Communication from Stacey Lewis, Director of Human Resources,
Harbor
Ms. Taylor-Sherwood briefed the Commission on this request. Sandy Witz,
Assistant Director of Human Resources for the Harbor Department was
present to answer questions from the Commission.
A brief discussion followed between President Arias, Ms. Taylor-Sherwood,
Ms. Slaten and Ms. Witz, with the Commission ultimately approving the
request.
A motion was made by Commissioner Perry, seconded by
Commissioner Hicks, to approve recommendation. The motion
carried by the following vote:

8. 18-095CS RECOMMENDATION TO APPROVE EXAMINATION RESULTS -
Police Recruit
Staff Report prepared by Kris Ramos, Assistant Administrative
Analyst
Mr. Ramos provided the Commission with a detailed report of the recent
Police Recruit examination, noting that 1,438 applications were received,
with 581 of those applicants becoming eligible through the combined NTN
and Pellet B testing processes.
A discussion followed with Mr. Ramos, the Commissioners, Ms.
Taylor-Sherwood, Ms. Slaten, Ms. McDonald, Commander Komisza and
Sergeant McPhail.
Commissioner Perry commended Mr. Ramos and his recruitment team for
their extraordinary work and outreach efforts to attract more Police Recruit
applicants. Mr. Ramos’ report was received and filed.
This CS-Agenda Item was received and filed.
9. 18-096CS RECOMMENDATION TO APPROVE PROTEST OF EXAMINATION
ITEM(S) - Fire Engineer

Ms. Goings provided the Commission with a detailed report on the list of
questions which were protested during the recent Fire Engineer examination.
A discussion followed with Ms. Goings and the Commissioners, with the
Commission ultimately approving the recommendation.

Recruitment & Selection
Ms. Slaten invited the Commissioners to attend the Long Beach Gay Pride Festival 2018,
scheduled for Saturday and Sunday, May 19-20, 2018. Civil Service staff will be recruiting at
the annual event.
Ms. Slaten thanked the Long Beach Fire Department for allowing the Recruitment and
Selection Division (RSD) to use their conference room for training on Monday, April 30th.
RSD staff discussed policies and procedures, revised templates, and will continue to meet on
a regular schedule to enhance efficiency in their Division.
Ms. Slaten updated the Commission on the on-line requisition process that will be piloted in
the next few weeks.
Ms. Slaten invited the Commissioners to attend the LBFD Recruit graduation, scheduled for
Saturday, May 26, 2018.
Commissioner McGilton-McGlamery asked if other city departments planned to attend the
Long Beach Gay Pride Festival 2018, to conduct recruiting efforts. Ms. Slaten advised that
Long Beach Police and Fire Departments will be in attendance. RSD staff also use an
Outlook calendar to track events for potential recruiting opportunities.
Special Projects
Ms. McDonald recapped details from Phase 2 of the NEOGOV Performance Management
Pilot Study. A lab session is scheduled for Thursday, May 3rd, to allow managers and
employees to practice using the system. Besides Union Representatives who attended the
first phase of the Perform Pilot Study, representatives from other bargaining units will also be
invited to use the Perform tool, to ensure all employees are well-represented.
Administration Support Services
Ms. Taylor-Sherwood advised that Ms. Alamo had a personal commitment and was unable to
attend today’s meeting.
Executive Director’s Report
Ms. Taylor-Sherwood thanked Kris Ramos and his recruitment support team for their
extraordinary efforts to ensure a successful Police Recruit testing process.

Ms. Taylor-Sherwood commended Sergeant Brian McPhail for his progressive and ingenious
approach to marketing the Police Department. She thanked him for his leadership and
commitment in supporting Civil Service recruiting efforts.
Ms. Taylor-Sherwood thanked Shellie Goings for managing and mentoring the three CSULB
interns. Ms. Goings facilitated the introductory overview and tour for the interns who are
wrapping up their practicums in the next few weeks. Ms. Taylor-Sherwood also
acknowledged Ms. Goings for facilitating a recent training session of Montage for other
agencies.
Ms. Taylor-Sherwood commended Ms. Slaten for her outstanding leadership and commitment
to improving processes for the Recruitment and Selection Division. Ms. Taylor-Sherwood has
received positive feedback from other city department personnel who have worked closely
with RSD Analysts on recent exams, and they have expressed their appreciation for how
responsive and collaborative RSD staff are; due in large part to Ms. Slaten’s enthusiasm and
energy.
UNFINISHED BUSINESS
Commissioner Hicks inquired if there were any updates regarding the Special Services
Officer position. Ms. Taylor-Sherwood will contact Ms. Debbie Mills and will provide a report
at a future CSC meeting.

COMMENTS FROM THE PUBLIC – The Civil Service Commission will hear from members
of the public on matters within the Commission’s jurisdiction.
Stacey Lewis, Director of Human Resources for the Harbor Department acknowledged
Charles Hicks Jr., Rick McGilton-McGlamery, and Robin Perry, for their extraordinary
dedication and service to the City of Long Beach during their appointments as Civil Service
Commissioners.
Ms. Lewis also commended Ms. Taylor-Sherwood and Ms. Slaten for their outstanding
leadership of the Civil Service Department, and working seamlessly with the Commission to
streamline requests for other city departments.
Ms. Lewis acknowledged Ms. Sandy Witz, Assistant Director of Human Resources for the
Harbor Department, Ms. Taylor-Sherwood, and Ms. McDonald for collaborating on the
Performance Management Pilot Project.
On behalf of the Port of Long Beach, Ms. Lewis thanked Commissioners Hicks, Jr.,
McGilton-McGlamery, and Perry for their unwavering support over the years and wished them
well in their future endeavors.
Ms. McDonald acknowledged Ms. Lewis and Ms. Witz of the Harbor Department for their
support of the Performance Management Pilot Project.
President Arias invited everyone to attend the farewell reception immediately following the
adjournment of the meeting, to honor of Commissioner Hicks, Jr., Commissioner
McGilton-McGlamary, and Commissioner Perry, who will be leaving the Civil Service
Commission.
President Arias thanked the Commissioners for their dedication and commitment to the City
of Long Beach, and acknowledged the numerous contributions they made to the Commission
through the years.
Vice-President Smith Watts also thanked the departing Commissioners for their service and
challenged them to remain engaged in the community. She added that Commissioner Hicks,
Jr., Commissioner McGilton-McGlamery, and Commissioner Perry have left an indelible
impression on the City and the Civil Service Commission; their influence will be felt for years
to come and their efforts on behalf of the Commission are deeply appreciated.
