Heather Tomley, Director of Environmental Planning and Stacey Lewis, Assistant Director of Human Resources, Harbor, spoke on her behalf. The Secretary congratulated Marilyn Hall, Executive Assistant, for 30 years of service with the City and presented her with her 30-year service pin. A motion was made by Commissioner Smith Watts, seconded by Commissioner Perry, to approve Consent Calendar Items, except for items. REGULAR AGENDA 6. 16-091CS RECOMMENDATION FOR TEMPORARY REASSIGNMENT FOR REHABILITATION - Rosa Lopez, Maintenance Assistant I to Clerk Typist II Communication from Russ Ficker, Personnel Officer, Public Works The Secretary briefed the Commission regarding this request. Mr. Ficker was present and spoke regarding the request. A motion was made by Commissioner Hicks, seconded by Commissioner Perry, to approve recommendation. OCEAN BLVD., 7TH FLOOR MINUTES CIVIL SERVICE BOARD ROOM, 8:00 AM 7. 16-092CS RECOMMENDATION TO APPROVE PROTEST OF EXAMINATION ITEM(S) - Assistant Administrative Analyst Staff Report prepared by Deborah McCluster, Personnel Analyst This CS-Agenda Item was withdrawn. 8. 16-093CS RECOMMENDATION TO ADOPT PROPOSED CHANGE TO COURT REPORTER POLICY Staff report prepared by Kandice Taylor-Sherwood, Executive Director The Secretary briefed the Commission regarding this recommendation, stating that as a cost saving measure, effective July 1, 2016, and thereafter until further order of the Commission, in lieu of official court reporters, the Commission will audio record the hearing proceedings and maintain the audio recording as part of the hearing files. She also stated that in the proposed policy, the parties may, by stipulation, arrange for the appointment of a privately retained certified court reporter to serve as an official court reporter for a hearing, for which they will be responsible for the costs. Commissioner Perry stated that this proposal is a result of looking at ways to save money on proposed budget cuts. He stated that Civil Service is the only venue that pays for the costs of court reporting. He also stated that the parties will have an opportunity to pay for court reporting services if they wish, for which they will be encouraged to do. The Commissioner discussed possible problems that could arise using an audio device and how they would be addressed. Commissioner Hicks stated that the Commission should do a test run with the recordings and court reporters before approving the proposed policy change. A motion was made by Commissioner Perry, seconded by Commissioner Hicks, to approve recommendation to conduct a test run with at least two hearings. Smith Watts, Robin Perry, Phyllis Arias and Rick McGilton-McGlamery 9. 16-094CS RECOMMENDATION FOR CONSIDERATION OF ADMINISTRATIVE LAW JUDGE’S REPORT - Dismissal Appeal 01-D-1415 (Mailed to CSC April 5, 2016) (Held over from 5-4-16) Report prepared by Angela Villegas, Administrative Law Judge The Secretary informed the Commission that the attorneys submitted a stipulation to remand this case back to the administrative law judge for clarification of the back pay issue. A motion was made by Commissioner Hicks, seconded by Commissioner Perry, to approve recommendation to remand back to administrative law judge for clarification on back pay issue. The motion carried by the following vote: Yes: 5 - Charles Hicks, Carolyn M. Smith Watts, Robin Perry, Phyllis Arias and Rick McGilton-McGlamery NEW BUSINESS Commission Hicks questioned the status of the Special Services Officers as it relates to training of the different levels. Staff informed his that a meeting is scheduled for the latter part of June 2016. President McGilton-McGlamery thanked Commissioner Perry and the Secretary for the proposed changes to the court reporting policy. OCEAN BLVD., 7TH FLOOR MINUTES CIVIL SERVICE BOARD ROOM, 8:00 AM MANAGERS’ REPORT Recruitment & Selection Special Projects Administration Support Services Executive Director Ms. Slaten thanked Commissioner Perry for his service as the President of the Commission, and thanked President McGilton-McGlamery and Vice President Arias on their appointments. She also thanked Deborah McCluster, Lourdes Ferrer and Donna de Araujo for the work they are doing conducting the Assistant Administrative Analyst, Administrative Analyst and Administrative Aide examinations. She also informed the Commission that staff is meeting with the Police Department on ways to strategize recruitment for Police Recruit, and thanked Sherrie Valdoria for the excellent job she is doing. Ms. McDonald informed the Commission that she attended the Port of Long Beach celebration on education. She stated that Civil Service will be getting two summer youth interns from the program and she is very excited about working with them. Mr. Pfingsthon informed the Commission that they are getting the information together for the budget, and working on estimates to close, which are due to City Council by June 1, 2016. He thanked Barbara Curtis for the excellent job she is doing with the social media. Mr. Pfingsthorn informed Vice President Arias that he could answer any question she had about the eligible list report attached to the expiring eligible list at the last meeting. He also informed her that the same type report will be attached to the upcoming eligible list extension, at which time questions can be answered. The Secretary informed the Commission that Michelle Roberts, Housing Assistance Coordinator, reached out. requesting assistance with their Section 8 Application filing process. She stated that on June 6, 2016, the Section 8 housing program will reopen their waiting list and they anticipate some of the people applying will be challenged due to lack of computer skills. They are requesting assistance of city staff members at three of their locations where Kiosks will be available for online filing to assist these clients. In addition, the Secretary provided an update on the budget. She stated that she and Commissioner Perry have met with most Councilmembers, the Mayor's representative, City Manager and Director of Financial Management regarding the budget, and they have all been very supportive. Russ Ficker, Personnel Officer, Public Works, informed the Commission that this is National Public Works week and on behalf of the Public Works Department, he thanked the Commission, managers and staff for the hard work they do conducting examinations and providing eligible list. Rosa Lopez thanked the Commission for the opportunity to participate in the Rehabilitation for Training program with the City. PRESENTATION OF THE BROWN ACT BY GARY ANDERSON, PRINCIPAL DEPUTY CITY ATTORNEY Gary Anderson, Principal Deputy City Attorney, briefed the Commission regarding the Brown Act.
