CIVIL SERVICE COMMISSION MEETINGS ARE HELD VIA TELECONFERENCE PURSUANT TO EXECUTIVE ORDER N-29-20 ISSUED BY GOVERNOR GAVIN NEWSOM. THE CIVIC CHAMBERS WILL BE CLOSED TO THE PUBLIC. President Gonzalez Edmond called the meeting to order at 9:32 a.m. FLAG SALUTE President Gonzalez Edmond led the Pledge of Allegiance. ROLL CALL Commissioners Phyllis O. The motion carried by the following vote: Yes: 5 - Phyllis O. Arias, Brandon Dowling, Joen Garnica, Heather Morrison and Susana Gonzalez Edmond 2. 20-239CS Recommendation to approve examination results: Police Officer - Lateral Test #15 (Established 09/02/20) Port Planner Test #01 (Established 09/03/20) Public Safety Dispatcher - POST WAIVER Test #16 (Established 09/04/20) Special Services Officer Test #46 (Established 09/04/20) A motion was made to approve recommendation on the Consent Calendar. 3. 20-240CS Recommendation to approve bulletin(s): Criminalist Supervisor Gas Maintenance Supervisor - REVISED A motion was made to approve recommendation on the Consent Calendar. REGULAR AGENDA 4. 20-241CS DISCUSSION REGARDING CIVIL SERVICE COMMISSION HEARINGS President Gonzalez Edmond stated that there was a conversation that took place during the retreat regarding resuming hearings. She Page 2 of 6 CITY OF LONG BEACH WEDNESDAY, SEPTEMBER 9, 2020 CIVIL SERVICE COMMISSION TELECONFERENCE, 9:30 AM MINUTES stated that the Commission wanted to have this item placed on the agenda to have an open conversation for the public. President Gonzalez Edmond directed staff to reach out to the attorneys to invite them to the next Commission meeting to discuss current technology and virtual opportunities that are available to conduct hearings. She stated that the Commission is now at a place where technology could be used to do this. Commissioner Garnica stated that it is the Commission’s responsibility to conduct disciplinary hearings and it is the employee’s rights to have it heard. She stated that the goal is to move hearings along and to find a solution as the current state we are in might go on for the long term. She stated that we need to make sure we are being proactive, ensuring business is moving forward and that employees are receiving services that they have a right to. 5. STANDING COMMITTEES A. Executive Committee The Executive Committee did not meet. B. Recruitment and Selection Committee The Recruitment and Selection Committee did not meet. C. Special Projects Committee The Special Projects Committee did not meet. 6. REPORTS FROM MANAGERS A. Recruitment Division - Christina Pizarro Winting Ms. Pizarro Winting did not have any new information to report. B. Employment Services Division - Caprice McDonald Ms. McDonald did not have any new information to report. Administration Support Services - Maria Alamo Ms. Alamo informed the Commission that City Council adopted the FY2021 budget. She stated that there are a few things that we need to finish up regarding the layoff process but are pretty much ready to go. D. Executive Director - Christina Pizarro Winting Ms. Pizarro Winting reported that City Council had a good, healthy discussion about the budget prior to approving it. She stated that we are now waiting for the City Manager to provide Civil Service with a request for Reduction in Force that the Commission will approve. This is scheduled to go on the agenda next week. Ms. Pizarro Winting reported that staff has been working very hard in preparing for layoffs to ensure the process is smooth and quick. President Gonzalez Edmond acknowledged Ms. Macias regarding her service to the city. There was an article published in the Press Telegram entitled, Civil Service is a labor of love. She thanked everyone for the work that they are doing. 7. UNFINISHED BUSINESS Ad Hoc Subcommittees: A. Subcommittee to Develop Civil Service Commission Policy regarding requests to Utilize Classified Positions in the Unclassified Service Ms. Pizarro Winting reported that they are waiting for a meeting to be scheduled with the union that she anticipates happening soon. 8. NEW BUSINESS Commissioner Arias wanted to know if the Executive Committee and the Recruitment and Selection Committee are still planning to meet to begin working on the equity plan recommendations. President Gonzalez Edmond stated that meetings have been scheduled.
