7. 14-129CS RECOMMENDATION FOR EXTENSION OF PROBATION - Houshang

Stacey Lewis, Assistant Director of Human Resources, Harbor,
briefed the Commission regarding this request.
A motion was made by Commissioner Perry, seconded by
Vice President Gotz, to approve recommendation. The
motion carried by the following vote:

8. 14-130CS RECOMMENDATION TO APPROVE BULLETINS

Business Systems Specialist
Capital Projects Coordinator
Recycling Specialist
Commissioner Perry questioned the 60-day filing period for the
Business Systems Specialist bulletin, if it would delay the process of
getting someone hired in a timely manner to fill these positions. The
Secretary stated that due to the difficulty to recruit applicants for this
particular classification, departments felt that a 60-day filing period is
needed. Sal Ambriz, Personnel Analyst, stated that because this a
continuous, non-competitive examination process, eligible lists will
be established as qualified applications are received, which would
allow departments to make selections timely.

9. 14-131CS RECOMMENDATION TO APPROVE PROPOSED CIVIL SERVICE
DEPARTMENT BUDGET FOR FISCAL YEAR 2015:
Staff report prepared by Tara McLean, Acting Executive Director
The Secretary provided the Commission an overview of the
proposed budget, stating that since departments have not been
asked to propose cuts, the proposed Civil Service budget for Fiscal
Year 2015 does not include any reductions. She also stated that if a
one-time funding is proposed for a Police and/or Fire Academy in
Fiscal Year 2015, a proposal will be made that the Civil Service
Department receive additional funding for the recruitment and
examination processes. She also informed the Commission that
staffing needs for departments is increasing and is anticipated to
continue to increase, which may result in job posting delays,
however, staff continues to look for ways to streamline processes
and increase efficiency in providing services to our customers.
Commissioner Perry questioned the Secretary as to what would her
recommendation be to avoid delays in conducting examinations.
The Secretary stated that her first recommendation would be more
staff. However, she stated that looking at the testing processes as
they are coming up, staff will be looking at using alternative
certifications more; utilizing more provisional appointments to allow
departments to fill positions while waiting for the examinations to be
conducted, and look at various ways within the Civil Service Rules
and Regulations that can be used to meet the demands without
having the ability to increase staff.
President Keller stated that the Fire Department used an outside
testing service with great success, and has suggested that the
Police Department consider the same type of testing. However, he
stated that the Police Department has some concerns with this
testing process. He stated that the Secretary has done an excellent
job at reaching out to departments to assist when needed, and they
have been very cooperative in providing assistance. He stated that
he appreciated all of the effort that has been made by staff and the

assistance from other departments and looks forward to continuing
this working relationship.
A motion was made by Commissioner Hicks, seconded by
Commissioner Perry, to approve recommendation. The
motion carried by the following vote:

NEW BUSINESS
On behalf of the Commission, President Keller acknowledged Tara McLean, Acting
Executive Director of Civil Service for the excellent job she did during this transition
period and the noted improvements that she implemented in the department. He
wished her well on her retirement.
Ms. McLean thanked the Commission and acknowledged her pleasure in working in
the Civil Service Department with the Commission, Civil Service staff, and City
departments in a different context. She stated that the departments stepped up and
it was a team effort.
On behalf of the Commission, President Keller acknowledged Commissioner Gotz
for his dedicated service to the City and Citizens of Long Beach, and that he will be
truly missed. He presented Commissioner Gotz with a Plaque in recognition of his
service to the Commission, City and Citizens of Long Beach.
Commissioner Gotz thanked the Commission and expressed his pleasure for having
the opportunity to serve as a Commissioner, stating that it has certainly been an
honor. He stated that it was a great learning experience and acknowledged staff for
the excellent work they do.
President Keller stated that the new Commissioner is Ricky McGliton-McGlamery.

MANAGERS' REPORT
Melinda George, Deputy Director informed the Commission that 887 applications
have been received for the Police Recruit examination and 150 for the
Administrative Analyst examination. She also informed the Commission that staff is
offsite conducting the examination for Fire Engineering.
COMMENTS FROM PUBLIC – The Civil Service Commission will hear from members of
the public on matters within the Commission’s jurisdiction.
On behalf of the Harbor Department, Stacey Lewis, Assistant Director of Human
Resources, Harbor, thanked Ms. McLean for the outstanding job she did during this
transition period as the Acting Executive Director and that she is looking forward to
working with the new director.
Rachel Rock, Administrative Officer, Library Services, extended an invitation to the
Commission for a personal tour of the Main Library Studio.
