On behalf of the Civil Service Commission, Interim Executive Director David Honey presented a Certificate of Appreciation to Police Officer, Richard Lubchenko, for 28 years, 5 months, of distinguished and exemplary service to the City of Long Beach. The Commission congratulated Mr. Lubchenko on his retirement. Paul LeBaron, Commander, spoke on behalf of the Police Department, and Drew Schneider, Assistant Director of Security, spoke on behalf of the Harbor Department, to recognize and highlight Mr. Lubchenko’s career with the City of Long Beach. On behalf of the Civil Service Commission, Interim Executive Director David Honey presented a Certificate of Appreciation to Police Sergeant, Ernie Kohagura, for 31 years, 2 months, of distinguished and exemplary service to the City of Long Beach. The Commission congratulated Mr. Kohagura on his retirement. Kris Klein, Lieutenant, spoke on behalf of the Police Department, to recognize and highlight Mr. Kohagura’s career with the City of Long Beach. On behalf of the Civil Service Commission, Interim Executive Director David Honey presented a Certificate of Appreciation to Personnel Analyst III, Paul Heuchert, for 36 years, 2 months, of distinguished and exemplary service to the City of Long Beach. OCEAN BLVD., 7TH FLOOR MINUTES CIVIL SERVICE BOARDROOM, 8:00 AM SYSTEMS SUPPORT SPECIALIST (H69AN-18) TEST #3 (1/23/2018) A motion was made to approve recommendation on the Consent Calendar. 8. 19-008CS RECOMMENDATION FOR PROVISIONAL APPOINTMENT - Nate Buck, Fernando Gallegos, Ruben Garcia, Seward Khem and Brad Smith, Fire Engineer Communication from Jim Rexwinkel, Deputy Chief, Operations Bureau, Fire Department Staff Report prepared by Shellie Goings, Personnel Analyst Mr. Honey briefed the Commission on the provisional appointments . Jim Rexwinkel, Deputy Chief, Operations Bureau, Long Beach Fire Department, and Robert Grego, Assistant Chief, Support Services, Long Beach Fire Department were present to answer questions. Deputy Chief Rexwinkel described the process of developing the Provisional Fire Engineer Academy due to having 11 vacancies with several long term injuries resulting in a 20% reduction of Fire Engineers. A discussion followed with President Arias, Commissioner Morrison, Deputy Chief Rexwinkel, and Rex Pritchard, President, Long Beach Firefighter’s Association, with the Commission approving the request. A motion was made by Vice President Smith Watts, seconded by Commissioner Gonzalez Edmond, to approve recommendation. OCEAN BLVD., 7TH FLOOR MINUTES CIVIL SERVICE BOARDROOM, 8:00 AM Recruitment & Selection Ms. Slaten thanked Chris Garner, Manager, Water Department, for partnering with Civil Service to share an analyst; and introduced Tan Zeng to the Civil Service Commission as the analyst that will be working on Water recruitments. Special Projects Ms. McDonald announced that Special Projects is continuing work on the online transfer list process and that there are currently 15 transfer bulletins posted. Ms. McDonald anticipates the project to be completed by the end of the month and that the goal is to have online postings for all 83 city-wide classifications. Administration Support Services Ms. Alamo provided the Commissioners with a handout of the FY 20 Budget Calendar and highlighted a few important dates. Executive Director Mr. Honey announced during the City’s Management Conference on January 10, 2019, Human Resources Director, Alex Basquez, Assistant City Manager, Tom Modica, and himself would be presenting an overview of the hiring process and improvements made by the Civil Service and Human Resources Departments in the last couple of years. Mr. Honey advised the Commission of community meetings that he recently attended. He and Ms. Basquez met with Workforce Development in late December and Mr. Honey also met with the Long Beach City College Director of Workforce Development. Mr. Honey also announced he would be meeting with Long Beach Unified School District for future partnerships next week. Deputy Chief Rowe thanked Interim Executive Director David Honey and the Civil Service staff for their assistance with the Fire Recruitment and several exams; and introduced new Battalion Chief/Director of Training, Jeffrey Hardin.
