On behalf of the Commission, the Secretary presented Certificates of
Appreciation to Julie Prior, Police Lieutenant (29 years) and Mark
Churchward, Fire Captain (29 years) dedicated service to the citizens and
City of Long Beach. Representatives from their respective departments
were present and spoke on their behalf. Chief Robert Luna was also
presented and spoke on behalf of Julie Prior.
A motion was made to approve recommendation on the Consent
Calendar.

The Secretary stated that once a month she will be recognizing an employee who
exemplifies the Civil Service Core Values, which for this month is, "Modeling true joy and
service to others." She stated that the employee chosen to be recognized for this month's
core value is Erikka Bailey, Parking Control Checker, Public Works. A resident of the City
of Long Beach submitted a message via Facebook regarding the exceptional customer
service she received from Ms. Bailey regarding a parking violation. Ms. Bailey truly
exemplifies Civil Service core values. Cheryl Black, Special Services Officer, also
acknowledged Ms. Bailey's exceptional customer service skills.
Ms. Bailey thanked the Secretary for the recognition and stated that she truly enjoys
helping others.

NEW BUSINESS
President Perry express his concerns with the homeless outside of City Hall and
questioned if the City can reach out to those who qualify for positions with the City. He
suggested that maybe collectively we can brainstorm ways to recruit those who are
qualified.
Commissioner Perry stated that he is a board member of Children Today, which provides
homeless children with child care while their parents are being trained for jobs. He stated
that, Children Today is having a Gala Fundraiser on February 13, 2016.

Ms. Slaten informed the Commission that she and her team conducted a workshop on
reviewing the verbiage on job bulletins. Once they are done, she asked Commissioner
Arias to attend one of their staff meeting to provide any input that she might have.
Ms. Slaten thanked Deborah McCluster, Personnel Analyst, and the exam proctors who
assisted her in the administration of the Parking Control Checker examination last week at
the Long Beach Gas & Oil Department. She also thanked Sheree Valdoria, Personnel
Analyst for the recruitment for Police Recruit, which produced enough candidates for two
academies.
Ms. McDonald provided the Commission with an update on Montage, stating that the
analysts will begin using it to conduct oral examination. She also stated that she is
collaborating with user departments regarding the posting of their unclassified recruitments
on NEOGOV.
Mr. Pfingsthorn informed the Commission that staff has had preliminary discussions with
Financial Management regarding the suggested mid-year cut of a little over $11,000.He
stated that Financial Management requested additional information regarding first quarter
projections, which he provided. He also informed the Commission that Financial
Management did not factor in the two Police Recruit and Fire Recruit academies
scheduled for this fiscal year. He stated that he will provide the Commission with another
update at its February 3, 2016, meeting.
Mr. Pfingsthorn also informed the Commission that Maria Alamo and Barbara Curtis have
been selected as the new Floor Warden/Alternate Floor Warden.
The Secretary informed the Commission that the Civil Service Department has been
asked by Reginald Harrison, Deputy City Manager, to participate in the Disaster
Preparedness. She stated that Civil Service's responsibility will be to manage the
volunteer effort by tracking donations and people who volunteer.
The Secretary also stated that she will be speaking at Stephens Middle School Career
Day on February 26, 2016, about Civil Service, career planning, and her role in the Civil
Service Department.
