6. 05-3303 Recommendation to authorize City Attorney to submit Stipulations with

compliance with the Appeals Board Order.

tax-defaulted properties from the County of Los Angeles, consisting of
Assessor Parcel Numbers 7207-002-057, 7207-002-058, 7269-017-008,
7269-017-010, and 7304-025-021, in the City of Long Beach; authorize
City Manager to execute a Chapter 8 Agreement and any and all
documents necessary for the acquisition of these tax-defaulted
properties; and authorize City Manager to execute all necessary
documents for the conveyance of Assessor Parcel Numbers
7269-014-008, 7269-017-010 and 7304-025-021 to the Long Beach
Housing Development Company. (Districts 1,7,9)

Councilmember Baker spoke.
Councilwoman Richardson spoke.
Motion: Approve second substitute motion requesting the Long Beach
Housing Development Committee for an additional five million dollars
per year for next ten years and allocate Transient Occupancy Tax
(TOT) fund. Moved by Richardson. The motion did not receive a
second and was lost.

Councilmember Colonna spoke.
Councilmember Reyes Uranga spoke.
Councilwoman Gabelich spoke.
A motion was made by Councilmember Lowenthal, seconded by
Councilmember Reyes Uranga, to approve substitute motion to
create a Housing Trust Fund and refer discussion and
development percentage allocations for target populations to the
Housing and Neighborhoods Committee. The motion failed by the
following vote:
Yes: 2 - B. Lowenthal and Reyes Uranga
No: 6 - Baker, Colonna, Kell, Richardson, Gabelich and Lerch
Absent: 1 - O'Donnell
A motion was made by Councilwoman Gabelich, seconded by
Councilmember Baker, to approve substitute motion to create a
Housing Trust Fund to direct 80% of funds for home ownership
and 20% for affordable housing. The motion carried by the
following vote:
Yes: 6 - Baker, Colonna, Kell, Richardson, Gabelich and Lerch
No: 2 - B. Lowenthal and Reyes Uranga
Absent: 1 - O'Donnell

27. 05-3295 Recommendation to authorize City Manager to execute all necessary
documents to receive and expend grant funding from the U.S.
Department of Homeland Security; and increase appropriations in the
General Grants Fund (SR 120) in the Fire Department (FD) by
$915,303. (Citywide)
A motion was made by Councilmember Baker, seconded by
Councilmember Colonna, to approve recommendation. The
motion carried by the following vote:
Yes: 8 - B. Lowenthal, Baker, Colonna, Kell, Richardson, Reyes
Uranga, Gabelich and Lerch
Absent: 1 - O'Donnell
28. 05-3296 Recommendation to receive and file the application of Joseph MacLeod
Irwin, dba The Cellar, for an original On-Sale General Alcoholic Beverage
Control License for bonafide eating place, at 201 East Broadway, with
conditions. (District 2)
A motion was made by Councilmember Lowenthal, seconded by
Councilmember Colonna, to approve recommendation. The
motion carried by the following vote:
Yes: 7 - B. Lowenthal, Colonna, Kell, Richardson, Reyes Uranga,
Gabelich and Lerch
Abstentions: 1 - Baker
Absent: 1 - O'Donnell
29. 05-3297 Recommendation to receive and file the application of The Oasis Lounge
Incorporated, dba The Oasis Lounge, for an original On-Sale Beer and
Wine Alcoholic Beverage Control License for bonafide eating place , at
245 Pine Avenue, Suite 200, with conditions. (District 2)
A motion was made by Councilmember Baker, seconded by
Councilmember Colonna, to approve recommendation. The
motion carried by the following vote:

on any opportunities that our City programs could benefit from under
SB70; and to support LBUSD and LBCC in their efforts to acquire these
State grants.
