The sentence will now read: Commissioner Gonzalez Edmond stated that she heard we would be fully reopened after July 4th. A motion was made by Commissioner Gonzalez Edmond, seconded by Vice President Dowling, to approve recommendation as amended. The motion carried by the following vote: Yes: 5 - Phyllis O. It was discussed that the original examination result did not reflect the complete background of those who applied and were not accepted. It was also discussed that a total of 14 applicants did not report to the written examination and a total of 11 did not pass the written examination. It was discussed that the number of applicants remained the same. A motion was made by Commissioner Gonzalez Edmond, seconded by Commissioner Arias, to approve recommendation. It was discussed that typically everyone would have been listed separately on the agenda; however, these employees were grouped together as they are all Public Health Associates who have been assisting with COVID-19 related duties. It was discussed that previous agenda items have had a longer list of names. It was also discussed that with the Coronavirus Aid, Relief and Economic Security (CARES) Act funding, additional conversations will need to take place with departments regarding their needs related to COVID-19 items. REGULAR AGENDA 12. 21-168CS RECOMMENDATION FOR SELECTIVE CERTIFICATION - Business Systems Specialist III Communication from Lea Eriksen, Director, Department of Technology and Innovation Staff report prepared by Desiree Davalos, Personnel Analyst Ms. Pizarro Winting introduced Ms. Davalos who briefed the Commission regarding this item. Representatives from the Technology and Innovation Department were on the call to answer questions. Commissioner Gonzalez Edmond commented that she is happy to see this. She stated that with a city of this size, to only have one staff person managing this could be challenging and thanked staff Page 7 of 16 CITY OF LONG BEACH WEDNESDAY, MAY 26, 2021 CIVIL SERVICE COMMISSION TELECONFERENCE, 8:30 AM MINUTES who worked on this. A discussion took place with Commissioner Arias and Ms. Davalos regarding the clarification of the working title recruitment. It was discussed that the form will need to be modified as it is not clear. It was discussed that in addition to using the current eligible list, another recruitment will be facilitated to be more in line with the specific skills. Candidates on the current eligible list will be surveyed to see if they meet the additional qualifications that were not on the previous bulletin. It was discussed that a new requisition will be created. A discussion took place with Commissioner Arias and Ms. Pizarro Winting regarding whether we have ever facilitated a new recruitment given the fact that there is a large number of individuals on a current eligible list. It was mentioned that this is a unique situation that came from a planning meeting with the department where it was decided to create working titles for hard to fill positions. It was discussed that as a first step, the existing list will be looked at; however, another recruitment will be conducted using the working title to capture those who did not apply previously. It was discussed that individuals on the current list who meet the qualifications of the position will be certified to the department. The skills were not listed as part of the desirables on the original bulletin but will be included on future bulletins. A discussion ensued with President Garnica, Commissioner Arias, Commissioner Gonzalez Edmond, Ms. Davalos and Ms. Pizarro Winting regarding qualifications being listed under desirables and the fact that one of the reasons the Commission approved Selective Certification requests was based on this criterion. Discussion also took place regarding revisions to the form. It was discussed that desirables were not listed which is why staff will be conducting a survey of the exiting candidates. Staff mentioned that departments have come to Commission to request to have additional qualifications placed on a bulletin that was not previously listed as a desirable. It was also mentioned that Business Systems Specialist was first opened in 2018 and was recently closed as this was an open, continuous recruitment. It was discussed that ideally qualifications would be listed under desirables, but there will be special circumstances where this does not happen. It was confirmed that each person on the current eligible list will be Page 8 of 16 CITY OF LONG BEACH WEDNESDAY, MAY 26, 2021 CIVIL SERVICE COMMISSION TELECONFERENCE, 8:30 AM MINUTES surveyed to ensure they are given the opportunity. The department will have several positions opening up in the future with the possibility that more Selective Certification requests will be submitted. Staff will continue to survey candidates on the current eligible list, for as long as it is active, so that we are being fair to them. It was reiterated that this does not happen very often. Commissioner Dowling commended Technology and Innovation and Civil Service staff for coming up with the idea of using a working title as it is something that he has not seen. He stated that it makes it much more approachable for our audience and should have a profound effect on future recruitments. Arias, Yvonne Wheeler, Susana Gonzalez Edmond, Brandon Dowling and Joen Garnica 13. 21-169CS UPDATE ON ITEMS RELATED TO RACIAL EQUITY AND RECONCILIATION INITIATIVE Communication from Christina Pizarro Winting, Executive Director Ms. Pizarro Winting briefed the Commission regarding this item. Commissioner Gonzalez Edmond asked if this report was part of the work that the Executive Committee and the Recruitment and Selection Committee has been working on related to the reconciliation initiative. Ms. Pizarro Winting responded that these are two separate reports and that staff is still working with departments on gathering information for the other report. Commissioner Gonzalez Edmond wants to ensure that this information is brought to the Commission as a whole. She would like committee members to work with staff to assist with the development of the report that are specific to the items called out in the initiative. Ms. Pizarro Winting responded that we have a matrix of those items that staff is working on. She stated that demographics from the Police and Fire Departments will be presented today. She stated that she is working with President Garnica on additional items as well. Commissioner Gonzalez Edmond appreciates all the work that Page 9 of 16 CITY OF LONG BEACH WEDNESDAY, MAY 26, 2021 CIVIL SERVICE COMMISSION TELECONFERENCE, 8:30 AM MINUTES is currently being done but would like one report that discusses everything listed on the matrix and the work that staff has been doing. President Garnica agreed that we do owe it to the public and stated that we will not only be addressing information on the matrix but will also be discussing items particularly related to the reconciliation initiative. Commissioner Arias added that in addition to making public the things that the Commission is currently doing, she would like to see the Commission engage in a discussion regarding what additional work needs to be done related to the reconciliation items that specifically pertained to Civil Service. President Garnica stated that there is a lot of work being done and there is more discussion that needs to take place. Arias, Yvonne Wheeler, Susana Gonzalez Edmond, Brandon Dowling and Joen Garnica 14. 21-170CS COVID-19 RELATED: UPDATE ON VIRTUAL HEARINGS Communication from Christina Pizarro Winting, Executive Director Ms. Pizarro Winting briefed the Commission regarding this item. Commissioner Gonzalez Edmond thanked Ms. Pizarro Winting for the work that they have been doing. She stated that the Commission took the hearing schedule very serious. The Commission looked at different ways and venues where they could possibly convene but there was not a possibility to host in-person hearings at that time. She stated that the Special Projects Committee spent time and effort in ensuring employees receive time to be heard. Ms. Pizarro Winting added that during the Meet and Confer meetings she has reiterated the desire of the Commission to have hearings move forward. Commissioner Arias asked when the meeting with the International Association of Machinists and Aerospace Workers (IAM) would be scheduled. Ms. Pizarro Winting responded that a meeting was held on Monday, May 24th. Commissioner Arias wanted to know IAM’s thoughts of having a virtual meeting. Ms. Pizarro Winting Page 10 of 16 CITY OF LONG BEACH WEDNESDAY, MAY 26, 2021 CIVIL SERVICE COMMISSION TELECONFERENCE, 8:30 AM MINUTES responded that IAM and the Police Officers Association (POA) would prefer to wait until the City fully reopens to begin in-person hearings and asked to have one on July 7th. Commissioner Arias stated that the Commission sets the date and time of hearings. Commissioner Arias asked what hearing was scheduled next. Ms. Camerino responded that it was a hearing related to a lifeguard which was Mr. Yuwiler’s case. Commissioner Arias suggested that we follow the list and not bypass any hearings should the Commission decide to go through with hearings in July. Ms. Pizarro Winting agreed and stated that staff will look at the schedule. Commissioner Dowling wanted to know if it would be advantageous for the Commission to select a date whether it is July 7th or an additional date in July, to move forward with in-person or virtual hearings. Ms. Pizarro Winting stated that would be great; however, we are still going through the Meet and Confer process. President Garnica asked who was left to meet with. Ms. Pizarro Winting responded that there are two more bargaining units left. She stated that they have not been scheduled yet, but Human Resources has been scheduling them quickly. President Garnica stated that we have worked diligently to ensure we could hold hearings, in this case virtual. She stated that even when we do open, we are not certain of what the protocol will be at City Hall and if it will work for in-person hearings. She agreed with what Commissioner Dowling suggested in that the Commission schedule a hearing after the Meet and Confer process whether it is in-person or virtual. As part of the Special Projects Committee, she will meet with Commissioner Arias to see what in-person hearings will look like and bring back a report to the full Commission to see if they are comfortable to meet in-person. The committee will review where meetings will be held and what the protocols are for City Hall to determine if in-person or virtual hearings would be viable. Commissioner Gonzalez Edmond agreed with President Garnica as there are a lot of logistics that take place in planning for hearings. Commissioner Dowling would like to hear back from staff as soon as the Meet and Confer process has been completed. Ms. Pizarro Winting will keep the Commission updated. President Garnica reiterated what the Special Projects Committee will be tasked with doing. Ms. Pizarro Winting will work with committee members to schedule a date. In response to the question Page 11 of 16 CITY OF LONG BEACH WEDNESDAY, MAY 26, 2021 CIVIL SERVICE COMMISSION TELECONFERENCE, 8:30 AM MINUTES that was asked by IAM and POA regarding convening in-person hearings, President Garnica stated that since the Commission is not certain what the protocols will be for City Hall, they are not able to answer the question. She stated that the Special Projects Committee will look at what that entails so that they can bring it to the Commission and properly answer the question. Executive Committee President Garnica announced that one thing they would like to begin the process of is scheduling a retreat for the Commission to speak more in depth about a few of the items on the list and the work that the Commission is doing so that it continues past her leadership. She will provide an update on dates once available. B. Recruitment and Selection Committee The Recruitment and Selection Committee did not have any new information to report. Commissioner Gonzalez Edmond stated that a meeting was supposed to be scheduled to discuss the education requirements. Ms. Pizarro Winting stated that staff is still working on the minimum requirements. C. Special Projects Committee President Garnica stated that she and Commissioner Arias will meet to discuss what potential in-person hearings will look like once they receive more guidance from the City as it relates to the reopening of City Hall. A meeting will be scheduled for next week. 16. REPORTS FROM MANAGERS A. Recruitment and Outreach Services Division - Crystal Slaten Page 12 of 16 CITY OF LONG BEACH WEDNESDAY, MAY 26, 2021 CIVIL SERVICE COMMISSION TELECONFERENCE, 8:30 AM MINUTES Ms. Slaten thanked Ramon Garcia, Equal Employment Opportunity Officer with the Department of Human Resources, for providing an Equity and Inclusion training to department staff. Ms. Slaten introduced Melvin McGuire, Commander of the Training Academy for the Police Department, who provided demographics for Police Academy Class 95 as well as department demographics. Commissioner Arias asked if, over time, there has been an improvement with African American candidates. Commander McGuire responded that they are making progress, but each class is different. He stated that if you look at department demographics, the number has remained the same. Commissioner Arias wanted to know the ethnicity of those who did not complete the academy. Commander McGuire stated the department lost one male White, two male Asians, one male Black, three male Hispanics and one female Hispanic. Commissioner Gonzalez Edmond thanked Commander McGuire for the information that he provided. She asked that the Commission receive a visual presentation so that they can see a history of the department’s demographics. Ms. Slaten responded that staff will work with the department. Commissioner Gonzalez Edmond also asked that the presentation be placed as an agenda item to give the department an opportunity to highlight the work they are doing in the recruitment and selection area. President Garnica agreed that a visual presentation would be very helpful. She stated that she requested this information sometime ago because she wanted to see if the information told a story about regarding the demographics of how many applied, how many made the academy, how many graduated and how many have remained on after the first year of being with the department to identify areas where we are excelling at and to see where the areas are that require more work. She asked what we are doing and would like information on recruitment efforts to reach those demographics earlier and how we are reaching out to individuals, of all ages, in underserved communities. Commander McGuire mentioned a few outreach programs, such as the Long Beach Explorer Program which is predominately Hispanic and the Long Beach Public Safety Promise program where they work together with the Long Beach Unified School District, California State University Long Beach and Long Beach City College to ensure their curriculums are in line with what the department is doing and expect in the academy. President Garnica is looking forward to seeing the fruits of that effort in years to come. Ms. Slaten introduced Dennis Buchanan, Deputy Chief of the Fire Department, who provided an overview of the department’s demographics as well as recruitment and outreach efforts. It was asked that, in the future, the Commission receive the information in advance of the meeting. Commissioner Arias thanked Deputy Chief Page 13 of 16 CITY OF LONG BEACH WEDNESDAY, MAY 26, 2021 CIVIL SERVICE COMMISSION TELECONFERENCE, 8:30 AM MINUTES Buchanan for the report and asked for confirmation that there were no female recruits in 2020. Deputy Chief Buchanan responded that she was correct and stated that this is an area that they are working on which is why they created the Female Firefighter Career workshop. He stated that the recruitment team is guiding those females to be successful in the current process. He stated that every Wednesday and Saturday, the department facilitates the Prospective Recruit Education Program (PREP) that is a resource to prepare the female recruits for the next phase which is the physical ability test and interviews. Commissioner Gonzalez Edmond thanked Deputy Chief Buchanan for his report. She wanted to confirm that there is a lack of females in general as it relates to careers in fire. Deputy Chief Buchanan responded that she was correct and stated that it has been a challenge for them. He stated that he is embedded with the local academy as well as academies throughout the state to try and recruit females. He stated that other agencies are running multiple academies per year. He stated that his goal is to create relationships with those other agencies to capture some of the females. President Garnica stated that in the past discussion has taken place regarding being able to identify more than one race on an application or a decline to identify box rather than lumping everyone who does not fit into a predetermined box to an “other” box so that we can represent the diversity that we have with race and gender. Executive Director - Christina Pizarro Winting Ms. Pizarro Winting reported that Carolyn Pen-Chhuon has accepted another position with the Harbor Department and thanked her for all of her work.
