Smith Watts, Robin Perry and Rick McGilton-McGlamery Absent: 1 - Phyllis Arias CONSENT CALENDAR (2-6): Passed the Consent Calendar On behalf of the Commission, the Secretary presented Certificates of Appreciation to Rebecca Smaltz (36 years) and Rita Williams (27 years), in recognition of their dedicated service to the citizens and City of Long Beach. A representative from the Police Department was present and spoke on their behalf. The Secretary congratulated Commissioner Smith Watts on her reappointment to the Civil Service Commission. A motion was made by Commissioner Hicks, seconded by Commissioner Smith Watts, to approve Consent Calendar Items. The motion carried by the following vote: Yes: 4 - Charles Hicks, Carolyn M. Communication from Cynthia Stafford, Deputy Director of Human Resources b. Staff report prepared by Deborah McCluster, Personnel Analyst The Secretary briefed the Commission regarding this request. Russ Ficker, Administrative Officer, Public Works, thanked the Commission for approving Mr. Virgen's reassignment to allow him the opportunity to retrain for this position. Mr. Virgen also thanked the Commission for the opportunity to continue employment with the City. A motion was made by Commissioner Smith Watts, seconded by Commissioner Hicks, to approve recommendation. The motion carried by the following vote: Yes: 4 - Charles Hicks, Carolyn M. Smith Watts, Robin Perry and Rick McGilton-McGlamery Absent: 1 - Phyllis Arias NEW BUSINESS Commissioner Perry stated that the City Council recognized Parks, Recreation & Marine department for the work they do in the City, acknowledging four of their employees who saved the life of a four year old at the Marina. He stated that he would like the Commission to acknowledge these employees for their outstanding service. Commission Perry also stated that the Moot Court Program will begin August 20, 2017. This program is where young men in the City of Long Beach learn a legal issue, is trained how to argue the issue before a judge at a competition at Cal State Long Beach. He also acknowledged Gary Anderson, Principal Deputy City Attorney, for the assistance he provides to the program. Page 5 of 8 CITY OF LONG BEACH WEDNESDAY, JULY 20, 2016 CIVIL SERVICE COMMISSION 333 WEST OCEAN BLVD., 7TH FLOOR MINUTES CIVIL SERVICE BOARD ROOM, 8:00 AM MANAGERS’ REPORT Recruitment & Selection Special Projects Administration Support Services Executive Director On behalf of the Recruitment and Selection Division, Ms. McDonald acknowledged Sheree Valdoria, Personnel Analyst for the assistance she provided to an employee in an emergency situation, and shared an email from the employee to Ms. Valdoria, thanking her for her assistance. The Secretary also acknowledged Ms. Valdoria for her assistance, sharing positive comments from fellow employee and customers regarding her service and thanked her for her contribution to the City. Ms. McDonald introduced Ahmed Osman, Summer Intern, from the Harbor Department to the Commission. She also re-introduced Danielle Gallandt, Summer Intern, whom she had introduced at the last Commission meeting. They both addressed the Commission, sharing their goals for the future. Commissioner Perry welcomed them and encouraged them as they go through the program, to speak up where they see things can be improved. Ms. McDonald also acknowledged Carolyn Pen and Tan Zen for the outstanding work they are doing and their input on positive changes to procedures. Mr. Pfingsthorn thanked Tom Behrens, Jail Administrator, Long Beach Police Department for agreeing to brief the Commission on City Hall Safety. The Secretary informed the Commission that she and Ms. Slaten attended a recruitment event at Camp Pendleton hosted by Marine Corp Community Services Program (MCCS), within the Marine and Family Programs Division, which help veterans transition into new jobs if they are retiring or separating from the service. She also acknowledged Ms. Hall for the excellent work she did in completing her Desk Manual, and that she did it ahead of her scheduled time frame. He provided information regarding City Hall safety (building security for City hall, procedures for handling emergency responses, authority of special services officers). He also requested departments put a security plan together and communicate to all of its employees.
