COMMENTS FROM THE PUBLIC – The Civil Service Commission will hear from members

Richard Suarez, IAM Representative, informed Commissioners that he was available to
provide information for any questions related to Agenda Item No. 6.
On behalf of the Civil Service Commission, Executive Director Christina Pizarro Winting
presented a Certificate of Appreciation to Christopher McLinden, Gas Distribution
Supervisor, for 34 years, 5 months, of distinguished and exemplary service to the City of
Long Beach. The Commission congratulated Mr. McLinden on his retirement. Edward
Farrell, Gas Service Bureau Manager, was present to recognize and highlight Mr. McLinden’s
career with the City of Long Beach.

A motion was made to approve recommendation, as amended,
to remove the Battalion Chief exam result on the Consent
Calendar.
Mr. James Farley, Fire Captain for the Long Beach Fire Department, spoke
regarding the Battalion Chief Promotional exam. Ms. Pizarro Winting
informed the Commission that there was a protest period on July 23 and 24,
2019, where no protests were received. The Commission will forward
questions to Ms. Pizarro Winting regarding the process, and ultimately
approved the Battalion Chief exam result.
A motion was made by Commissioner Dowling, seconded by
Commissioner Arias, to approve the Battalion Chief exam
result. The motion carried by the following vote:

Maintenance Planner
Street Landscaping Supervisor
A motion was made to approve recommendation, as amended,
to remove the Street Landscaping bulletin on the Consent
Calendar.
Commissioner Arias requested to pull the Street Landscaping
Supervisor bulletin. She has concerns regarding arborist certification
and the fact that they City does not have a position that requires this
certification. Ms. Pizarro Winting will work with Public Works to
explore the possibility of requiring certifications or creating an arborist
or horticulturist position.
A motion was made by Commissioner Arias, seconded by Vice
President Morrison, to approve the Street Landscaping bulletin.

President Gonzalez Edmond commented that this item was pulled for
further discussion. It was discussed that the Commission did not
receive any background information for transfers that were placed on
the agenda at its last meeting.
Commissioner Arias thanked Ms. Basquez for the letter she provided
which explained the transfer process.
Mr. Suarez commented that IAM met with City representatives, and
while they agreed with the transfers, there is concern regarding the
special and specific duties traditionally and historically performed by
Special Services Officers migrating to the Police Department.
The Commission ultimately approved this item.

11. 19-168CS DISCUSSION REGARDING PERMANENT LOCATION FOR
CIVIL SERVICE COMMISSION MEETINGS
Ms. Pizarro Winting provided information regarding a permanent
meeting location.
The Commission discussed the pros and cons of having the meeting
in the Civic Chamber as well as in the Multipurpose Room at the
Harbor Department. It was discussed that the acoustics in the
Multipurpose Room at the Harbor Department were poor at the last
Commission meeting. Although the Commissioners can easily hear
speakers in the Civic Chamber, it is a bit spacious. It was discussed
that there could be a cost associated with using the Civic Chamber.
Staff will verify and let the Commission know.
The Commission sought feedback from the audience regarding the
meeting location at the Harbor Department versus the Civic Chamber.
Members from the audience preferred the Civic Chamber.
Stacey Lewis, Harbor Department’s Human Resources Director,
spoke regarding the Multipurpose Room at the Harbor Department.
She stated that the Department is in the process of moving equipment
to amplify the room. The room will be set up similar to the Harbor
Commission’s previous boardroom.

MANAGERS’ REPORTS
Recruitment and Selection
Ms. Slaten welcomed Commissioner Dowling.
Ms. Slaten updated the Commission regarding a Police Recruit candidate orientation
taking place at the Police Academy on September 4, 2019, in the evening and
distributed a flyer. She stated that testing is scheduled for the 13th, 14th and 19th of
September.
Ms. Slaten informed the Commission that Public Safety Dispatcher candidate orientation is
scheduled for the 5th and 9th of September at ECOC. Ms. Slaten asked Commissioners to
let her know if they were interested in attending the orientations.
Special Projects
Ms. McDonald informed the Commission that Ms. Hamilton’s priorities this week are to assist
Recruitment and Selection in getting eligible lists to the Fire Department. Ms. McDonald
stated that her priority this week will be to go through NeoGov and update information related
to moving to the new City Hall.
Administration Support Services
Ms. Alamo was not present to provide a report.
Executive Director
Ms. Pizarro Winting informed the Commission that she had the opportunity to present
the department’s budget at City Council. She thought it went well as there was
engagement from Councilmembers. She thanked the management team for quickly
assisting her with the presentation and thanked the Commission for their feedback.
She stated that it was important to highlight the merit system and what we stand for and
how it will guide us to move forward in the future.
President Gonzalez Edmond thanked Ms. Pizarro Winting for the presentation. She
believes that there is definitely an opportunity for us to tell our story and she believes
that there might be some confusion in the work that Civil Service does and the value

that Civil Service can bring to the recruitment process.
UNFINISHED BUSINESS
Commissioner Arias asked for a status report regarding the policy related to the hiring
of unclassified employees in the classified service.
Commissioner Arias also asked for an update regarding the rehiring of dismissed
employees. She stated that there was a Subcommittee established. President
Gonzalez Edmond stated that due to conflicting schedules, perhaps we should rethink
the Subcommittee.
Commissioner Arias informed the Commission that the Subcommittee met to review
and discuss the Wonderlic exam process and will continue to meet. It was discussed
that there were quite a few questions raised at City Council related to Wonderlic. The
Subcommittee will meet in the future to go over any suggestions and/or
recommendations received.
