5. 20-0745 Recommendation to authorize City Manager, or designee, to execute all
documents necessary to amend contracts with Barbara A. Lloyd,
Municipal Advisory Services, of Los Angeles, CA; Frasca &
Associates, LLC, of New York, NY; KNN Public Finance, of Los
Angeles, CA; Montague DeRose and Associates, LLC, of Westlake
Village, CA; Public Financial Management, Inc., of Los Angeles, CA;
and Public Resources Advisory Group, of Los Angeles, CA, to provide
financial advisory services on an as-needed basis, to extend the
contract terms for an additional one-year period through May 31, 2021,
and add an additional one-year renewal option, at the discretion of the

10. 20-0749 Recommendation to approve Mayor’s designees as argument writers
for the Long Beach ballot measure appearing on the November 3, 2020
General Election ballot.

Group in the City Manager Department by $3,300, offset by the Ninth

Citywide Activities Department to provide a contribution to the Draculas
for a mural painted at Houghton Park prior to the grand opening of the
expanded Houghton Park Community Center on June 30, 2020; and
Decrease appropriations in the General Fund Group in the Citywide
Activities Department by $3,300 to offset a transfer to the City Manager
Department.

seconded by Councilmember Zendejas, to approve
recommendation, as amended, to [1] Improve language
translation services provided at City Council meetings; [2]
Request staff to engage with the Latino and Cambodian
community in discussion on equity and racial equity; [3] Track
and measure progress, including benchmarks and report back
to City Council on a 6-month basis; [4] Report aggregated data
by race and ethnicity; [5] Create an Equity Commission by
shifting the current Human Relations Commission to focus on
equity and oversight of the Reconciliation process; [6]
Request staff to provide a memo to City Council on the
process to study the Citizen Police Complaint Commission
with details and the topics to be reviewed in the study; [7]
Request staff to provide a report on the Office of
Constitutional Policing and mechanisms to ensure public trust
and transparency in this new Office; [8] Create a transparent
process regarding demilitarization of the Police Department
by reviewing models in other cities and requiring advance
notice to City Council regarding the purchase of equipment
that could be considered military-type equipment and report
this process back to City Council; [9] Refine the Project Labor
Agreement (PLA) contract to include local hiring and job
coordination goals and include an economic development
component in the report back to the City Council on the status
of the PLA; [10] Request staff to prepare an analysis of
Proposition 16 (ACA-5) to better understand how this measure
will affect the City if it passes in November; and [11] Request
City Manager to provide a report on how to better align
housing changes in Development Services, rental assistance
funding, and the Housing Equity Coordinator, to create a
seamless “front door” for housing information and requests

until the Omnia Partners contract expires on December 31, 2022, with
