OCEAN BOULEVARD COUNCIL CHAMBER, 5:00 PM A motion was made by Councilwoman Mungo, seconded by Councilman Austin, to approve recommendation, as amended to: [A] use $700,000 in General Fund one-time funding, including $300,000 from FY 17 Uplands Fund Year-End funds available and $400,000 from expected election cost savings. This funding is to be appropriated for the following one-time purposes: 1) $450,000 for Business Corridor improvements in order to spur enhanced sales and revenue for the City. The following three Business Corridors will receive $150,000 each: Pacific, Anaheim, and Carson; 2) $100,000 in the Health and Human Services Department to support My Brother’s Keeper implementation; 3) $100,000 in the Health and Human Services Department to leverage grant funding and fund Community Health programs. Further, the $125,000 in ongoing funding for Proactive Homeless Initiative can also be used for Community Health programs, in addition to Homeless rapid response activities; and 4) $50,000 in the Parks, Recreation & Marine Department to address the results of the City Auditor’s Animal Care Services audit findings; [B] use Special Advertising and Promotions Fund (SAP) revenues to appropriate $114,000 in ongoing funds in Parks, Recreation and Marine Department for the following purposes: 1) $54,000 to support 9 community concerts, one in each Council District; 2) $20,000 to leverage matching funds for Dia de los Muertos; 3) $20,000 to leverage matching funds for Jazz Festival; 4) $20,000 as supplemental matching funds for additional community concerts throughout the City; and 5) Entire plan for community concerts should be revisited annually based on equity and return on investment (e.g. attendance, leveraged funds, etc.); [C] use the first contingent appropriation of FY 17 General Fund One-time Year-End Surplus in an amount of $750,000, subject to funding availability, for Capital Infrastructure or Existing City Programming, to be divided equally between the City Council Districts for District Priorities. Any exceptions must go to City Council for approval; [D] use contingent appropriation of FY 17 Tidelands Funds One-time Year-End Surplus in an amount of $1,000,000, subject to funding availability, in the Public Works Department for one-time improvements to the Convention Page 9 of 21 CITY OF LONG BEACH TUESDAY, SEPTEMBER 5, 2017 CITY COUNCIL MINUTES 333 W. OCEAN BOULEVARD COUNCIL CHAMBER, 5:00 PM Center, which will free up $1,000,000 in Measure A Funds; [E] use contingent appropriation of $1,000,000 in Measure A Funds, if freed up based on the contingent appropriation above, in the Public Works Department for sidewalk replacement to be used Citywide based on need. [F] on a go forward basis, the City shall make Citywide investments in streets, allies and sidewalks based on need; [G] any additional FY 17 year-end surplus in the General Fund should be set aside to fund the City’s critical one-time needs for FY 19, subject to the Budget Oversight Committee review and recommendation; and [H] that City staff return to Budget Oversight Committee with recommendations to allocate any additional FY 17 Tidelands Funds One-time Year-End Surplus above $1,000,000 in a manner that is fair and balanced and consistent with the reprioritization criteria established by City Council in 2015. OCEAN BOULEVARD COUNCIL CHAMBER, 5:00 PM A motion was made to approve recommendation on the Consent Calendar. 13. 17-0755 Recommendation to authorize City Manager, or designee, to amend Contract No. 34024 with Cardon Solutions, LLC, of Weston, FL, to provide technical and functional maintenance support and development services for the City's suite of Financial Accounting Management Information Systems (FAMIS) and Simpler Suite (EZ FAMIS) reporting, to increase the annual amount for the current contract year by $81,324 for a revised annual amount not to exceed $270,084, and increase the not-to-exceed annual amount for the two remaining one-year optional renewal periods by $274,151 for a revised annual aggregate amount not to exceed $462,911. (Citywide) A motion was made to approve recommendation on the Consent Calendar. 14. 17-0756 Recommendation to authorize City Manager, or designee, to execute an agreement, and any subsequent amendments, with TSB Loss Control Consultants, Inc. dba FM Global Emergency Response Consultants, to provide emergency response training. (District 2) A motion was made to approve recommendation on the Consent Calendar. 18. 17-0760 Recommendation to authorize City Manager, or designee, to execute a Memorandum of Understanding, and any subsequent documents and amendments, with Long Beach Job Corps Center (LBJCC), to provide local law enforcement authority to enforce laws and conduct investigations on LBJCC premises, which are under federal jurisdiction, for a period of one year, with the option to review and renew for additional one-year periods annually. (District 7) A motion was made to approve recommendation on the Consent Calendar. 19. 17-0761 Recommendation to authorize City Manager, or designee, to execute an agreement with the City of Bellflower, CA, for the installation and maintenance of a traffic signal at the intersection of Downey Avenue and 64th Street; and Increase appropriations in the Capital Projects (CP) Fund in the Public Works (PW) Department by $65,000, offset by revenue received from the City of Bellflower.
