The motion carried by the following vote: Yes: 4 - Phyllis O. Arias, Susana Gonzalez Edmond, Yvonne Wheeler and Joen Garnica CONSENT CALENDAR (3 – 8): President Garnica commented that Consent Calendar states that there are 10 agenda items, but there are only 8 items. The Commission pulled Agenda Items 5, 6 and 7 for a separate discussion. It was commented that it was unusual to see so many Firefighter positions in the same class leaving and questioned why this was happening. Ms. Pizarro Winting explained that the desire of individuals to go to an agency closer to home and reassess their work-life balance is a main factor in resignations. Arias, Susana Gonzalez Edmond, Yvonne Wheeler and Joen Garnica 10. 22-032CS RECOMMENDATION TO APPROVE REVISED CLASSIFICATION SPECIFICATION Communications Center Supervisor Communication from Joe Ambrosini, Director, Human Resources Department Staff report prepared by Elsa Ramos, Personnel Analyst Ms. Pizarro Winting introduced Ms. Ramos, who briefed the Commission regarding this item. A discussion took place with Commissioner Arias, Commissioner Gonzalez Edmond, Ms. Pizarro Winting, and Ms. Ramos regarding the language used and placement of the punctuation in the Minimum Qualification section in the Communications Center Supervisor Classification Specification. Staff commented that there are enough internal candidates who would meet the requirements for the classification. Staff confirmed that additional supervisory experience can be found under the Knowledge, Skills, and Abilities section, which is a part of the Minimum Qualifications section. Staff acknowledged the Commission’s recommendations. A motion was made by Commissioner Gonzalez Edmond, seconded by Commissioner Arias, to approve recommendation. Arias, Susana Gonzalez Edmond, Yvonne Wheeler and Joen Garnica 11. 22-033CS RECOMMENDATION TO APPROVE REVISED CLASSIFICATION SPECIFICATION Customer Services Representative I-III Communication from Joe Ambrosini, Director, Human Resources Department Staff report prepared by Sylvana Tamura, Personnel Analyst Ms. Pizarro Winting introduced Ms. Tamura, who briefed the Commission regarding this item. Commissioner Arias made suggestions on the formatting and punctuation in the Definition section of the Classification Specification. Commissioner Gonzalez Edmond thanked Ms. Tamura for the way she presented her information on the changes of the Classification Specification. A motion was made by Commissioner Arias, seconded by Commissioner Gonzalez Edmond, to approve recommendation. The motion carried by the following vote: Yes: 4 - Phyllis O. A discussion took place as to when the Commission will hear more about the education requirements and staff confirmed that a report will be presented to the Commission at a later date. Recruitment and Selection Committee Commissioner Gonzalez Edmond stated the Recruitment and Selection Committee is meeting today at 10:30 a.m. C. Special Projects Committee The Special Projects Committee did not have anything new to report. 14. REPORTS FROM MANAGERS A. Recruitment and Outreach Services Division - Crystal Slaten Ms. Slaten welcomed the newly hired staff, and she is excited to have Ms. Cano back full-time in the division. Ms. Slaten also reported that she hired a new Clerk Typist who will begin on February 14th. She also informed the Commission on outreach efforts. Ms. Slaten informed the Commission that the Office of Equity presented its one-year Race, Equity and Reconciliation report to the City Council. The Office of Equity will provide the Commission with a similar presentation at a later date. Employment Services Division - Caprice McDonald Ms. McDonald provided an update on examination activities. She commented by the time staff has completed their examination process, the City will be able to fill a total of 44 vacant positions. Ms. McDonald thanked Ms. Cano and Ms. Kerr-Jenkins for assisting the Employment Services Division. She then presented new Personnel Analysts Mr. Sinkler and Ms. Herrera, who introduced themselves to the Commission. C. Administration and Support Services Division - Maria Alamo Ms. Alamo provided an update on the onboarding of additional staff and welcomed new hires. She thanked admin support staff for their assistance with onboarding. D. Executive Director - Christina Pizarro Winting Ms. Pizarro Winting commented that she’s excited to have a whole team as it is important to meet the needs of our customers and our departments. She introduced Ms. Smay as her new Executive Assistant, and she’s excited to have her as part of the team. Ms. Pizarro Winting provided an update on the reconciliation report and thanked Ms. Slaten and Ms. Cano for always keeping staff informed and trained. She also thanked Ms. Alamo and her team for doing a great job on getting everyone onboarded, and she’s excited to be fully staffed by March. A discussion took place with President Garnica, Commissioner Arias, Commissioner Gonzalez Edmond, and Ms. Pizarro Winting regarding information in the reconciliation report related to Civil Service. It was commented that the Executive Committee would look into the report and make a recommendation to the Commission. President Garnica welcomed Ms. Smay. 15. UNFINISHED BUSINESS The Commission did not have Unfinished Business to discuss. NEW BUSINESS Commissioner Gonzalez Edmond wished all a Happy Lunar New Year, Happy Spring Festival, and Happy Chinese New Year. President Garnica acknowledged Black History Month, and stated that it was a time to highlight the contributions of Black Americans. President Garnica asked staff to schedule a closed session regarding the annual review of the Executive Director. 17.
