OCEAN BLVD., 7TH FLOOR MINUTES CIVIL SERVICE BOARDROOM, 8:00 AM 9. 18-194CS RECOMMENDATION FOR PROVISIONAL APPOINTMENT - Accounting Clerk III Communication from Paula Gallegos, Personnel Administrator, Police Department Staff Report by Stanley Wang, Personnel Analyst Ms. McDonald briefed the Commission on this request. Debbie Mills, Administrative Officer from the Police Department was present to answer questions from the Commission. Ms. Mills explained the need to fill the provisional appointment quickly as the person in this position will be responsible for, among many other responsibilities, purchasing uniforms and duty gear for approximately 40 to 50 police recruits scheduled to begin the next Police Academy in November. A discussion followed between President Arias, Ms. Mills and Ms. McDonald, with the Commission approving the request. A motion was made by Vice President Smith Watts, seconded by Commissioner Kerr, to approve recommendation. OCEAN BLVD., 7TH FLOOR MINUTES CIVIL SERVICE BOARDROOM, 8:00 AM 10. 18-196CS REPORT ON SPECIAL SERVICES OFFICER CLASSIFICATION Report by Debbie Mills, Administrative Officer, Police Department Debbie Mills, Administrative Officer from the Police Department provided the Commission with an update regarding this Agenda Item. In January, a request was initiated to integrate the Airport SSO’s into the Police Department, which started the Meet and Confer process between Human Resources and Union Representatives for the affected employees at the Airport. There has also been a desire to revise the SSO classification specification, which in turn, affects the job announcement. Ms. Mills was charged with evaluating the classification specification piece of the SSO issue. However, because SSO’s are assigned to multiple city departments and their responsibilities are department-specific, the classification specification portion cannot be revised until the Meet and Confer process has concluded for all SSO's, including those assigned to the Jail Division, Marine Patrol, Long Beach City College, and City Hall. Ms. Mills advised that the SSO classification specification will eventually be completed and presented to the Commission for consideration and adoption. OCEAN BLVD., 7TH FLOOR MINUTES CIVIL SERVICE BOARDROOM, 8:00 AM MANAGERS’ REPORT Recruitment & Selection Special Projects Administration Support Services Executive Director Recruitment & Selection Sheree Valdoria, Personnel Analyst, provided this morning’s update on behalf of Crystal Slaten, Deputy Director and Recruitment & Selection Division Officer. Ms. Slaten is representing the Civil Service Spontaneous Volunteer group at Disaster Preparedness training, presented by the Disaster Preparedness and Emergency Communications Department, in conjunction with the Department of Homeland Security. Ms. Valdoria reported that Analysts are actively recruiting in several classifications. Analyst Kris Ramos is facilitating the Police Recruit classification which is open on a continuous basis. To date, 1,300 applications have been received; 400 applicants have qualified. A Police Recruit orientation will be scheduled later this month at the Police Academy. The Fire Recruit bulletin is being pre-posted, with applications to be accepted from November 30 - December 7, 2018. Ms. Valdoria announced that the performance examination for the Fireboat Pilot promotional position will be held from October 16 - 18, 2018. She encouraged Commissioners to attend the performance examination for this position as vacancies in this classification are rare. Ms. Valdoria explained that performance examinations are an excellent opportunity for Analysts and observers to gain insight into the skills required for various positions throughout the city. Observing performance exams allows Analysts to develop expertise in assessing candidates. Special Projects Ms. McDonald is continuing with staff training. Last week, Ms. McDonald, and Analysts Kris Ramos and Sheree Valdoria went to the Police Academy to demonstrate how NEOGOV can be utilized to manage police applicants. Ms. McDonald commended Mr. Ramos for suggesting NEOGOV to manage the orientation piece. Civil Service will assist the Academy in helping applicants to self-schedule. As the citywide NEOGOV Administrator, Ms. McDonald will be attending the NEOGOV annual conference scheduled for next week. Additional staff members who will be attending with Ms. McDonald are Sharon Hamilton, Kris Ramos and Maria Alamo. Administration Support Services Ms. Alamo advised that the close of FY18 went very smoothly as Administration Support Services planned well in advance for the process. A discussion followed between President Arias, Ms. Alamo and Commissioner Gonzalez Edmond. UNFINISHED BUSINESS NEW BUSINESS COMMENTS FROM THE PUBLIC – The Civil Service Commission will hear from members of the public on matters within the Commission’s jurisdiction. Richard Suarez, Grand Lodge Representative of the International Association of Machinists and Aerospace Workers (IAM) addressed the Commission. Mr. Suarez wished to clarify that the IAM is in the Meet and Confer process with Human Resources regarding the Airport SSO's only; specifically the integration of the Airport SSO's into the Police Department, the portion of the SSO classification relating to Airport SSO job functions, and the training piece for Airport SSO's.
