On behalf of the Civil Service Commission, Special Projects Officer Caprice
McDonald presented a Certificate of Appreciation to Ms. Charlene Ussery,
Customer Services Supervisor II for the Department of Energy Resources,
for 33 years, 5 months of distinguished and exemplary service to the City of
Long Beach.
Ms. McDonald and Vice President Smith Watts recognized the invaluable
institutional knowledge that Ms. Ussery developed throughout her
employment with the Departments of Financial Management, Long Beach
Gas and Oil, and Energy Resources.
Vice President Smith Watts also highlighted the impact that the Ussery
family has had on the City of Long Beach. Ms. Ussery’s husband, Mr. Paul
Ussery who accompanied Ms. Ussery to receive her Certificate of
Appreciation from the Commission this morning, is the son of Retired Police
Chief Charles Ussery, who, in 1979, was appointed as the first African
American Police Chief for the City of Long Beach.
The Commission congratulated Ms. Ussery on her retirement.

LAW JUDGE’S REPORT - 21-DR-1516, Mailed to CSC on August 13,
2018

Special Projects Officer Ms. McDonald advised the Commission that the
City did not intend to oppose the ALJ’s decision, and they could vote to
adopt it.
Deputy City Attorney Monica Kilaita, Advising Counsel in the absence of
Principal Deputy City Attorney Gary Anderson, reiterated Ms. McDonald’s
explanation that the City did not object to the ALJ's decision, and added that
the Commission had authority to adopt, modify, or deny the decision.

Reporting on behalf of Deputy Director Crystal Slaten, Ms. Sheree Valdoria, Personnel
Analyst, advised that Ms. Debbie Mills of the Long Beach Police Department will provide an
update to the Commission on the status of the Special Services Officer (SSO) classification
at the Wednesday, October 3, 2018, meeting. Ms. Valdoria explained that Ms. Mills is in
meet and confer meetings with the International Association of Machinists and Aerospace
Workers (IAM), the Union which represents Special Services Officers. Ms. Mills will also
provide the Commission with some benchmarking information.
Ms. Valdoria invited the Commission to attend the Job Fair at Veterans Stadium, scheduled
for Tuesday, September 11, 2018, from 10:00 a.m. to 2:00 p.m. RSD staff, and
representatives from the Long Beach Police and Fire Departments will be recruiting at the
event.
Ms. Valdoria reminded the Commission that they are invited to attend Ready Long Beach
2018 at CSULB, on Saturday, September 15, 2018, from 10:00 a.m. to 4:00 p.m. RSD staff
will be recruiting there as well.
Ms. Valdoria invited the Commission to attend the Police Recruit Informational Session, also
scheduled for Saturday, September 15, 2018, at 10:00 a.m., at the Long Beach Police
Academy.
Shellie Goings, Personnel Analyst will be spearheading another Fire Recruit examination
process.
Ms. Valdoria announced that Mr. Eugene Kim will begin working in Civil Service on
September 11, 2018. The Department of Development Services partnered with Civil Service
to fund an Analyst to focus on Development Services recruitments.
Special Projects
Ms. McDonald advised that the Special Projects Division is continuing to collaborate with the
Department of Human Resources to ensure NEOGOV functions are used to their fullest
capabilities.
Ms. McDonald is continuing to schedule training sessions for Civil Service Analysts to ensure

everyone is using the same methods for processing exams.
Special Recognition - 30-year Service Pin Presentation to Ms. Beatriz Lacerda, Payroll
Personnel Assistant III
On behalf of the entire Civil Service Management Team, Ms. McDonald asked Ms. Beatriz
Lacerda to come before the Commission to be recognized for 30 years of distinguished
service to the City of Long Beach.
Ms. Lacerda, began her career with the Civil Service Department in 1988, and has held
several positions during that time, promoting to her current position as a Payroll Personnel
Assistant III. Ms. McDonald acknowledged Ms. Lacerda’s extensive institutional knowledge of
the Civil Service Department and presented her with a 30-year service pin. The Commission
congratulated Ms. Lacerda on this milestone achievement and thanked her for her service to
the Civil Service Department and the City of Long Beach.
Administration Support Services
Ms. Alamo also acknowledged Ms. Lacerda for her 30 years of service to the Civil Service
Department, and described Ms. Lacerda’s top five Clifton StrengthsFinder themes: Empathy,
Harmony, Belief, Developer, and Consistency. Ms. Lacerda recognizes the strengths in
others and always sees the potential in her co-workers. These qualities make Ms. Lacerda a
very patient and thorough trainer, having trained numerous co-workers throughout the years.
Ms. Alamo thanked Ms. Lacerda for her assistance and support of the Administration Support
Services Division.
Ms. Alamo advised the Commission that Administration Support Services is seeing an
increase in the volume of invoices received from vendors, and in the number of requisitions
being submitted by other city departments wanting to ensure they are certified before the end
of the fiscal year.

UNFINISHED BUSINESS
Commissioner Morrison attended Porter Gilberg’s presentation on Wednesday, August 29th,
and found it to be very informative. Commissioner Morrison asked what the city’s policies
are for transitioning employees.
Ms. McDonald advised that Ms. Taylor-Sherwood scheduled a meeting recently with Mr.
Gilberg, and executives from city departments and CSULB to strategize and develop city
policies and procedures for transitioning employees. Ms. McDonald will apprise Ms.
Taylor-Sherwood of the Commission’s inquiry and will ask her to provide a report at an
upcoming meeting.
Ms. McDonald reminded the Commission that they are invited to attend Ms. Lisa Stewart’s
presentation on Implicit Bias, scheduled after the CSC meeting at 10:00 a.m. in the City
Council Chamber.
NEW BUSINESS
COMMENTS FROM THE PUBLIC – The Civil Service Commission will hear from members
of the public on matters within the Commission’s jurisdiction.
Ms. Dana Anderson, Labor Relations Manager for the Department of Human Resources
addressed the Commission to clarify an item mentioned during the Managers’ Report. Ms.
Anderson explained that Ms. Taylor-Sherwood contacted Ms. Debbie Mills regarding the
Special Services Officer (SSO) classification. However, Human Resources is not in the Meet
and Confer process as yet; the Meet and Confer process is distinctly separate from the work
being conducted by HR at this time.
