Gordin v. City of Long Beach, Los Angeles Superior Court Case No. 19STCV07941. (Districts 1,2,4,5) A motion was made to approve recommendation and adopt Resolution No. RES-21-0114 on the Consent Calendar. Enactment No: RES-21-0114 11. 21-0998 Recommendation to authorize City Manager, or designee, to execute all documents necessary for a Second Amendment to Sublease No. 35339 with LINC-Palace Hotel Apartments Housing Investors, LP, a California limited partnership, for the City's continued use of a portion of the retail suite at 2640 East Anaheim Street, for pop-up retail and City programs. (District 4) A motion was made to approve recommendation on the Consent Calendar. 12. 21-0999 Recommendation to adopt resolution approving the Annual Report for October 1, 2021 to September 30, 2022, for the Bixby Knolls Parking and Business Improvement Area, declaring its intention to levy the annual assessment, and setting the date of hearing for Tuesday, November 9, 2021. (Citywide) A motion was made to approve recommendation on the Consent Calendar. 15. 21-1002 Recommendation to approve the Fiscal Year 2021 designation of one-time District Priority Funds for City Council District infrastructure projects and existing programs; and Approve related budget appropriation adjustments for Fiscal Year 2021 in accordance with existing City Council policy. (Citywide) A motion was made to approve recommendation on the Consent Calendar. 16. 21-1003 Recommendation to adopt resolution authorizing City Manager, or designee, to execute a contract, and any necessary documents including any necessary amendments, with John Gross, dba Financial Management and Systems Consulting, for financial and enterprise system implementation and other consulting services, in an amount not to exceed $127,300, for a period of six months, with an option to renew for an additional six months, at the discretion of the City Manager. Enactment No: RES-21-0116 17. 21-1004 Recommendation to adopt Specifications No. RFP PR20-034 and award a contract to Los Cerritos Wetlands Stewardship, Inc., of Long Beach, CA, for the maintenance and management of environmentally sensitive areas along the tidelands areas, in a total annual amount not to exceed $699,660, for a period of two years, with the option to renew for three additional one-year periods, at the discretion of the City Manager; and, authorize City Manager, or designee, to execute all documents necessary to enter into the contract, including any necessary amendments. (District 6) A motion was made to approve recommendation on the Consent Calendar. 22. 21-1009 Recommendation to authorize City Manager, or designee, to execute all necessary documents, including any amendments, with the State of California Office of Traffic Safety, to receive and expend the 2022 Selective Traffic Enforcement Program grant, in the amount of $380,000, for the period of October 1, 2021 to September 30, 2022; and Increase appropriations in the General Grants Fund Group in the Police Department by $380,000, offset by grant revenue. HEARINGS (5:16 PM) 23. 21-1010 Recommendation to receive supporting documentation into the record, conclude the public hearing, and adopt resolution continuing the Belmont Shore Parking and Business Improvement Area assessment levy for the period of October 1, 2021 through September 30, 2022; and, authorize City Manager, or designee, to extend the agreement with the Belmont Shore Business Association for a one-year term. The motion carried by the following vote: Yes: 7 - Zendejas, Allen, Price, Supernaw, Saro, Uranga and Richardson Absent: 2 - Mungo and Austin 34. 21-1022 Recommendation to request City Manager to work with the Department of Development Services to evaluate the feasibility of establishing, in accordance with state and federal auditing requirements, a single Emergency Rental Assistance application for landlords with multiple tenants in communities at elevated risk of eviction. This funding would cover past rental arrears and up to three months of future rental obligation for eligible tenants. Participation in this program should allow tenants whose rental debt was covered an additional 90 days of protection from eviction past the final date of payment of back rent, and Direct the Department of Development Services to publicize data regarding the rental assistance program on a public dashboard.
