(Citywide) A motion was made to approve recommendation on the Consent Calendar. 10. 19-0315 Recommendation to receive the application of Pech Heng, dba Legend Seafood Restaurant, for a premise to premise and person to person transfer of an Alcoholic Beverage Control (ABC) License, at 1350 East Anaheim Street, submit a Public Notice of Protest to ABC, and direct City Manager to withdraw the protest if a Conditional Use Permit (CUP) is granted. (District 6) A motion was made to approve recommendation on the Consent Calendar. 11. 19-0316 Recommendation to authorize City Manager, or designee, to amend Contract Nos. 34966, 34967, 34970, and 34957 with TruView BSI, LLC, of Arcadia, CA; Steve Beckman Investigations, Inc., of Riverside, CA; Close Range International, Inc., of Beverly Hills, CA; and, Hall Investigations, of Nuevo, CA, respectively, for as-needed pre-employment background investigation services, to increase the aggregate contract amount by $372,000 annually, for a revised annual aggregate amount not to exceed $722,000, for a period of two years, with the option to renew for two additional one-year periods. The motion failed by the following vote: Yes: 4 - Price, Supernaw, Mungo and Austin No: 5 - Gonzalez, Pearce, Andrews, Uranga and Richardson A substitute motion was made by Councilmember Richardson, seconded by Councilmember Pearce, to approve recommendation, as amended, for the moratorium to remain in place for 6 months, exempting the nine locations identified in Attachment A of the staff report; and request staff to identify the types and locations of drive-through lanes citywide. (Citywide) This Resolution was withdrawn. 18. 19-0322 Recommendation to adopt Plans and Specifications No. RFP PW17-003 for Facility Condition Assessment Services; award a contract to Faithful+Gould, Inc., of Seal Beach, CA, in the amount of $1,084,085, with a 10 percent contingency in the amount of $108,409, for a total contract amount not to exceed $1,192,494, for a period of one year, with the option to renew for two additional one-year periods; and, authorize City Manager, or designee, to execute all documents necessary to enter into the contract, including any necessary amendments.
