1. 21-1085 Recommendation to adopt Specifications No. RFP LW21-032 and
award a contract to Lien on Me, Inc., of Glendale, CA, for medical bill
review services, in an annual amount of $600,000, authorize a twenty
percent contingency in the annual amount of $120,000, for a total
annual contract amount not to exceed $720,000, for a period of two
years, with the option to renew for three additional one-year periods, at
the discretion of the City Manager; and, authorize City Manager, or
designee, to execute all documents necessary to enter into the
contract, including any necessary amendments. (Citywide)

2. 21-1086 Recommendation to approve the minutes for the City Council meeting
of Tuesday, October 5, 2021.
A motion was made to approve recommendation on the

3. 21-1087 Recommendation to refer to City Attorney damage claims received
between October 4, 2021 and October 11, 2021.
A motion was made to approve recommendation on the
Consent Calendar.
4. 21-1088 Recommendation to authorize City Manager, or designee, to execute all
documents necessary to amend Contract No. 35556 with Overland,
Pacific and Cutler, Inc., of Long Beach, CA, and Contract No. 35555
with lnterwest Consulting Group, Inc., of Long Beach, CA, for
as-needed real property acquisition, relocation, and related services, to

5. 21-1089 Recommendation to receive and file the Federal Single Audit for the
Fiscal Year Ended September 30, 2020. (Citywide)
A motion was made to approve recommendation on the
Consent Calendar.
6. 21-1090 Recommendation to authorize City Manager, or designee, to execute
an agreement, and any necessary amendments, with the California
State Library, to accept and expend grant funding in the amount of
$105,863 for an Adult and Family Literacy Services Program, for a
period of one year, with the option to renew for two additional one-year
periods, at the discretion of the City Manager; and
Increase appropriations in the General Grants Fund Group in the
Library Services Department by $105,863, offset by grant revenue.

7. 21-1091 Recommendation to authorize City Manager, or designee, to execute all
documents necessary to amend Contract No. 30976 with Innovative
Interfaces, Inc., of Emeryville, CA, for server migration costs of the
Library Management System (LMS), to increase the contract amount
by $8,200. (Citywide)
A motion was made to approve recommendation on the
Consent Calendar.
8. 21-1092 Recommendation to authorize City Manager, or designee, to execute
any and all documents necessary for a License Agreement with GCC
Long Beach, a Delaware limited liability company, for the short-term

with any tenants of the Long Beach Airport, granting the City use of
their ground service equipment, or other personal property, in
connection with the Festival of Flight. (District 5)
A motion was made to approve recommendation on the

9. 21-1093 Recommendation to authorize City Manager, or designee, to execute a
new License Agreement with Southern California Edison (SCE), for the
City’s continued use of SCE-owned right-of-way between Atlantic and
Myrtle Avenues, north of 68th Street, for the North Long Beach
Community Garden, for a period of five years. (District 9)
A motion was made to approve recommendation on the
Consent Calendar.
10. 21-1094 Recommendation to authorize City Manager, or designee, to execute a
contract, and any related documents including any necessary
amendments, with The Little Lion Foundation, of Long Beach, CA, to
partner with Long Beach Animal Care Services for a kitten nursery, to
be housed in a commercial property at 1179 East Wardlow Road, in an
annual amount not to exceed $50,000, from January 1, 2021 through
December 31, 2022, with annual renewal options through December
31, 2025, at the discretion of the City Manager. (Citywide)
A motion was made to approve recommendation on the

11. 21-1095 Recommendation to receive and file the application of Murray’s Wine
Cheese Etc., LLC, dba Murray’s Wine Cheese Etc., for an original
application of an Alcoholic Beverage Control License, at 2938 Clark
Avenue; and, determine that the application serves the public
convenience and necessity. (District 5)

12. 21-1096 Recommendation to authorize City Manager, or designee, to execute a
quitclaim deed to release a sewer easement to Long Beach Community
College District, a California public corporation, the owner of the
property at 1305 East Pacific Coast Highway, recordation document
92-2092604; and
Authorize City Manager, or designee, to accept an easement deed
from Long Beach Community College District, a California public
corporation, the owner of the property at 1305 East Pacific Coast
Highway, for the installation of public utilities. (District 6)

13. 21-1097 Recommendation to adopt resolution authorizing City Manager, or
designee, to execute a contract, and any documents necessary
including any necessary amendments, with CTY, Inc., of New York
City, NY, for mobility data collection sensors and data reports, at no
cost to the City, for a maximum six-month pilot period. (Citywide)

17. 21-1101 Recommendation to adopt resolution authorizing City Manager, or
designee, to execute a contract, and any necessary documents
including any necessary amendments, with Prime Government
Solutions, of Harrisburg, PA, for the implementation of a legislative
management system, on the same terms and conditions afforded to the
City of Los Angeles in an amount of $129,404, plus a 15 percent
contingency in the amount of $19,411, for a total amount not to exceed
$148,815 for the one-year period of October 1, 2021 through
September 30, 2022; thereafter, in an annual amount not to exceed
$69,830, with annual increases up to 5 percent, until the City of Los
Angeles contract expires on July 31, 2023, with the option to renew, for
as long as the City of Los Angeles contract is in effect, at the discretion
of the City Manager. (Citywide)

18. 21-1102 Recommendation to request City Attorney to prepare an ordinance
amending Section 2.84.010 of the Long Beach Municipal Code
(“Authority of the Purchasing Agent and others to contract”) to

temporarily increase the authority of the City Purchasing Agent for

Recovery Act, or other stimulus funding listed in the Long Beach
Recovery Plan document dated March 16, 2021, or as amended for
community recovery from the effects of the COVID-19 pandemic, to
bind the City through the issuance of a purchase order up to $500,000,
in accordance with procedures provided by the City Manager, until the
expiration of these grant funds. (Citywide)

E. Chavez Park, at 104 Golden Avenue, from October 1, 2021 through
September 30, 2026, with the option to renew for two five-year periods,
at the discretion of the City Manager; and
Authorize City Manager, or designee, to execute an agreement with
Centro CHA, Inc., to occupy Suite 104A, B, C, D, and E, at the Long
Beach Senior Center, at 1150 East 4th Street, from October 1, 2021
through September 30, 2023, with the option to renew for an additional
one-year period, at the discretion of the City Manager. (Districts 1,2)

Decrease appropriations in the General Fund Group in the Citywide
Activities Department by $500 to offset a transfer to the City Manager
Department.
