7. 20-220CS RECEIVE AND FILE PRESENTATION ON 2020 CENSUS
Communication by Julian Cernuda, 2020 Census Project
Manager, Office of the City Manager
Mr. Cernuda provided a presentation to the Commission regarding
the 2020 Census and its importance in ensuring everyone is
counted.
President Gonzalez Edmond thanked Mr. Cernuda for his
presentation and encouraged him to continue to work with nonprofits
and radio stations to reach out to those hardest to reach
communities.
A motion was made by Commissioner Arias, seconded by
Commissioner Garnica, to approve recommendation. The
motion carried by the following vote:

This Committee did not meet.
9. REPORTS FROM MANAGERS
A. Recruitment Division - Christina Pizarro Winting
Ms. Pizarro Winting reported that she is looking forward to the Recruitment team’s
return. In listening to the budget presentation for the Fire Department, it appears
there is a lot of good work to be done.
It was discussed that Recruitment staff will return mid-September, or at the latest the
end of September.
B. Employment Services Division - Caprice McDonald
Ms. McDonald did not have any new information to report.
C. Administration Support Services - Maria Alamo
Ms. Alamo reported that Administration Support Services staff continues to work on
revising and streamlining an electronic process for layoff procedures in preparation
of layoff orders.
D. Executive Director - Christina Pizarro Winting
Ms. Pizarro Winting reported that she had the opportunity to listen in on the Budget
Oversight Committee so that she can keep the Commission informed of any
significant information that is discussed.
Ms. Pizarro Winting also listened to budget presentations from the Health and Human
Services, Fire and Parks, Recreation and Marine departments during the City
Council meeting. She stated that Library, Police and Public Works are scheduled to
present next week.
Ms. Pizarro Winting reported that Civil Service staff continues to participate in training in
anticipation of the layoff orders that may be coming. She wants to ensure new and veteran
staff are well trained in the new procedure. She thanked Ms. Alamo and her team as they
have done an amazing job turning a hand driven process into an electronic process. Staff

seem to be catching on quickly, so we are excited for this new procedure.
10. UNFINISHED BUSINESS
There were no new updates to report.
11. NEW BUSINESS
President Gonzalez Edmond asked Christina to plan to have the retreat on
Wednesday, September 2, 2020 as the Commission is available and stated that they
will work around Commissioner Dowling’s schedule. There are several trainings
planned for this day.
President Gonzalez Edmond mentioned that staff were going to reach out to Human
Resources regarding the option to select Multi Race rather than Other. Ms. Pizarro
Winting reported that during her monthly meeting with Human Resources, staff was
informed by Human Resources that this is being explored under a law.
Commissioner Garnica expressed her gratitude to Human Resources for working on
this and wanted clarification if this is something that is taking place at a local or state
level. Ms. Pizarro Winting reported that this is something that is coming down at the
state level. Ms. McDonald stated that there are several options to choose from and
that Human Resources will decide as to which one is more relative to the City of
Long Beach.
Commissioner Arias commented that the City’s Racial Equity and Reconciliation
Initiative mentions Civil Service in two of its items. She wonders if the Commission
should take the initiative to have a couple of the Standing Committees examine the
items that are related to Civil Service. She stated that Goal 3, Strategy 3, Item D
suggests a change in Civil Service Policy and believes the Executive Committee
could look at this. She stated that Item C1 speaks to the qualifications of Police
Officers and suggested that the Recruitment and Selection Committee look at this.
The Commission agreed to have the committees look at the items. It was discussed
that there is still time for the Commission to review them.
Commissioner Arias would like to recommend that the Commission refer the
questions received regarding the Systems Technician position to staff for
clarification and to have staff report back to the Commission. The Commission
agreed with Commissioner Arias’ recommendation.

At this time, President Gonzalez Edmond moved into Closed Session.
A motion was made by Commissioner Arias, seconded by
Commissioner Garnica, to move into Closed Session. The
motion carried by the following vote:
Yes: 5 - Phyllis O. Arias, Brandon Dowling, Joen Garnica, Heather
Morrison and Susana Gonzalez Edmond
After reconvening from Closed Session, President Gonzalez Edmond
stated that Ms. Pizarro Winting will follow up with the IAM Union and
Human Resources.
