OCEAN BLVD., 7TH FLOOR MINUTES CIVIL SERVICE BOARD ROOM, 8:00 AM 6. 17-095CS RECOMMENDATION FOR PROVISIONAL APPOINTMENT - Linda Kolinski, Hazardous Waste Coordinator Communication from Tom Papademetriou, Administrative Officer, Health and Human Services The Secretary briefed the Commission regarding this request. Mr. Kerr was present to answer the Commission’s questions. Commissioner Perry requested additional information on how many Hazardous Materials Specialists are permanent with the City of Long Beach. Mr. Kerr said Health and Human Services Department has six positions and the Fire Department has four or five positions. Approximately 2-4 applicants met all qualifications. Smith Watts, Robin Perry, Phyllis Arias and Rick McGilton-McGlamery 10. 17-099CS RECOMMENDATION TO APPLY the terms of compensation of the 2016-2019 Memoranda of Understanding with the Long Beach Managers Association to the Executive Director of the Civil Service Commission. President McGilton-McGlamery briefed the Commission regarding this request. Effective October 1, 2016, the Executive Director shall receive a 2% percent general wage increase. Effective October 1, 2017, the Executive Director shall receive a 2% percent general wage increase. Effective October 1, 2018, the Executive Director shall receive a 2% percent general wage increase. City shall make a one-time ad hoc lump sum payment of 3 percent (3%) of annual base pay in accordance with Appendix E. The one-time lump sum payment is for service during the period of October 1, 2015 through September 30, 2016. OCEAN BLVD., 7TH FLOOR MINUTES CIVIL SERVICE BOARD ROOM, 8:00 AM 11. 17-100CS RECOMMENDATION TO APPROVE PROPOSED CIVIL SERVICE DEPARTMENT BUDGET (Fiscal Year 2017-2018) Staff report prepared by Kandice Taylor-Sherwood, Executive Director, Civil Service Consideration of proposed Civil Service Department Budget for Fiscal Year 2018. Ms. Taylor-Sherwood presented the proposed Civil Service Department budget for Fiscal Year 2018 to the Commission. After discussion, it was moved by Commissioner Arias, Seconded by Commissioner Perry to approve the proposed budget and have the Executive Director sign and submit to the Mayor’s Office. A motion was made by Vice President Arias, seconded by Commissioner Perry, to approve recommendation. The motion carried by the following vote: Yes: 5 - Charles Hicks, Carolyn M. Smith Watts, Robin Perry, Phyllis Arias and Rick McGilton-McGlamery 12. 17-101CS ELECTION FOR COMMISSION OFFICERS A motion was made by President McGilton-McGlamery to open nomination for election of Commission Officers. The motion passed by Voice Vote. Yes: 5 - Charles Hicks, Carolyn M. Smith Watts, Robin Perry, Phyllis Arias and Rick McGilton-McGlamery A motion was made by Commissioner Hicks, seconded by Commissioner Perry, to approve recommendation to nominate Phyllis Arias for the office of President. OCEAN BLVD., 7TH FLOOR MINUTES CIVIL SERVICE BOARD ROOM, 8:00 AM A motion was made by Vice President Arias, seconded by Commissioner Perry, to approve recommendation to nominate Carolyn M. Smith Watts for the office of Vice President. The motion carried by the following vote: Yes: 5 - Charles Hicks, Carolyn M. Smith Watts, Robin Perry, Phyllis Arias and Rick McGilton-McGlamery On behalf of the Commission, Commissioner Perry thanked President McGilton-McGlamery for his leadership during his term as President. President McGilton-McGlamery thanked the Commissioners, Ms. Taylor-Sherwood and Civil Service staff for their assistance. OCEAN BLVD., 7TH FLOOR MINUTES CIVIL SERVICE BOARD ROOM, 8:00 AM MANAGERS’ REPORT Recruitment & Selection Special Projects Administration Support Services Executive Director Ms. Slaten invited the Commission to the next phase of the Police Sergeant examination. Ms. Slaten said she met with Fire Department regarding upcoming Fire Recruit. Ms. Slaten thanked Administrative Support Service staff for their support. Ms. McDonald informed the Commission of new features to the OHC in Neogov. These new features will affect the hiring departments. Mr. Pfingsthorn thanked the Commission for approving the proposed Civil Service Department Budget. Mr. Pfingsthorn informed the Commission the proposed budget will be forwarded to the Mayor’s Office to be included in the City budget. Mr. Pfingsthorn informed the Commission he is working the Estimates to Close for the current fiscal year. Ms. Taylor-Sherwood informed the Commission she assisted with Washington Middle School interviews for Education Equals Opportunity Too (E=O2). She said middle school students go through a competitive interview rounds for a paid internship. Ms. Taylor-Sherwood said it was a great opportunity to connect with our youth and serve with fellow department heads. Ms. Taylor-Sherwood said she participated in the Beach Streets event. She thanked Keion and Stephanie for working the Civil Service table. Ms. Taylor-Sherwood said she is working into partnering with departments to attend recruitment events. Ms. Taylor-Sherwood informed the Commission there are two more classes left for the Executive Leadership Long Beach series. UNFINISHED BUSINESS Ms. Taylor-Sherwood submitted to the Commission a draft letter of the roles and responsibilities of the Commission. Ms. Taylor-Sherwood asked for the Commission’s feedback on the letter. She said she will add the feedback and revisions and have it ready for next Commission meeting on May 17, 2017. She said it was great to see other departments partnering with Civil Service in their recruitment efforts.
