President Arias asked Commissioner Rick McGilton-McGlamery to lead the Pledge of
Allegiance.
President Arias announced that this will be the last appearance for Mr. McGilton-McGlamery
in his official capacity as a Civil Service Commissioner. President Arias thanked
Commissioner McGilton-McGlamery for his years of service and dedication to the Civil
Service Commission, to other Commissioners on which he has previously served, and for his
unwavering support of the City of Long Beach.
Commissioner McGilton-McGlamery received a standing ovation.

COMMENTS FROM THE PUBLIC – The Civil Service Commission will hear from members
of the public on matters within the Commission’s jurisdiction.
Stacey Lewis, Director of Human Resources, spoke on behalf of the Harbor Department to
congratulate Commissioner McGilton-McGlamery for his years of service to the Civil Service
Commission and the City of Long Beach. Ms. Lewis thanked Commissioner
McGilton-McGlamery for being a strategic partner with the Harbor Department and for his
professionalism and expertise in evaluating requests that have been brought to the
Commission for consideration.

Russ Ficker, Personnel Services Officer, Public Works Department, and
Eric Winterset, Superintendent, Fleet Maintenance Division, Financial
Management Department, were present to answer questions from the
Commission.
Commissioner McGilton-McGlamery, Mr. Ficker, President Arias,
Vice-President Smith Watts, Ms. McDonald, Deputy City Attorney Ms.
Monica Kilaita, Ms. Taylor-Sherwood, and Director of Human Resources for
the Harbor Department Ms. Stacey Lewis engaged in discussion regarding
this request.
The request was ultimately approved with a stipulation that a Sunset Clause
of six months be imposed, and that the Department will submit requests to the
Commission for additional six-month extension periods as necessary. In
addition, the Commission requests a report be submitted by the Department
explaining the process by which the Unclassified Welder was hired.

Human Resources Representative, Harbor, were present to answer
questions from the Commission.
Commissioner McGilton-McGlamery, President Arias, Vice-President Smith
Watts, Deputy City Attorney Ms. Monica Kilaita, Ms. Ortega and Ms. Lewis
engaged in discussion regarding this request, with the Commission
ultimately approving a motion to refer the request to the Human Resources
Division of the Harbor Department for investigation.

MANAGERS’ REPORT

Recruitment & Selection
Ms. Slaten distributed flyers inviting everyone to attend the Ready Long Beach 2018
Emergency Preparedness Expo, to be held at the CSULB Pyramid on Saturday, September
15, 2018, from 10:00 a.m. to 4:00 p.m. RSD Analysts will be recruiting at this event.
RSD Analysts have been at the ECOC all week conducting components of the the Battalion
Chief examination.
The Police Department has asked Civil Service to open another recruitment for the Police
Recruit position. RSD staff will also be working with LBPD to conduct Police Sergeant and
Police Lieutenant examinations again in the near future.
Sofia Style, Executive FUSE Fellow and the FUSE Corps obtained grant funding to host the
FUSE Rapid Innovation Lab at the Water Department on Thursday, June 28th. The lab will
engage the "user center design" model to showcase how to streamline the application and
hiring process.
Ms. Slaten advised that RSD Analyst Stanley Wang has been hired; his first day with Civil
Service will be June 28th.
Special Projects
Ms. McDonald thanked the Port of Long Beach for sharing their training calendar. Sharon
Hamilton, Administrative Aide, attended training courses that will very useful in the future for
designing and creating reports.
Ms. McDonald and Ms. Slaten conducted Civil Service 101 Training for POLB employees.
Ms. McDonald held a follow-up meeting with the Montage Representative. Based on
information sharing that the City of Long Beach has provided, and by referring Montage to
the city of Los Angeles, Montage costs will not increase. Ms. McDonald thanked Shellie
Goings, Personnel Analyst, and Ms. Slaten for conducting Montage training for the City of
Los Angeles last April.
Ms. McDonald thanked Commissioner McGilton-McGlamery for his tenure on the
Commission, and his efforts to get to know every Civil Service staff member on a personal, as

well as professional level. Commissioner McGilton-McGlamery thanked everyone for their
heartfelt best wishes.
Administration Support Services
Ms. Alamo advised that, after processing the three most recent classified employees in the
Department, the Civil Service onboarding process has been revised and improved.
With file space expected to be very limited in the new City Hall Building, Administration
Support Services will be prioritizing documents to be scanned so that the reference material
will still be accessible to staff once the original hard copy back files are stored off-site.
Ms. Alamo provided an update on the Civil Service FY19 budget.
Executive Director’s Report
Ms. Taylor-Sherwood updated the Commission on the status of the broad-based testing RFP
she will be submitting to the City Manager’s Office for review. Ms. Taylor-Sherwood is
looking forward to the efficiencies that will be brought about with this model.
UNFINISHED BUSINESS
Commissioner McGilton-McGlamery compiled notes from his subcommittee appointments and
will submit them to Ms. Taylor-Sherwood so efforts can be continued by the incoming
Commissioners.
On behalf of Commission Hicks, Jr., whose second term expires on June 30, 2018,
Vice-President Smith Watts asked Ms. Taylor-Sherwood to continue keeping the Commission
apprised with any developments regarding the Special Services Officer position; a
classification which was of interest and concern to Commissioner Hicks, Jr.
President Arias reminded that, due to the July 4th holiday, Civil Service meetings for the
month of July 2018, will be held at 8:00 a.m. on:
· Wednesday, July 11, 2018
· Wednesday, July 18, 2018
The CSC meeting schedule will resume in August 2018, with meetings held on the first
and third Wednesday of each month.

Commissioner McGilton-McGlamery addressed his colleagues, Ms. Taylor-Sherwood and the
entire Civil Service staff, to thank them for their collective efforts, energy and expertise in
getting the job done. Commissioner McGilton-McGlamery commended everyone for their
teamwork and for their commitment and dedication to the city.
Commissioner McGilton-McGlamery received applause from his fellow Commissioners and
the entire audience for being such an inspiration to everyone.
