COMMENTS FROM THE PUBLIC – The Civil Service Commission will hear from members of the public on matters within the Commission’s jurisdiction. There were no comments from the public. OCEAN BOULEVARD CIVIC CHAMBERS, MINUTES 4:00 PM 2. 20-061CS REQUEST TO UTILIZE CLASSIFIED TITLE IN THE UNCLASSIFIED SERVICE - Public Health Nurse III, Registered Nurse II and Microbiologist II, Department of Health and Human Services Communication from Kelly Colopy, Director, Department of Health and Human Services Staff Report prepared by Christina Pizarro Winting, Executive Director Ms. Pizarro Winting briefed the Commission regarding the request. A discussion ensued with Commissioner Arias, Commissioner Garnica, Commissioner Dowling, Ms. Pizarro Winting, and Ms. Kelly Colopy regarding this item. It was clarified that this request would be for six months. A request for an extension would be brought back to the Commission if the department has a need. It was discussed that the department would provide the Commission with an update as to the positive and negative impacts prior to the end of the 6-month period. It was discussed that the department reviewed multiple options to hire prior to making this request and that salary played a huge roll in the departments decision to go this route. It was discussed that the department is taking things day by day in terms of need. The department may continue to look at various hiring mechanisms as there might be some concern if the situation should become worse. A motion was made by Commissioner Arias, seconded by Commissioner Dowling, to approve recommendation. The motion carried by the following vote: Yes: 4 - Phyllis O. Arias, Brandon Dowling, Joen Garnica and Heather Morrison Absent: 1 - Susana Gonzalez Edmond 3. 20-062CS REQUEST TO DESIGNATE CIVIL SERVICE EXECUTIVE DIRECTOR AS DESIGNEE FOR CIVIL SERVICE COMMISSION TO APPROVE PROVISIONAL APPOINTMENTS DURING CITY STATE OF EMERGENCY Staff Report prepared by Christina Pizarro Winting, Executive Director Ms. Pizarro Winting briefed the Commission regarding this item. OCEAN BOULEVARD CIVIC CHAMBERS, MINUTES 4:00 PM A brief discussion ensued with Vice President Morrison, Commissioner Arias, Commissioner Garnica and Ms. Pizarro Winting regarding this request. Commissioner Arias made a recommendation to the Commission to change language located in the second to the last bullet. The following will be inserted: “for positions that qualify as exigent and related to the COVID-19 public health emergency.” A motion was made by Commissioner Dowling, seconded by Commissioner Garnica, to approve amendment to the memo. The motion carried by the following vote: Yes: 4 - Phyllis O. Arias, Brandon Dowling, Joen Garnica and Heather Morrison Absent: 1 - Susana Gonzalez Edmond It was discussed that this will include all positions directly and indirectly related to the health emergency. A motion was made by Commissioner Garnica, seconded by Commissioner Arias, to approve recommendation as amended. The motion carried by the following vote: Yes: 4 - Phyllis O. Arias, Brandon Dowling, Joen Garnica and Heather Morrison Absent: 1 - Susana Gonzalez Edmond 4. COMMENTS FROM THE PUBLIC – The Civil Service Commission will hear from members of the public on matters within the Commission’s jurisdiction. Ms. Pizarro Winting informed the Commission that the City’s emergency level was raised to Level 2 due to the closing of the Long Beach Unified School District as well as various other public events. She will provide the Commission with updates as they become available. Commissioner Garnica asked if there has been discussion regarding how the Commission would proceed with hearings. Commissioner Arias would like to continue with hearings if possible. OCEAN BOULEVARD CIVIC CHAMBERS, MINUTES 4:00 PM distancing. Mr. Anderson informed that Commission that Governor Newsom put in place a new order that specifically addresses Brown Act issues related to meetings. Quite a few requirements specific to teleconferencing have been suspended. For example, it is no longer necessary to provide the location of a person teleconferencing; however, it does need to be noted on the agenda. Ms. Pizarro Winting will be sure to place this item on the agenda for the Commission to discuss at its next meeting. Ms. Pizarro Winting informed the Commission that several municipalities have closed access to the public at its facilities. She stated that Civil Service staff is also looking at maintaining social distancing when conducting examinations when applicable and postponing when needed.
