Commissioner Arias asked if there was a plan to reopen the post and get at least five candidates. Ms. Pizarro Winting explained that if the department wanted more candidates, they would open back up. But the department is satisfied with the four applicants selected and feels like they will be able to make a selection from those applicants. Ms. Pizarro Winting explained that they have a right to have five applicants, but four would suffice as long as they can make a selection. If a selection cannot be made, it will be open again. A brief discussion took place between Commissioner Arias, Ms. Pizarro Winting, and Ms. Loving about the degree of difficulty in the recruitment for this position. Ms. Loving mentioned that the Harbor Department had hired a recruitment agency known for technology to find candidates with the specific skills for the position. STANDING COMMITTEES A. Executive Committee President Garnica reported that the Executive Committee did not have anything new to report. President Garnica requested that Ms. Pizarro Winting schedule the next Executive Committee meeting to work on pending items. More details will be shared at a later meeting. Commissioner Gonzalez Edmond mentioned that a new Commissioner would be coming on board and asked if an overview about his onboarding would be included. President Garnica assured the Commission that his onboarding would be included. B. Recruitment and Selection Committee Commissioner Gonzalez Edmond stated that a memo outlining minimum requirements would come out at the next meeting. Commissioner Gonzalez Edmond mentioned that a review of the rule of the Civil Service exam scoring was discussed during the last Recruitment and Selection Committee meeting. During the meeting, a discussion was had around the overall rules and how, from a reconciliation perspective, the Committee would have to look at the scoring and the recruitment of positions. The Committee has asked Ms. Pizarro Winting to look into creating an advisory committee composed of HR and Labor leaders to look at the rules and develop recommendations for the Commission if changes are needed. More information to come at a later meeting. C. Special Projects Committee The Special Projects Committee did not have anything new report. Commissioner Arias asked if the new Commissioner would be part of the Special Projects Committee. Ms. Pizarro Winting mentioned that the new Commissioner would be joining the Special Projects Committee as soon as he is onboarded. It was clarified by Gary Anderson that the Commission would have to vote to place the new Commissioner on the Special Projects Committee at the first Commission meeting he attends. Recruitment and Outreach Services Division - Crystal Slaten Ms. Slaten introduced the new member of her team, Isela Gonzalez, and mentioned Ms. Gonzalez’s work with the GOLongBeach App. B. Employment Services Division - Caprice McDonald Ms. Pizarro Winting briefed the Commission on behalf of Ms. McDonald as she is with staff conducting the Police Lieutenant examination. She shared that it has been a successful event thus far. She mentioned that Ms. McDonald would have more to share at our next meeting. C. Administration and Support Services Division - Maria Alamo Ms. Alamo informed the Commission that her staff is monitoring the budget closely. She also welcomed Ms. Gonzalez as well as our new Commissioner Fallis. D. Executive Director - Christina Pizarro Winting Ms. Pizarro Winting welcomed the new Commissioner as well as Ms. Gonzalez. She also introduced Ms. Smay, our new Executive Assistant, and mentioned the easy transition Ms. Smay has had to the new department. She also mentioned how fortunate the department is that Ms. Gonzalez and Ms. Smay are internal candidates. Ms. Pizarro mentioned that we would have a special meeting next week, and Ms. Smay will have the agenda out for our next meeting on Friday. She mentioned our new analysts would join us in person for the March 2nd Commission meeting. Ms. Pizarro Winting stated that the City is following with LA County regarding the mask mandate. 19. UNFINISHED BUSINESS President Garnica mentioned that a closed session would be added to March 2nd Commission meeting to discuss the Executive Director’s evaluation. NEW BUSINESS President Garnica welcomed our new Commissioner Fallis and will formally introduce him when he is onboarded. She also acknowledges Black History Month and the contributions of Black Americans to the City, the Commission, and to the Country. Commissioner Gonzalez Edmond mentioned Bixby’s Elementary School and their celebration Black History Month with activities on their website. President Garnica mentioned that we should all be proud of Long Beach music after the Super Bowl performance. 21.
