1. 17-010CS Recommendation to approve minutes:
Regular Meeting of January 4, 2017
President McGilton-McClamery requested to table item #8 17-008CS
from the Regular Meeting Minutes of January 4, 2017. Mr. Anderson
recommended to agendized item #8 17-008CS to the next Civil Service
Commission meeting on February 1, 2017 to clarify the motion.
A motion was made by Vice President Arias, seconded by
Commissioner Smith Watts, to approve recommendation. The
motion carried by the following vote:
Yes: 5 - Charles Hicks, Carolyn M. Smith Watts, Robin Perry,
Phyllis Arias and Rick McGilton-McGlamery

Vice-President Arias requested clarification on the Ambulance Operator
examination results numbers. Ms. Slaten informed the Commission the
numbers included test #1 and test #2.
Vice President Arias requested clarification on the Parking Meter
Technician examination results. Ms. Mc Cluster informed the
Commission applicants often mistake the Parking Meter Technician with
Parking Meter Checker. The applicants did not meet the experience
requirement.
A motion was made to approve recommendation on the consent

The Secretary briefed the Commission regarding this request. Ms.
Whyte-King was present to answer the Commission’s questions.
Vice-President Arias asked if Ms. Knox will be able to complete the
certification in six weeks. Ms. Whyte-King advised Ms. Know will not
complete the certification in six weeks, but six months.
A motion was made by Commissioner Perry, seconded by
Commissioner Smith Watts, to approve recommendation. The
motion carried by the following vote:

MANAGERS REPORT
Ms. Slaten informed the Commission of upcoming recruitments for Fire Captain and
Police Recruit. She also informed the Commission of WRIPAC training and staffing for
the front desk.
Commissioner Hicks asked if the Metro contract will affect staff at the police department.
Ms. Mills informed the Commission, they will know more details at the end of February.
The Police Department will reassign officers and provide over time until additional
officers are hired.
Ms. McDonald informed the Commission, Ms. Ferrer, Ms. Alamo and she attended the
Neogov City Tour in San Diego.
Mr. Pfingsthorn congratulated Ms. Mc Cluster on her retirement.
Ms. Taylor-Sherwood updated the Commission on the different community events she
participated week of Martin Luther King. Ms. Taylor-Sherwood encouraged everyone to
get involved in the city of Long Beach.
On behalf of the Commission, Commissioner Smith acknowledge Ms. Mc Cluster for her
years of service to the City of Long Beach and all her contributions as a community
member.
UNFINISHED BUSINESS
Ms. Taylor-Sherwood updated the Commission on their request to clarify the "Acting in
the capacity" process internally. She has researched and forwarded information to
Human Resources and will provide an update when she collects all the information.

COMMENTS FROM PUBLIC – The Civil Service Commission will hear from
members of the public on matters within the Commission’s jurisdiction.
Ralph Royds, Business Representative, Association of Long Beach Employees
addressed the Commission regarding a list of issues. Mr. Royds is requested to
agendized some of the listed issues. Mr. Anderson recommended the Commission
establish a sub-committee to discuss the issues and report back to the Commission.
Sal Vasquez, representative from International Association of Machinists & Aerospace
Workers (IAM) requested to include representatives from all the different associations.
Commissioner Perry suggested to Mr. Vasquez to submit a list of the issues IAM wishes
to address.
