(Citywide) A motion was made to approve recommendation and adopt Resolution No. RES-23-0001 on the Consent Calendar. Enactment No: RES-23-0001 2. 23-0002 Recommendation to approve the minutes for the City Council meetings of Tuesday, December 6, and December 13, 2022; and the City Council Special Meetings of Tuesday, December 13, and December 20, 2022. A motion was made to approve recommendation on the Consent Calendar. 3. 23-0003 Recommendation to refer to City Attorney damage claims received between December 5, 2022 and December 30, 2022. (District 3) A motion was made to approve recommendation and adopt Resolution No. RES-23-0002 on the Consent Calendar. Enactment No: RES-23-0002 5. 23-0005 Recommendation to authorize City Manager, or designee, to execute a new Revocable Permit (Permit) with Amcal Las Ventanas Fund LP, for the continued use of eleven (11) parking spaces located at 1725 Long Beach Boulevard, for a one-year period, commencing on November 24, 2022, with the option to renew for one additional one-year period, at the discretion of the City Manager; and, increase appropriations in the Health Fund Group in the Health and Human Services Department in the amount of $10,560, offset by fee revenues. (District 1) A motion was made to approve recommendation on the Consent Calendar. 6. 23-0006 Recommendation to authorize City Manager, or designee, to execute a contract and all necessary amendments, including term extensions, with the State of California, Department of Boating and Waterways, to receive and expend a Boating Safety and Enforcement Equipment Grant for the purchase of equipment; and Increase appropriations in the General Fund Group in the Fire Department by $30,000 offset by grant revenue. (Districts 2,3) A motion was made to approve recommendation on the Consent Calendar. 7. 23-0007 Recommendation to authorize City Manager, or designee, to execute a Host Agency Agreement, and all necessary documents with the UAW Labor Employment and Training Corporation - Title V Senior Community Services Employment Program, for the continuation of the Senior Community Services Employment Program at the Parks, Recreation and Marine Department, for a term of one year from July 1, 2022 through June 30, 2023, with five one-year renewal periods, at the Page 3 of 13 CITY OF LONG BEACH TUESDAY, JANUARY 10, 2023 CITY COUNCIL MINUTES 411 W. (District 2) A motion was made to approve recommendation on the Consent Calendar. 8. 23-0008 Recommendation to authorize City Manager, or designee, to execute an agreement and all documents necessary with The Cuddly Group, Inc., dba Cuddly, of Seal Beach, CA, to partner with Long Beach Animal Care Services, for access to a web-based Community Pet Pantry to receive donations of food and other pet-related items, from January 1, 2023 to December 31, 2026. (Citywide) A motion was made to approve recommendation on the Consent Calendar. 9. 23-0009 Recommendation to receive and file the application of Pho & Crawfish House, Incorporated, dba Pho & Crawfish House, for an original application of an Alcoholic Beverage Control (ABC) License, at 5751 East Pacific Coast Highway, Suite E3. (District 3) A motion was made to approve recommendation on the Consent Calendar. 10. 23-0010 Recommendation to find that all requirements of the final parcel map for the construction of two towers, a 242-unit north tower at 330 East 3rd Street, and 190 unit south mid-rise tower at 333 East Broadway, totaling 432 residential dwelling units, in addition to reconstruction of the historic Acres of Books building at 240 Long Beach Boulevard, have been met; approve the final parcel map for Parcel Map No. 82965; and, showing a 10 foot width easement for public utility facilities, limited height easement and surface easement for public access, authorize City Manager, or designee, to execute subdivision agreements; and Determine that the development project is within the scope of the previously certified Downtown Plan PEIR (State Clearinghouse No. 2009071006) and the Broadway Block Project Downtown Plan Environmental Impact Report (EIR) Addendum, and that no further environmental analysis is needed. OCEAN BOULEVARD CIVIC CHAMBERS, 3:00 PM A motion was made to approve recommendation on the Consent Calendar. 11. 22-1471 Recommendation to adopt resolution authorizing City Manager, or designee, to execute a contract, and any necessary documents including any subsequent amendments, with the Long Beach Public Transportation Company, of Long Beach, CA, for the Belmont Shore Employee Bus Pass Program, in an annual amount not to exceed $270,000, for the period of January 1, 2023 to December 31, 2023, with the option to renew for two additional one-year periods, at the discretion of the City Manager. (District 3) A motion was made to approve recommendation and adopt Resolution No. RES-23-0003 on the Consent Calendar. Enactment No: RES-23-0003 12. 22-1190 Recommendation to authorize City Manager, or designee, to accept an easement deed from CJDT Development Group, LLC, a California Limited Liability Company, property owner at 628 East Anaheim Street, for alley widening purposes; and Accept Categorical Exemption No. CE-17-190. OCEAN BOULEVARD CIVIC CHAMBERS, 3:00 PM 13. 23-0011 Recommendation to increase appropriations in the General Fund Group in the City Manager Department by $4,500, offset by the Second Council District One-time District Priority Funds transferred from the Citywide Activities Department, to provide contributions to the following: ● $2,500 to support the 35th Annual Martin Luther King Jr. Parade and Festival to be held on January 14, 2023; ● $1,000 to Leadership Long Beach for their Martin Luther King Jr. Day of Service to be held on January 16, 2023; ● $1,000 to Long Beach Food and Beverage to support Long Beach Black Restaurant Week 2023; and Decrease appropriations in the General Fund Group in the Citywide Activities Department by $4,500, to offset a transfer to the City Manager Department.
