LBUSD gave an update recently on reopening of schools. Vice Chair Adams reported that TCC continues to work on the frontlines and working on their new expansion with Mental Health America. Additionally, TCC staff continue to be vaccinated. Commissioner Garate reported that he attended both the LB Disability Services Resources Collaborative and the Access LA CAC and urged the community to stay vigilante against Covid-19. Commissioner Karadjov reported that CSULB will not be resuming in-person classes (5% occupancy) until at least March. CSULB is also starting to roll out vaccines and Commissioner Karadjov urged the university to include people with disabilities in their prioritization. Commissioner Swanson reported that non-profit staff and volunteers qualify for Tier 1B of vaccine distribution. Commissioner Swanson also reported that Pools of Hope has moved to virtual programming. STAFF REPORT Heather Van WIjk reported/shared that the LB Disability Services Resources continues to meet monthly; vaccine rollout changes very frequently and to check the website daily; the LB Convention Center will be a mass distribution site; confirmed there will be a mobile unit for vaccines; reminded the community to beware of vaccine scams.
